  1. KOSC SP Modular Parking - Base Set

    KOSC presents: SuperParking Modular Parking – Base Set Introduction It’s been a long time coming, but it’s finally here! This is the 1st part of my SuperParking modular parking series, which is aimed towards creating even more realistic and crazy parking derivatives from the original SHK Parking Pack. This is the base set, which contains all the essentials for making orthogonal oriented parking lots, junctions, and more. Package Overview There are two different packages available for download: one for Right-hand Drive and Left-hand Drive. Choose one. The set contains a set of 49 lots. There are 7 functional “parking garage” pieces, with Transit Enabled connections which are located in the Misc Transportation menu, and 42 cosmetic pieces located near the top of the Parks menu. All of the menus are grouped and color coded according to the specific type of parking, ranging from A to D type. These are broken down in the included readme. For those that prefer less cluttered menus, there's DAMN Support for these. General Stats Street Entrances Plop Cost: $250 Capacity: 1,000 Road Entrance Plop Cost: $500 Capacity: 1,500 Cosmetic Pieces Plop Cost: $0 - $6* *The minor plop cost introduced here was to allow for cleaner organization of menu items, so that like groups are kept together. All of the cosmetic pieces are considered “neutral lots”, meaning they have pretty much no stats, come at no maintenance cost, and are not of any particular wealth. The detailing on these lots were kept minimal, as to ensure that MMPs can be used on them liberally. Install Instructions Pick one version (either RHD or LHD) and drop the files into your My Documents/SimCity 4/Plugins folder.     KOSC presents: King's Community & Regional Park Pack, Volume 2 Introduction King's Community & Regional Park Pack continues with volume 2 of 2 and much like the first set, covers a myriad of park types. Volume 2 has a heavier focus towards sports courts and complexes and as such, you'll see plenty of new (and renewed) tennis courts, baseball, softball and soccer/football fields for your Sims. Package Overview Included in the following package is a set of custom textures and 36 park lots. Additionally there are a set of dugouts by @Glenni and a grouping of parked cars by @MushyMushy, both of whom were kind enough to provide these props for the set. The parks in this set are broken down into the following categories. Community Parks - 5 lots: These are the standard community parks similar to the ones in the previous volume. Royal Trails - 6 lots: This is a set of semi-modular aimed at filling the in-between areas of your wealthier neighborhoods. Tennis Parks - 4 lots: Tennis-centric lots ranging from small community courts to a large center. Contains a redux (will not override) of the original Green Green Tennis Greens. Sports Fields - 16 lots: Contains different rotations of soccer fields as well as multi-wealth variants of diagonal and orthogonal softball fields. Abandoned Parks - 2 lots: These parks are already partially reclaimed by nature and would look great in a post-apocalyptic setting. Sports Complexes - 3 lots: Large-scale multi-field complexes. Very powerful parks that can massively stimulate city growth. General Stats Park stats are generally designed around their respective wealth. In general: Low Wealth: No R§§§ relief, 50% R§§ relief, full R§ relief. Massively reduced landmark effect (value), park effect (value and radius) and monthly costs. Medium Wealth: 50% R§§§ relief, full R§ and R§§ relief. Moderately reduced park effect (value) High Wealth: Full residential cap relief. Full landmark effect, park effect with increased water consumption and monthly costs. In addition, all parks share the following property: Air pollution reduction, light water pollution (both grow with respect to park size) Tennis Parks follow a different formula (inverted values, with full R§§§ relief and weaker relief for R§§ and R§). Sports Fields have generally fixed cap and park values determined only by wealth and type (softball/baseball/soccer). These fields do not provide a landmark effect. In particular, lower wealth baseball and softball fields will generate minor amounts of garbage as well. Abandoned Parks are extremely weak as parks, providing little to no park effect and cap relief and even generating a bit of garbage! They're offset by being especially cheap to plop and free of maintenance costs. Sports Complexes boast massive amounts of cap relief (progressively weaker by higher wealth) and a massive park effect radius but a much weaker effect value. They are also expensive to plop and have relatively high maintenance costs. The Royal Trails set of parks appear near the top of the parks menu while the rest should slot in-between and after the Maxis parks. Detailed stats and information can be found in the enclosed README. Install Instructions Drop the files in your My Documents/SimCity 4/Plugins folder. If you want to use DAMN (optional), seen the additional instructions below. DAMN Users Only There is a second zip file included that contains DAMN menus for these parks. You will