SimCity 4 OPEN ACCESS This page has been created to create a list of all available tools that the various modders and NAM Team use to create mods for SC4. The purpose of this list is to create a database of the tools used and that are available on GitHub making it accessible to edit and improve these tools. The main purpose is to speed up the development of new programs for modding by making it easier to access the source code of the programs used so far but they are showing their old age by making it increasingly difficult to use them in modern versions of Windows and in case create specific versions for the MAC If you create programs that start from the source code of the programs available on GitHub, it is strongly recommended to give credits to the original authors as well. The library consists of three main sections LIST OF MODDING TOOLS ON GITHUB LIST OF SC4 DLLs FOR ADVANCED MODDING OPENSC4 The list is still incomplete due to the difficulty of performing reverse engineering of the programs used.

I have created a spreadsheet that lists STEX file downloads. It has the name of the download, the creator, what type of file, the dependencies, and the link to the download page. The first column is left open so you can check it if you've downloaded that particular one. I have a long way to go before being completed, but if anyone is interested in having a copy of it upon it's completion, then let me know how to upload it for everyone to use, that is if anyone would be interested. For all I know someone has already done this, but I enjoy doing it. I may need a few pointers on what to call certain downloads, so any input is welcomed. Thank you.

I am having the toughest time with the program. I've searched on the Index for what I am missing for dependencies. I proceed to download the right one, but it still says it's missing?! The image below shows the issue I am running into. I've rescanned and deleted the dependency pack and totally replaced it, but still getting errors.

I may not be the most skilled nor best-equipped mapmaker in SimCity 4, but I'm motivated to contribute! Here you'll find my latest map creations and map ideas to fill in the gaps in one of the least represented parts of the world in SimCity 4 mapmaking! I've also developed a custom map legend for use with SC4 Mapper 2013 to turn the rendering preview into a useful topographic map, find it here! I'll soon add an index map showing which locations I've represented myself and which other locations have been represented by other players, distinguishing between full-scale and small-scale maps. PUERTO RICO: San Juan: compact variant (from Toa Baja to Loíza) and wide variant (from Vega Baja to Río Grande, including the Caguas Valley) Humacao: includes the flat areas of Yabucoa, Naguabo and most of Las Piedras. This one is also part of a collaboration project with @Indiana Joe , who's making a pre-fabricated transportation network for the players who find it too daunting or tedious to develop those themselves. Western Puerto Rico: My first attempt to make it to publication, it corresponds to the Porta del Sol tourism region. This includes the west as a whole and three cut-outs: northwest (from Rincón to Camuy), central-west (Mayagüez and neighbors) and the southwest (from Cabo Rojo to Yauco). That city tile is one I'd built up just about everywhere and had good education and health coverage so by tossing in some parks, the water supply, and the grass tiles I was able to get a high wealth home to grow. Seriously tho, it's just a matter of chopping the zone to conform to where the hills start (or around the pine trees as I did in Dipsy-Doodle). Here's an example: I'm using my plana camporum montem Aetnam Map (4 sizes) file in the 12 x 12 size (region renamed for my own play as Corillion). This is specifically generated from a C map making program where I've modified the code to be SC4 compatible and to have various flat terraces among the hills. Grid is on to help visualize the slopes. Find a suitable place: Zone a farm so it extends up the hills: Then using the de-zone tool erase any parts that are not on flat ground. You can see that when the white square de-zone box appears to be tipped a little (or a bunch). Turning the map and continuing: Turned back to the original orientation and all clipping done: Add street (or road), power, and let it grow: Grid off and zoomed out: And turned 90 degrees: This works in pure vanilla too. (At least where I live.) As part of my job I look at aerial views, flood map overlays, and zoning every day. Here's a real world picture: Basically what happens is as a city grows outward tracts of agricultural ground are purchased by a builder/developer that are large enough to then sub-divide it into individual residential parcels with new streets laid out to form the neighborhood. Notice how the housing subdivisions border the farm land? (The fields are the brown parts cause they usually take the satellite images in the late fall or early spring so there is less obstruction from foliage.) Generally the trees that form some sort of green belt are along side of rivers, streams, creeks, and ditches. The area either side are typically flood hazard zones and therefore no one wants to build their home in those. (And in most cases it's against zoning regulations to build a new home in a flood zone.) Click one of these images and use your right and left