SimCity 4 Open Access: Repository of modding tools
Ulisse Wolf posted a topic in SC4 Modding - Open Discussion
SimCity 4 OPEN ACCESS This page has been created to create a list of all available tools that the various modders and NAM Team use to create mods for SC4. The purpose of this list is to create a database of the tools used and that are available on GitHub making it accessible to edit and improve these tools. The main purpose is to speed up the development of new programs for modding by making it easier to access the source code of the programs used so far but they are showing their old age by making it increasingly difficult to use them in modern versions of Windows and in case create specific versions for the MAC If you create programs that start from the source code of the programs available on GitHub, it is strongly recommended to give credits to the original authors as well. The library consists of three main sections LIST OF MODDING TOOLS ON GITHUB LIST OF SC4 DLLs FOR ADVANCED MODDING OPENSC4 The list is still incomplete due to the difficulty of performing reverse engineering of the programs used. -
In a Nutshell Guide to... 3rd Party Programs

Here's a list of all the programs available that have anything to do with SC4 & where you can get them (as of Feb 2020). A number of these programs are used for the creation or editing of BATs. Take a look and see if there's something new! Take a look and see if your favorite isn't listed, and then add it at the bottom. Note! This file is a Work in Progress and is looking so incomplete because it is CROWDSOURCED! I don't know that much about this because, well, I'm a Mac user. If I got anything wrong, please correct me. Anything missing, add it at the bottom. jDatPacker - JDatPacker is a simple cross-platform utility for repackaging SimCity 4 plugin files to few large DAT files. (This is especially helpful for Mac users trying to deal with the Too Many Files bug.) Making BATs (Windows only) So, from what I understand, there's 3 basic parts to every BAT. The building, the lot, and the properties. Buildings are made with gmax or 3dsMax & Bat4Max. They're the 3d parts of your BAT. Lots are made with the Lot Editor. That's the thing your BAT sits on. (an example would be ground, sidewalk, & a parking lot for a commercial file) The iLiveReader or Plugin Manager handles all the coded in values like capacity, taxes, etc. but also can modify things like the ID of the files (so it knows which files to use for which lots, etc.) is an easy-to-follow guide that lists all programs required for making BATs. Lot Editor - https://www.sc4devotion.com/forums/index.php?page=9 iLiveReader - Backups CoriBacks.BAT - a DOS batch file that does incremental backups of all SC4 Cities & Regions SC4 Save Game Explorer - https://www.sc4devotion.com/forums/index.php?topic=7400.0 esp. helpful for fixing prop pox & using extra cheats. -

Welcome! Seeing as we now have a brand new Cities: Skylines section on the STEX, it's time to get the ball rolling. Whether you'd like to see a specific building or change in the game, here is the official place to request anything custom content related! Thread Guidelines When making a request, it helps to be as specific and descriptive as possible (e.g. what you'd like to see & why you think it'd be useful in the game).Pictures & links to resources are welcome, as long as they're directly relevant to the request (e.g. about a building / structure). Please don't request items from another exchange to be uploaded here (e.g. from Steam Workshop). As described in the STEX Code of Conduct, this requires permission from the original author. Such posts may be removed without notice. This thread is intended to be an ideas base for prospective creators. Please remember, this isn't a place to demand content to be made!
