    Can you give the link where you found the file? It would be helpful to know the exact phrasing of what they say is a dependency to be able to conduct a better search. However, a quick google search for ITS Railprops resulted in two files: (1) and (2). Based on intuition, I am guessing that neither of those are what you are looking for, but I could be wrong. https://community.simtropolis.com/files/file/18184-ndex-its-langstrath-central-station/ He is searching for dependency of this file.
