Reviewed the whole thread for ideas. Amazing ghettos. Nice to see I'm doing it right, based on what I've seen here. Those 1x1 concrete ploppable "parks" are perfectly rotten. Love the L.A. River style semi-dried canals flowing with sludge! Only piece of advice I have is that fire is your friend. If it's burning and it's in your ghetto, let it burn down a building or two - and then just leave the charred debris as is. I'll try to post a pic or two of mine in the future.

Limit on low income? I'm trying to make a slum.

I've never tried an *entire city* of low income. Much of what works well has already been posted above. Instead however of plopping the Maxis parks, search the STEX and find not-so-nice parks and small landmarks (use communist, alley, slum, ghetto, shanty, abandoned, decay, dilapidation, brutalism as search words). They look poverty stricken but (isn't that what you want?) it doesn't make much a difference really, low income sims will still move in to be near them. A great growable residential is Wallibuk's 'Favela'. It looks amazing! You'll have to mark it historical almost as soon as it grows though, cuz it may redevelop just as quickly. Of course the strategy above requires that the city has an adequate income, pocket parks and small landmarks still add up to a lot in expenditures. Keep at it, it took me a long time to perfect but what I've said here (and others have posted above) will help. -
Very interesting idea, probably one of the best mod concepts and execution I've seen here on STEX. I've always considered the building of high wealth structures and then their quick abandonment to be realistic to big cities in the USA. Several years ago someone commented: "Every time I see a beautiful highrise go up, then get a no job icon above it, then dilapidate, all in the course of a few months, I can only wonder why they ever built the stupid thing in the first place." That sort of thing happens all the time in Los Angeles! Up til now I chalked it up to a corruption/ kickbacks factor between politicians and real estate developers.

I use SC4 Deluxe Edition with Rush Hour and I'm very pleased with the (growable only) favela. I find it works especially well with Dark Alley, Urban Lot, and MP's Apt Projects 1-3. R$$ and R$$$ run from them like cockroaches so you may see some abandoned buildings after the favelas grow - but I think that just adds to the ambiance. If you're looking to do any Third World city, you need this bat. Great work, Wallibuk!

I use SimCity4 Deluxe with Rush Hour, and downloaded this for a slum city. Unfortunately I think this is one of those early mods that just doesn't display right using RH. Either that or else perhaps the dependencies aren't available anymore. Having said all that, I'm still going to use it in my slum city as a ghetto centerpiece. This thing caves mayor rating and incites riots! 5/5 for effort and if the maker's still around, please re-work it to make it RH compatible.

I use SimCity4 Deluxe with Rush Hour, and this mod works great despite it being nearly nine years old. Because no one else has posted this, it's 3x4, costs $1500 to plop and $100 per month. Like noted above, the scrollbar doesn't work. The scrubber works (unlike the clean air ordinances), and eliminates traffic pollution faster rather than industrial. Yes, it generally does take more than one scrubber to clean up a city. I haven't experienced any problems! Amazing work for one's first bat. 5/5

Are we SC fans about to be Viacomized?

First of all, I'm not a newbie, just someone who hasn't posted much. I've been around since SC2000 and am an avid player of SC4. I've downloaded many mods and have greatly enjoyed Simtropolis. I've been a through a number of game developer vs fans battles before. Given the level of PR shenanigans by EA/Maxis and accusations of censorship of criticisms of EA on this board and others, it may be time to ask ourselves if we are about to be Viacomized? The reference, for those who may not know, is how Viacom reserved to itself all use of the Star Trek copyright in the mid 1980s after fans had kept ST alive for the previous 17 years (1969-86). What this means is that at some point, will EA decide that we the fans should not be modding the game or at least distributing said mods freely? Think how the music industry despises music downloading. Our City Journals could be construed the same as fan-fictions were to Star Trek (i.e. as copyright infringement). The corporate lackeys may decide its better to shut down discussion, and insist on controlling the copyright to the fullest extent under the law, than to acknowledge and deal with a mob of unhappy customers. And ultimately folks as much as we are fans of this or that game, we are their customer base. Thats a fact EA/Maxis unquestionably still seems eager to ignore. -
Hey, Maxis! On-line only SimCity 2013 with no optional feature for traditional, single computer, single player = I'm not buying it!!

Memorial Hospital Phantom Slider

I have almost the exact same problem. I installed a psych clinic, don't remember which one, didn't like it, and then deleted the mod before bulldozing the clinic. That's my fault, and I realized it was a mistake almost immediately. The healthcare funding slider slips, gradually, down to about 60% - and it doesn't matter if I adjust the 4 remaining hospitals individually or at the budget level. It's one of my larger cities, I regard it as the capitol of the region actually, with about 137,000 people. I'm a casual player, so I don't have any million person cities. I have reviewed the bugs forum and have found several possible fixes, and I plan to try them all. I'm especially intrigued at the suggestion of making the city all jobs (and thus not needing healthcare at all). Another option would be to turn into a NPC (non-playing city): make it a real capitol with loads of landmarks. I'd rather do either of those options than delete the city or the region. This is a game all about solving problems, and real life cities often have intractable ones (I'm a native of Los Angeles). I really appreciate all the help that have been posted in this entire forum. Ages ago, I co-moderated a forum and this is one of the best. -
Will you buy Simcity 2013?

First of all, I don't buy ANY videogame without waiting 6-12 months so that I can read over many reviews, the publisher has had a chance to iron out the bugs, fans/users have created patch(es) for the bug(s) the publisher refuse to acknowledge, and I test it myself via a rental, internet cafe, or at a friend's. I've saved so much money and hassle by adhering to this code. In Sim City (2013)'s cases however: it absolutely must have a single player, offline, mode or else I will never buy it.