need DAMN for these menus to show up/work. Merge the DAMN folder in the zip with the one inside the SimCity 4 install directory Plugins folder (not documents). For CD/DVD users, the default is - C:/Program Files (x86)/Maxis/SimCity 4/Plugins/DAMN/ For Steam users, the default is - C:/Program Files (x86)/Steam/SteamApps/common/SimCity 4 Deluxe/Plugins/DAMN/ Drop the zzzzzz_DAMN_Hidden folder into your standard My Documents/SimCity 4/Plugins folder if you want to hide the lots from the normal menus in-game. If you still want access to the original menu icons, feel free to delete this folder entirely. Texture Replacement This pack uses another set of textures not included as part of any of my previous dependency packs. Those looking to generate a custom set can find the repository for it here. Dependencies Due to the sheer size of this set relative to the first and the need for more variety, the dependency list grows just a bit. These are limited to some more of girafe's HD flora and the Light Replacement Mod. As before, If you've downloaded any of my previous works then you should have a good majority of the required dependencies already.     SP DAMN Introduction This is a collection of alternative menus using Daeley's Advanced Menu Navigator (DAMN) for my Superparking Modular Parking Lot series. Version 1.2 includes support for the Base Set, Diagonal Expansion Set, Extension Set & Addon Pack 1. Future updates will roll out support for newer expansions when possible. Package Overview Update 1.2: The base and diagonal set individual menus have been depreciated in favor of the combined menu. For users that want the individual menus still, you may download them by viewing the previous versions below. There is one package included - this contains menus for every single set released up until this point. Inside you will find two folders, Superparking and zzzzzz_DAMN_Hidden. Superparking contains all the menus, while the hidden folder hides the existing menu icons in the parks/misc trans menu. Install Instructions Drop the Superparking folder inside your DAMN/Root within the SimCity 4 install directory Plugins folder (not documents). For CD/DVD users, the default is - C:/Program Files (x86)/Maxis/SimCity 4/Plugins/DAMN/Root For Steam users, the default is - C:/Program Files (x86)/Steam/SteamApps/common/SimCity 4 Deluxe/Plugins/DAMN/Root Drop the zzzzzz_DAMN_Hidden folder into your standard My Documents/SimCity 4/Plugins folder.     KOSC presents: Maxis Mansion Overhaul Introduction Ah, Maxis mansions. In the early days, it was one of the first signs of a flourishing city. If you had a few of these large plots sprout up in your neighborhoods it often meant that your city was growing well! However, the fact remains that throughout the years, improvement with custom content and detail in general have left the original Maxis lots in the dust. One of the biggest problems with the vanilla lots is they often contained vast amounts of well...nothing! There's some occasional shrubbery and a pool here and there, but for the most part, the lots are grossly under-detailed. Furthermore, the tendency for these larger lots to sprout up in the midst of your nice R$$ neighborhoods meant that your detail level takes a pretty significant hit! Pretty odd considering the richest of Sims could easily take advantage of the vast property spaces that they have. Taking inspiration @T Wrecks' fantastic Industrial Revolution Mod and more recently @Manuel-ito's Maxis Renewal, I present to you Maxis Mansion Overhaul: A full set of override lots that replaces all default Maxis mansion lots. This is also including some of their larger medium-density counterparts. Package Overview This set contains a grand total of 60 lots. These are all broken down according to the categories that Maxis determined: 18 "A Class", 18 "B Class", 18 "C Class", 3 "D Class" and 3 "E Class" mansions. These re-lots fundamentally change the original mansions in the following ways. better realism and detail: gated homes, larger driveways, and much more flora (fully seasonal). all lawns are not made equal: You may find patches of wildflowers, dirt, or even poorly watered grass in these lots. No one has time to maintain perfect grass in those corners! better slope support: many of the original lots had that ugly full lot foundation at certain slopes. These are more friendly overall but some discretion is still required as the tennis courts are model-based. the rich get richer: the largest lots boast private tennis courts (all kinds of angles), massive driveways, huge pools and gardens. asymmetric lot design: not every yard has to come in a square. Some lots are enclosed with angled hedges and have open space for a better blend between the lot and the wild. all kinds of pavement: gone are the days of every lot having bright and pearly tiling. Now you can have everything from dark brick to different colored stones. There are a few things to keep in mind when using this set. Read the following section carefully. There are two different packages included with this lot, the OVERRIDE version and the STANDALONE version. The standalone is for those who prefer to