arrow keys to toggle back and forth between them. Notice how nearly all of the green tree areas correspond to the flood zones? And just for fun, here's the city zoning overlay for the same area: Zooming in and you can see the individual parcels and better see how the housing additions bump right up against the tillable ground: ^ You can also see how there is generally a tree line between each of the different farm fields. These provide a wind break that helps prevent soil erosion caused by quickly moving air which would otherwise blow away the top soil. Also, when the ground is too hilly to economically build on then those will have trees too. These next two images are the same area via different mapping programs (so the scale and time of year are different). This area south of where I live is quite hilly and full of trees. All in all, for flat ground your residential or industrial will likely border right along side the farms. Commercial likes to be more in the center of the houses along major thoroughfares. And here's a sample from one of my games. Once outside of the Central Business District with the Skyscrapers the transitions to one and two story homes is just like a major city I'm familiar with (Indianapolis). You have a smattering of medium density apartments interspersed and that's also realistic. Beyond that you have the farms so it's all good. It really depends on what size city you are modeling. If it were the Circle City (Indianapolis) near me then you've done a very good jobs in density transitions. Here we have maybe a dozen towers that could be called skyscrapers and another dozen wanna-be taller buildings. Here's the southeast section (about a forth of the whole city): What you have created in Lion City, Lessu, Takau, and Lemont all have the same general feel of a smaller core CBD spreading out just like the real world. Keep in mind too the scale of SimCity doesn't map well as a one to one relationship so what is a ten miles square in the real world could be aesthetically represented in one large city tile in the game. First my disclaimer: I know very little about the Mac version. (I have read some of the threads here.) I love that. (I do the same.) It does seem unusual that none of the grassy pasture fields have grown. Each farm has a list of textures it will randomly chose from. Two of those are basically dirt. One is a light tan color and one is a darker brown that has the appearance of crops just beginning to grow. From your picture it does appear that is what you have been getting. You should not need any mod for the grassy one to grow. However, if you would like to test a mod I wrote for my own use, I will attach it at the end of this post. I wrote them as separate .dat files so I'd have the option to remove one or two if I did want some dirt farms to grow. In these files I simply removed the hex code values which correspond to the fields I did not want to grow so there are 6 files in total. (I did not make one for Pedriana Plants because I wrote a separate mod to totally block that one.) Now, one thing I'm aware of is the Aspyr version has a limit to the total number of mods it can handle. Therefore, if you like what my No Maxis Dirt Farms does we would want to combine them into a single .dat file for you. This one is a Stage 3 farm and does not show up until you pass some threshold. If I understand the Demand Simulator: Demand, Supply and CAPs then you need 4100 farm jobs before Pedriana can grow. Anyhow, here are my mods for no dirt farms if you want to try them. Note: It will not change any farms already grown unless you bulldoze them. Welcome to the SC4 Prop and Texture Catalogue here on STEX. This topic will be the place of an extensive catalogue which try to cover most of the prop and texture packs with images of their contents. It will be a very similiar, but more expanded version of The Prop & Texture Photo Catalog from SimCity 4 Devotion. The goal to give folks the chance to see what can be found in each of these prop and texture sets, to help their work when they want to create custom lots. - Tyberius (STEX Custodian Team)

Devotion has a temporary download page while their LEX is offline. Since I'm not a member I can't tell what it looks like, but I assume they have someplace to request files. In an effort to assist peeps looking for files, @Cyclone Boom and I have created the following cross reference list. The idea is to help when you are searching for something listed in a post or ReadMe file and all you know is the lotGet= number. Use Ctrl+F here to search for that number and then you can see what the LEX file entry title is. (It won't always match the download file name exactly, but it should help when requesting a file.) Also, the file number is a clickable link which isn't useful while the LEX is offline, but might be handy once it's back up. To convert Plugin Pack ID shown on the Load Warning Box in SC4 enter the number into a Decimal Calculator and then convert this number into a hexadecimal number, then search the relevant CATALOG ID file for the HEX number no guarantee the number will be in the CATALOGs as I have stopped updating it, but there is a good chance it will be listed. If you are not sure how to convert decimal to hexadecimal, or like me prefers to just use a website, I've also found this one https://www.binaryhexconverter.com/decimal-to-hex-converter to be quite useful.

