I've read Datpacker 2008 should work with Windows 10, and people have definitely used it on Windows 10. Does anyone know if this has changed at some point? I've installed everything I can think of to make it work (The DLL's, .Net 1.1, ect), comp modes, running as admin, ect, but I keep getting the same error, the log says; Thanks.

Hey there. Bought SC4 on Steam, game works fine. Downloaded a bunch of mods, all fine. Then downloaded NAM 48 but cannot get the 4GB patch to work. When I click on a city the screen goes black for a few minutes then the game closes. I'm not computer literate so I've watched the rsc204 video on how to install the patch properly many times, did a search for 'SimCity 4.exe' like it says but couldn't get it to work. Since then, due to lack of memory, I moved the entire SC4 file to my (D:) drive. Is that ok? Once I did that whenever I do a search for SimCity 4.exe I get a pop-up saying 'Couldn't open executable!' I moved it all back to documents but still got the same msg. Now the file back in (D:) drive again. Whichever way I search for SimCity 4.exe I get a pop-up saying 'Couldn't open executable!' I've been at this for days now, have been trying to find some way to fix it but completely lost. If you can help, that'd be greatly appreciated. Show less Reply

Unable To Launch From Steam (Windows 10)
JeffSalisbury posted a topic in SC4 Bugs & Technical Issues
I searched the forum for threads about people being unable to launch the game on a Windows 10 machine, but pretty well all of the threads were related to people trying to launch it via physical media, which is impossible (thanks, MS). I got my nephew a Dell Precision 5530 that my office sold as they were replacing the older laptops with new models. Totally wiped with a fresh Win10 Home install. Fully updated, no anti-virus or firewall software installed. He installed Steam and bought himself SC4 there. It's fully installed, but won't launch at all. It won't even pop up the launch graphic. Upon clicking Play in Steam, it'll try to launch for a couple seconds, and then will immediately stop itself and go back to as if he'd never clicked the Play button. We tried launching it directly from Win Explorer to see if it was maybe a Steam launching issue, but that didn't work either (resulted in the exact same thing where it tried to launch for a second or two, only to stop and go back to as if we'd never tried launching it at all). We also tried changing the compatibility option in the SC4.exe launch file to Win XP SP2, but that didn't change anything either. I've only ever played the game from my Win7 machine, so I'm completely unfamiliar if there is a standard process for getting it to run on Win10. Any help would be gratefully appreciated.- 4 Replies

Migrating existing content from Disc-based SimCity 4 to GOG install
mertzigzag posted a topic in SC4 Bugs & Technical Issues
The planned obsolescence hammer is about to come down on my still perfectly functional Windows 8.1 PC, so I'm being forced to update to Windows 10, and with that, my ancient disc-based copy of SimCity 4 will presumably stop working (due to the well-documented lack of SecuRom support). It's been well-documented here that the best path to keep running SimCity 4 is to buy the GOG.com release, which I've done (only $4.99 right now!), so thanks everyone so far for the tip on that... but now I'm puzzling over how to actually carry out migrating 15 years of saved games to a new install using the GOG.com build. Is it just a matter of installing it and then simply dumping in my plugins folder and saved regions? Or is it a whole lot more complicated than that? What tips and tricks, or known gotchas, do folks have to share for moving from a disc-based SimCity 4 installation to using a GOG.com distribution? What have you done to succeed in keeping all your previous stuff intact?- 1 Reply

I've noticed that there are plenty of standard lots (residental etc) missing in Lot Editor. Can anyone explain why and what to do about it? After that, I'd like to find out how to change max residents on a lot. Some are way over-populated, and the neighborhood architecture doesn't fit well with the population size and/or density. I have Windows 10 and bought SC4 on GOG in spring 2020. The game works just fine and so do numerous mods. I haven't used LE except for checking out what I can do with it, only to find out that probably half of the standard lots are missing.