not disrupt lots in their developed cities. This is also suitable for people that use Maxis blockers and only want to see the mansions (and nothing else). The override set is recommended if you don't care about bulldozing acres of existing Maxis mansions or if you're starting a fresh region or city. If you're using other mods like CAM or Maxis blockers that modify the original mansion exemplars as well, make sure to load this override set last. Alternatively, you can look tweak those files with Reader. Make sure to find exemplars starting with instance ID: 30000710 and ending at 300008f1. Simply deleting those will remove any potential block on these lots. For those of you that downloaded my Maxis Mansion Facelift lot for the Facelift challenge, that lot is now obsolete. General Stats All lots boast the same dimensions, growth stage, and road orientation as their original counterparts. Install Instructions Drop the files in your My Documents/SimCity 4/Plugins folder. Dependencies Due to the larger amount of content here, the dependency list is a little heavier than usual. However, most of them should be pretty commonplace if you've downloaded any of my lots beforehand. This is volume 1 of 2, and covers a multitude of park types. Package Overview Included in the following package is a set of custom textures and 11 park lots, ranging from humble neighborhood park to a regional giant. Most of the original parks in-game were designed with a singular function in mind. For example, courts, green space, fields and plazas were all presented individually. This set takes a different approach and combine many of those individual features into a single lot. Pathways, open grass space, wooded areas, courts, fields, and playgrounds are all components that you can expect to find in these parks. General Stats The 11 parks in this set consist of the following: 1 low-wealth variant, providing R$ cap relief and weaker R$$ relief. Lowered maintenance cost and water consumption. 6 medium-wealth variants, providing R$, R$$ cap relief and weaker R$$$ relief (the sports complex being the exception).     KOSC Presents: Diego Del Llano Growables - 2017 Pack One Introduction This is set of growable, high-density lots made from Diego Del Llano's BATs that were released in 2017. The objective of this set is to provide growable alternatives to the ploppable landmarks in the original release for a more traditional gaming experience. While ploppable are amazing in their own right, it doesn't quite allow for one to experience the feeling of zoning a plot and having that shiny new tower pop up. Package Overview 4/14 IMPORTANT NOTE - this file currently only works with the DarkNite versions, and NOT MaxisNite - an update will be rolled out soon to accomodate the MaxisNite buildings Included in the following package are a set of growables for all Diego Del Llano's 2017 releases (excluding the Loop Postal Station building in the Federal Center Chicago set). A couple of the buildings have different occupant versions to satisfy different demand groups. There are TWO versions of the package you can download: Vanilla and CAM. The vanilla version has all of the larger buildings capped at stage 8, with capacities that do not exceed 7500. For those that use the Colossus Addon Mod, the larger buildings extend all the way up to stage 15 and boast much higher capacities, up to around 11000. If you desire to plop the growables, use the buildingPlop cheat and look for exemplars starting at DiegoDL_ (requires ExtraCheats.dll). General Stats All stats were generated with PIM-X. Vanilla versions differ only in growth stage and maximum capacity tweaks (for buildings that exceeded 7000 by default).   7. Modding Fun with SYS.PAK

    The SYS.PAK file, located under SimCity 3000 Unlimited/Apps/Sys/, is an archive that contains a myriad of uncompressed game configuration files. While some files contain mostly hexadecimal mappings and generally undecipherable information, quite a few of them include readable and interesting game parameters that are fairly easy to view and modify. Some of the things you can do include: Alter area-of-effect stats from buildings, including crime, pollution, and land value generation Change the plop costs, capacities, and general life expectancy rates of utility buildings For my example here, I've modified the effective lifespan of the fusion power plant. Always thought it was a little odd that the most expensive and futuristic plant (by far) is hampered by the shortest overall lifespan. Also, comic sans? Really? OPENING THE ARCHIVE Please ensure that you create a backup of SYS.PAK, in the event that you repack the files and the game no longer functions. To extract SYS.PAK, you will need to download SC3KPAK (windows only). Place the SC3KPAK.exe and Sc3kpak.lng (thanks @CorinaMarie) in the Apps/Sys/ folder and run command prompt. cd to the working directory of SC3KPAK and run the following command: sc3kpak e sys.pak This will extract the contents of the archive to the current working directory. Now you're ready to begin the editing process! Open any of the .ini files in your favorite text editor and begin tweaking