Kind of hard to understand your topic; although... The issue with traffic is how the "Sim" agents are handled. Some Sims will drive to the next building, other Sims will walk. Some Sims will drive around the city and do nothing, they either return to where they came from or go to another available building. I watched ("Followed") a Sim car come from 1 residential building and drive around the city until they went into a different residential building. This gave me the clue the Sims are clueless. That or their house was taken over by another Sim while they were out. Why this happens, I guess the Sim just wanted a Sunday drive. It would be better to modify the agent handler. If Sim destination is X distance to location, do the following, or else. Where X would stand for a unit of measurement, what ever that would be considered . If the Sim destination distance is close, walk, or else take public transportation, else drive.