Have been testing whether its possible to add in the custom content indexes that were held over at website into the club, have tried using the City Journal which works as long as the index list is on the small size. Am open to suggestions on the best way of adding this information to Simtropolis

ABEP: Arthur Berkhardt Expressway Project An "April Fools Day" cosmetic mod produced by Tarkus for the RealHighway's RHW-8S network, inspired by the episode of the American comedy series "Seinfeld". ARD: Asymmetrical Road An Asymmetrical Road is a Road in which there are more lanes travelling in one direction than the other. The RealHighway system includes pieces to construct DDIs, which, in-game, have a higher capacity than standard diamond interchanges. DIP: Distilled Intersection Path A Distilled Intersection Path is a bogus path designed to trick the game into thinking that a non-intersection tile is an intersection tile. Coupled with the settings for intersection capacity in the NAM Traffic Simulator, DIPs actually increase the capacity of affected tiles by 25%. They cannot be used on any network tile that already has an intersection or crossover path. DIPs are used to adjust capacities of wider networks in the RealHighway (RHW) system, the Network Widening Mod (NWM), and some Turn Lane Extension Pieces (TuLEPs). DRI: Draggable Ramp Interface A Draggable Ramp Interface is a type of ramp interface built through draggable means for the RealHighway system. For more information, see the entry on "RI" (Ramp Interface). DTR: Dual Track Rail An acronym sometimes used to refer to the game's default Rail network, particularly in the context of the extended networks included in the Railway Addon Mod (RAM). ELR: Elevated Light Rail An acronym sometimes used to refer to the game's default Elevated Rail network, particularly when discussing its ground-level counterpart, Ground Light Rail (GLR), an addition included in the NAM Core. EMHW: Elevated Maxis Highway An acronym sometimes used to refer to the game's default Elevated Highway network. ERHW: Elevated RealHighway An acronym sometimes used to refer to Elevated RealHighways. ETRM: Euro Texture Replacement Mod A cosmetic mod designed to change the appearance of roads to look more European/International, rather than the American default. The most recent version is MandelSoft's. FA: Fractional Angle A network piece that is neither orthogonal, nor diagonal, but in between the two. The angle for the existing FA content is 18.4 degrees/71.6 degrees, and is referred to as "FA3", because each tileable segment is 3 tiles long. Another angle, "FA2" (26.6 degrees/63.4 degrees), sometimes called "HD" (half-diagonal) is in development, named because each tileable segment is 2 tiles long. FA3 content is currently available for Roads, Avenues, Rails, and some RealHighway networks. FA2 content is not yet available for any network. FAA: Fractional Angle Avenue See FA. FAOWR: Fractional Angle One-Way Road See FA. FAR: Fractional Angle Road See FA. FARHW: Fractional Angle RealHighway See FA. FARR: Fractional Angle Railroad See FA. FHW: FakeHighway A pejorative term sometimes used to describe MHW, due to the fact that it is half-scaled compared to other game networks. FLEX Piece A ploppable network item which, unlike a standard puzzle piece, which is static, is dynamic, and is capable of accepting overrides from draggable networks. This allows a single FLEX Piece to incorporate functionality that would take anywhere from a few to hundreds of traditional puzzle pieces in order to implement. FLEXFly: Flexible Flyover A series of special FLEX Piece flyover ramps included in the RealHighway system. It is ploppable, but unlike a standard puzzle piece, is overrideable like a draggable item, as all FLEX Pieces are. FlexSPUI: Flexible Single-Point Urban Interchange A special FLEX Piece included in the RealHighway system, designed