some values! CONTENTS I'll try to update this post periodically once I've perused the files a bit more. SC3ComLayer, SC3IndLayer, SC3ResLayer: These files seem to define certain constraints for the RCI model. The ResLayer is significantly more comprehensive. InitialConnectionSupply - This looks to be the initial maximum commercial and industrial capacities, without any cap relievers. Default is 25,000 and 70,000 respectively. ExternalFunSupply - seems to be the same thing for residential, sitting at a default value of 25,000. SC3Tune: Controls parameters for several different portions of the simulation. Also contains stat values for a lot of the civic buildings, garbage disposal and the water treatment plant. MaxDistFromTransport - Indicates the maximum tile gap from a transportation network tile (road, subway, rail, etc.) a zone will develop. Defaults are 2 for commercial, 3 for residential and 4 for industrial. I'd imagine setting this value to something like 255 would result in some super clownly development. [Higher/Lower][LandValue/Density]RedevelopmentPct - Sets bias for the simulation's redevelopment of areas. Default is a even split for residential and commerical and a 30/10/30 split for industry. Modifying the percents here would help skew development to favor a certain type over others I'd imagine. SC3LandValue: This SC3000 knowledge tree article does a very good job outlining practically everything found in this file. You have control over the city center, elevation, water, building and ordinance effects on citywide land value. [Res/Com/Ind]CityCenterEffect - This is the city center effect bonus described in the plots from the above link. The initial values in each section is displayed as 45+80 for residential, 45+60 for commerical and 10+100 for industrial. The value left of the plus sign is the base land value, while the right value denotes the percentage of the map from the center where you'll get the bonus land value. As you develop your city you may find your geographical city center constantly shifting. If you've ever experienced having your commercial zones fade out in land value as your city grows, the shifting city center combined with the limited 60% bonus radius is the culprit. The AgentIDModifiers section describes the individual building effects on land value. Yes, by changing that -90:R to 100:R, you can make it so that your rich sims won't mind if their nice mansions are right next to that disgusting coal power plant. You can go even further by changing the AirPolluteFactor and GarbagePolluteFactors to positive numbers for a positively silly result. Similar files to this one include SC3Pollution, SC3Aura, SC3Crime. You can also control how frequently these data layers update in-game by changing the UpdatePeriod parameters SC3DisasterLayer: Controls parameters associated with disasters and the parade. Looks like a fun way to cause some extra chaos! SC3BudgetLayer: Controls budget items, which includes plop costs, tax income and loans. LVTo[Res/Com/Ind]TaxTransmogrifier - From my understanding, this is a multiplier applied to the land value of the particular RCI tile. The product of that formula is the tax revenue you earn. Naturally, the higher this value, the higher the amount of money you earn from taxes. Default values are 35 for residential, 45 for commercial and 50 for industrial. A city of 465,000 people that was earning approximately 62,000 simoleans a year was now slated to earn 216,000 after doubling each respective value. SC3PowerLayer: Controls most power utility statistics, including lifespan and capacity. [Min/Max]OverworkMonths - Range in which an overburdened power plant can prematurely explode. MaxLifeSpan - 12x the maximum number of years a power plant can operate before it explodes. (ex: value of 1200 = 100 years) DeclineAge - 12x the year when the power plant starts operating at less than 100% capacity. (ex: value of 768 = plant starts aging at 64 years) PercentageVariationInLongevity - randomizes the maximum lifespan of the building within this percentage of its MaxLifeSpan. In essence, it turns MaxLifeSpan into an average (15% longevity at 1200 = 85 - 115 years) SC3WaterLayer: Controls most water utility statistics, including lifespan, capacity and consumption (no treatment plant). Interesting properties: WaterFromPipe - The maximum amount of tiles from a pipe that water will reach. Default is 7. DefaultLeak - Seems unused. My theory is that the aging water pumps were supposed to 'leak' and cause something bad to happen. Rather, aging functions much like power and garbage utilities with gradual capacity decrease over time. Another interesting tidbit I noticed is that several files contain a reference to a 'Launch Arcology' building. I'm guessing this was supposed to be a reward building in a similar vein to the arcologies of SC2K but was ultimately cut from the game. PUTTING IT BACK TOGETHER Once you're done editing, open the command prompt back up. If you're working with the archive in a separate folder from the Apps/Sys/ folder, simply copy your new SYS.PAK back into there. Otherwise, start the game and see the fruits of your labor!

