I play in a similar way. Most of the time I have a specific goal for a city (i.e. bedroom community, industrial, power supplier/dump, college town, farm community, rural retreat, metropolis, etc). I've had a coupla power supplier cities that ended up taking off with a lot of high wealth moving in despite high pollution. Next thing I knew all of it's power customers had built solar plants and no longer needed to buy power. All the big power plants were torn down, but the new efficient trash burners were quite successful. Apparently all of the stockholders make quite a bit of money. I like building bedroom communities because I really get the passenger train traffic way up. And of course I like to see a lot of trains. It works for me and the cities are more interesting...I think.

I think I had that happen in SC2000 or SC3000, but never in SC4. In SC4, IF I ever get near to that point (maybe twice), I just destroy the city and continue on in the region.

One more thing....actually a couple... 1) Please make a plopable WITH jobs 2) Please double-check descriptions and names The reason I say this (not based on yor work) is that I have so many Lots/BAT's with no names or decriptions. What I mean is when I look at my menus, the icons are of course so small often I can't tell what they are, and the name/decription is often something copied or re-used by the author such as CS$$$ or Pond/End or Grass Lot. It's so frustrating. Please don't think I'm taking it out on you...I just have been meaning to post this but didn't know where. Looking forward to the refinerary. To bad they didn't have a smell value. I've been to Houston and wow do those refineries smell! LOL Cheers!