Traffic Simulator Configuration Tool doesn't work
The Angry Convert posted a topic in NAM & Transit Networks
I have SC4 on Windows 10, bought at GOG.com, and NAM and numerous other mods added. It all works just fine. However, when I just now tried to change mass transit usage and base network capacity (both from medium to high), there comes up a small window saying "Error deleting file(s). SimCity4 is probably running. At first I turned off Gog at the bootloaders at msconfig and Norton Internet Security, and restarted the computer, but TSCT still doesn't work.- 11 Replies

I just retired and pulled out my old CD SC4 and loaded it on my newer Windows 10... Having not played the game for years and when it failed to launch I went to YT to find a fix. Wow I had no Idea all the issues I would run in to. I found that my version is 1.1.613. That led me to the no CD fix???. It actually got it to launch, but then I started looking into all the cool mods (NAM) and stuff I could add. I tried to add NAM only to find out it's not compatible with my old version. Worse than that I saw some posts about not using my computer now on the net due to hackers because of the patch I used. I really would like to find the best and safest way from someone that's a been there done that guy or gal. Tell me where and how. Most of the online instructions I've found seem to be out of date for the mods too. I don't know maybe I can find a place to buy it with all the updates already loaded. One thing I don't want is having it connect to the net with spam and adds. I tried steam years ago and to this day I still get hackers trying to get into my closed account??? LOL Thanks in advance for any help you can send my way, Brett

I am curious how SC4 Steam Edition will run off windows 10. Will it even work? I am thinking of playing it again, but I do not know how win10 will react to it, or vise-versa.

Of course with my windows 10, SimCity rush hour (deluxe) won't run but if I were to get a cheap windows xp used laptop, would I have any problem getting SimCity 4 rushhour to run on it? And does it make any difference if it's a disk or digital (origin/ steam) ? -

Cannot Play SC4 in 1920x1080 Fullscreen - Pseudo "Crash" to Desktop
ChronicHiker posted a topic in SC4 Bugs & Technical Issues
UPDATE: After more troubleshooting, it is the full screen setting that causes this to "crash" to desktop. Running the game windowed with the "-w" command at 1920x1080 works 100% of the time. But as soon as I switch it to fullscreen via "-f" command or otherwise, it will do the black screen glitch as described below. As many know, you can use the command "-CustomResolution:enabled -r1920x1080x32" (source) in the Steam launcher to play SC4 in 1920x1080 resolution. This is causing my game to "pseudo-crash" to the desktop as described below. It doesn't actually crash, it just doesn't load the game either. I have also tried using a launcher and gotten the same results. Currently I must play the game at default resolution if I don't want to spend 5-10 minutes trying to boot up the game. Every time I try to launch SimCity 4 (Deluxe) in 1920x1080, it will black screen for a few seconds, then pseudo-crash to the desktop. THE GAME HAS NOT ACTUALLY CRASHED. It will still be running as seen in task manager and the task menu bar. I'll click into the game again, or use alt+tab to enter the game again. I'll again be presented with a black screen for a few seconds, then another "pseudo-crash" to desktop with the game still running in the taskbar. Once again, the game is still running. I'll do this around 10-15 times and suddenly the game will randomly work and run normally. This happens regardless if I use the SC4 launcher, or launch from Steam. Has anyone experienced an issue like this? It's quite annoying to spend several minutes just launching the game each time you want to play. I've done a complete uninstallation and reinstallation of the game and experience the identical results. I am 99.99% sure none of my mods actually affect this bug. The only variable that triggers it is the "-CustomResolution..." command line, or any other method of playing in non-default resolutions. What's also strange is that the same thing will happen if I set the resolution using the in game menu settings to either one of the "higher" resolutions like 1600x1200. Specs SimCity 4 Deluxe Edition, from Steam Launching glitch happens when using Steam with "-CustomResolution:enabled -r1920x1080x32" or the SC4 Launcher Happens regardless of using the "-CPUCount:1" command Windows 10 CPU: AMD Ryzen 9 16 core GPU: MSI Geforce GTX 1600, 6GB VRAM 64 GB RAM PC Build on PC Part Picker Comprehensive List of All My Mods (most shouldn't affect this whatsoever) 4 GB patch SC4Fix Industry High Tech fix SC4 Launcher Save WarningSC4 LauncherNetwork Addon Mod Sudden Valley Terrain Cascadia Tree Controller (and dependencies) SC4 Terraformer- 4 Replies

Hello, I'm attempting to install NAM using the Jar file. It runs through its paces, but when I go to the installation location ~\plugins\ there is no NAM folder or contents. When I reinstall the pack using the Jar, the files show up. This is Windows 10 and the OS sucks. Any help would be apriciated.