  10. I think SA's part picker list is solid overall and should last you a long time. My recommendation for GPUs is to probably consider AMD's RX 6600/6650 XT GPUs as a strong alternative to the 3060, as those cards are faster overall (in other games) while being significantly cheaper. Looks like the cheapest 6650XT can be found on Canada Computers for 380$ CAD after rebate. For the same-ish price as the 3060 you can get a 6700 XT as well which is much faster. In general SC4 performance should scale better with CPUs rather than GPUs - the game can run on a potato graphics card today without much trouble. Chips with higher clocks and IPC (instructions per cycle) and larger caches will benefit the game more than a GPU upgrade.

    KOSC Presents: Industrial Revolution Mod - Base FA Filler Set Introduction This is a set of filler lots for dirty, manufacturing, and hi-tech industry geared towards adding FA (Fractional Angle) support to the originals. The set was designed with IRM in mind and as such, utilizes matching bases and walls from that of T Wrecks' original release. Package Overview This package contains a set of 12 wall filler lots: 4 for dirty, manufacturing and hi-tech industry respectively. FA2 (2x1) and FA3 (3x1) are supported and each type comes with a mirrored version. With the exception of I-HT variants - which are wall-less pieces - both I-D and I-M use the same walls as the originals. Lot stats are designed to match the original IRM fillers as closely as possible. Positioning indicators are present to help with lot placement and alignment. Every lot is practically neutral, with negligible amounts of pollution, no power/water consumption and cost nothing to maintain. It takes §5 to bulldoze a lot and are extremely cheap to plop (§5 for I-D, §6 for I-M, §7 for I-HT). The lots are located in the landmarks menu and are positioned in-line with the originals. Install Instructions Drop the files in your My Documents/SimCity 4/Plugins folder. Dependencies Use with the Industrial Revolution Mod and the associated filler sets is highly recommended!     KOSC presents: The Forsaken Ones - City Parks and Plazas (2015) Introduction There's a ton of leftover lots I have sitting on my hard drive in an unfinished/near-finished state dating all the way back to mid-2015. The Forsaken Ones is a series dedicated to those lots/packs which I feel is decent enough to warrant a look again and as such, I've tidied up a few of the leftovers and packaged them together. City Parks and Plazas was originally meant to be a large park/plaza pack back in 2015. The original idea included FA2 conforming plazas and a vast variety of other seasonal parks and plazas for more urban areas. As I ultimately got sidetracked with parking textures shortly after the creation of the first parks, the rest of the set never came to fruition. Package Overview Included in the following package is a set of 4 park lots. This is a re-lot of Bobbo662's Dell Plant building done at the request of @tariely. Package Overview This building was lotted to fit somewhere between I-M and I-HT. The original lot was expanded somewhat to better accommodate the trucks in the rear section and the front-facing side of the complex has been drastically enhanced, giving it a bit of high-wealth/I-HT flair. Included in the following package is a single I-M Anchor growable.