to allow for the construction of Single Point Urban Interchanges, which resemble standard diamond interchanges, but with the ramps meeting in the center to form a single intersection. It is ploppable, but unlike a puzzle piece, is overrideable like a draggable item, as all FLEX Pieces are. FTL: FLEX Turn Lane A series of draggable/FLEX-based turn lane features for the various surface road networks, the networks in the Network Widening Mod (NWM), and the RealHighway (RHW). GID: Group ID A hexadecimal identifier designed to specify the function of a given game asset. GHSR: Ground High Speed Rail The ground-level component of the High Speed Rail Project (HSRP). It is a Monorail-based override network built from a starter piece. GLR: Ground Light Rail A ground-level counterpart to the game's default Elevated Rail network, included in the NAM Core (sometimes also called the "Tram" network). It exists in several style variants, all of which are Elevated Rail-based override networks built from a starter piece, and dual-networking options, embedded in Avenues, Roads, and Streets, also exist (see T-RAM, TIA, TIR, TOR, and TOS). GMHW: Ground Maxis Highway An acronym sometimes used to refer to the game's default Ground Highway network. HSR: High Speed Rail The elevated component of the High Speed Rail Project (HSRP). It is a Monorail-based override network built from a starter piece. It is primarily cosmetic in effect. HSRP: High Speed Rail Project A project which adds starter piece-based mass transit networks based upon the Monorail network. The two components included are the Elevated High Speed Rail (HSR), and Ground High Speed Rail (GHSR). IID: Instance ID A hexadecimal number used to identify a specific network piece, exemplar, RUL file, etc. INRUL: Individual Network Rule File A type of Network Rule (RUL) File, used to handle the placement of individual networks, including intersections of the given network with itself. All INRULs lie in the IID range between 0x00000001 and 0x00000018. MAVE: Medianless Avenue (deprecated) A Medianless Avenue is a network that maintains a lane count of 4 or greater (equalling or exceeding that of the game's default Avenue), but has a narrow, painted division between opposing directions of traffic. Two MAVEs exist the Network Widening Mod, a 4-lane version (MAVE-4), and a 6-lane version (MAVE-6), the latter of which has a higher capacity. Despite their name, MAVEs are Road-based override networks built from starter pieces. The term MAVE is being phased out in the next NAM release, to avoid confusion between the triple-tile AVE-6 and the dual-tile MAVE-6, and these networks will be considered wider versions of Road network (RD-4 and RD-6). MHO: Maxis Highway Override A reskin of the Maxis Highway network (sometimes called "Project Symphony"), which redesigns the network to resemble the RHW-4, with two lanes in each direction (instead of the three narrower lanes on the default Maxis Highway), and interfaces with the RHW's Modular Interchange System and its own prefabs, rather than using the standard Maxis Highway interchanges. MHW: Maxis Highway A term sometimes used to refer to the game's default Elevated and Ground Highway networks, often in contradistinction to the RealHighway (RHW) system. MIS: Modular Interchange System This term has a dual meaning. The MIS is generically used to refer to the RealHighway (RHW) system's capabilities to build modular interchanges, as opposed to the pre-fabricated plop interchanges of the Maxis Highway system. More specifically, it is also used to refer to the "MIS Ramp", single-lane, one-way RealHighway-based override network, built from starter pieces, and is most often used to connect RealHighways to surface streets or other larger RealHighways. NREE: Nicole Richie Effect Eliminators Early codename for RHW Neighbor Connectors. NSGID: Network-Specific Group ID A Group ID (GID) for exemplar files, which is specific for a given network. NWM: Network Widening Mod The Network Widening Mod is a NAM Plugin, which currently exists as a separate-download module, but will be added to the NAM Core with the upcoming NAM 31 release. It uses Road-based and One-Way Road-based override networks (but not Avenue-based override networks) from starter pieces to vary their width, capacity, and appearance. Network Widening networks are often referred to in a short hand based on their type and number of lanes they have (e.g. TLA-5, OWR-3). Five basic types of NWM networks currently exist: Road-based Avenues (AVE, 2-lane and 6-lane), Road-based Asymmetrical Roads (ARD, 3-lane), Road-based Medianless Avenues (MAVE, 4-lane and 6-lane) Road-based Turning Lane Avenues (TLA, 3-lane, 5-lane and 7-lane), and extended One-Way Roads (OWR, 1-lane, 3-lane, 4-lane, and 5-lane). Most NWM networks do have higher capacities compared to the networks upon which they are based. OWR: One-Way Road An abbreviation used not only to refer to the game's default One-Way Road network (sometimes called "OWR-2" in this short hand, because it has 2 lanes), but also the single-tile 1-lane (OWR-1) and 3-lane (OWR-3), and dual-tile 4-lane (OWR-4) and 5-lane (OWR-5) variants, included in the Network Widening Mod, as One-Way Road-based override networks built from starter pieces. PedMall: Pedestrian Mall A type of puzzle piece designed to carry only pedestrian traffic. QTR: Quadruple Track Rail RABET: Roundabout Extension Tiles RAM: Railway Addon Mod RD: Road REW: RealExpressway A feature which adds ramp interfaces/branches to the One-Way Road network. RI: Ramp Interface RHW: RealHighway (formerly Rural Highway, before late-2009) The RealHighway system is a NAM Plugin, which currently exists as a separate-download module, but has been added to the NAM Core following the release of NAM 31. It is based upon an unfinished network ("DirtRoad") that Maxis left in the game's files, and was reactivated by the NAM Team in 2004-2005. It currently consists of a series of variable-width highways (ranging from 2 to 10 lanes) with the ability to have variable-width medians, built from starter pieces, and uses modular construction techniques to construct interchanges, rather than the pre-fabricated plop interchanges of the default Maxis Highways. RealHighways are connected to surface streets (Roads, One-Way Roads and Avenues) and other RealHighways through Ramp Interfaces. Transitions between different widths and ground and elevated networks are accomplished through Transition Pieces. RealHighway networks are often referred to in a short hand based on the number of lanes they have in a symmetrical setup allowing for travel in both directions, for example, RHW-2, RHW-4. Networks beyond the RHW-4 often are classified as either being C-type or S-type (e.g. RHW-6C, RHW-8S). C-type networks are "combined", and the two travel directions cannot be separated like S-type ("separable") networks. RRW: RealRailway The NAM's default modernized specification for the Rail network (in contrast to the standard Maxis Rail specification). RTL: Road Turning Lanes An optional plugin in the NAM Core, which adds turn lanes to +-intersections and T-intersections between two orthogonal Roads. RTMT: Road-Top Mass Transit RUL: Network Rule File RUL2: Shorthand for the RUL with the Instance ID 0x100000002, the NetworkOverrides RUL, which is used in the creation of "override networks". RuRP: Rural Roads Plugin SAM: Street Addon Mod SIP: Signalized Intersection Piece SITAP: Signalized Intersection and Turn Arrow Project SITAP uses draggable and FLEX Piece-based functionality to allow working traffic signals on intersections involving networks that, due to the game's hardcoded limitations, can't otherwise support them, including the One-Way Road network and some of the smaller RealHighway (RHW) networks.