guide How to run SimCity 4 Natively above 1920x1080 in Hardware Mode!!!
Durfsurn posted a topic in SC4 Bugs & Technical Issues
So I recently bought a new computer screen with the jaw dropping resolution of 5120×1440 and was looking into getting SimCity 4 to run at something closer to native resolution. It has been known to the community for some time that SimCity 4 is locked to resolutions under 2048ish pixels either wide or high in hardware mode, the source of this limit is DirectX 7 which cannot handle resolutions any higher. This could be circumnavigated by running SC4 in software rendering mode (CPU only) but this caused other issues and notably reduced the graphics. However I have found a fantastic repository which can breathe new life into many games that use DirectX 9 or earlier called dxWrapper which includes a Legacy Hack for removing the resolution restriction, among other tricks. Anyway, with the help of one of the fantastic developers (elishacloud), a configuration was found that enables resolutions such as 4k and beyond! You can follow the Github Issue here but I will provide a summary below; IMPORTANT DO NOT SKIP THIS STEP: Make sure your game is patched with the NTCore 4GB patch! Download the latest release of dxWrapper from this link: https://github.com/elishacloud/dxwrapper/releases Open the .zip in 7zip or WinRar and separately navigate to your SimCity 4 Deluxe/Apps folder. Extract the following files from the .zip: dxwrapper.dll, dxwrapper.ini, Stub/ddraw.dll and copy them into your Apps folder (next to your SimCity 4.exe file). Open the dxwrapper.ini file and paste the code below into it. Use a SimCity 4 Launcher to select any resolution you like! I am hoping to follow up this post with a guide on how to run the game at higher than native resolutions and scale it down to provide the greatest graphical fidelity. - Billy dxwrapper.ini: >;; Config file for DirectX DLL Wrapper [General] RealDllPath = AUTO WrapperMode = AUTO LoadCustomDllPath = ExcludeProcess = IncludeProcess = RunProcess = WaitForProcess = 0 DisableLogging = 0 [Plugins] LoadPlugins = 0 LoadFromScriptsOnly = 0 [Compatibility] Dd7to9 = 0 D3d8to9 = 0 DDrawCompat = 0 Dinputto8 = 0 DisableGameUX = 0 DSoundCtrl = 0 DxWnd = 0 EnableDdrawWrapper = 1 HandleExceptions = 0 SingleProcAffinity = 0 [DDrawCompat] DDrawCompat20 = 0 DDrawCompat21 = 0 DDrawCompatExperimental = 0 DDrawCompatDisableGDIHook = 0 DDrawCompatNoProcAffinity = 0 [ddraw] ConvertToDirectDraw7 = 0 ConvertToDirect3D7 = 0 DdrawOverrideBitMode = 0 [Dd7to9] AutoFrameSkip = 0 DdrawEmulateSurface = 0 DdrawLimitDisplayModeCount = 0 DdrawUseNativeResolution = 0 DdrawClippedWidth = 0 DdrawClippedHeight = 0 DdrawOverrideWidth = 0 DdrawOverrideHeight = 0 DdrawOverrideRefreshRate = 0 DdrawIntegerScalingClamp = 0 DdrawMaintainAspectRatio = 0 [d3d9] AntiAliasing = 0 EnableVSync = 0 EnableWindowMode = 0 FullscreenWindowMode = 0 WindowModeBorder = 0 [FullScreen] FullScreen = 0 ForceWindowResize = 0 WaitForWindowChanges = 0 [DSoundCtrl] Num2DBuffers = 0 Num3DBuffers = 0 ForceCertification = 0 ForceExclusiveMode = 0 ForceSoftwareMixing = 0 ForceHardwareMixing = 0 PreventSpeakerSetup = 0 ForceHQ3DSoftMixing = 0 ForceNonStaticBuffers = 0 ForceVoiceManagement = 0 ForcePrimaryBufferFormat = 0 PrimaryBufferBits = 16 PrimaryBufferSamples = 44100 PrimaryBufferChannels = 2 ForceSpeakerConfig = 0 SpeakerConfig = 6- 89 Replies

Cannot run game >10 seconds in Windows 10
shafergaston posted a topic in SC4 Bugs & Technical Issues
sob story: after more than 10 years away from all things Sim I am having some nostalgia and so decided to get back into SimCity 4 (and other gaming). I bought a used laptop at the start of the pandemic and have a Steam-bought copy of SimCity 4 that I probably purchased on my account for my son half a decade ago. It does not work. I have reviewed the CTD pinned post and Windows 10 pinned posts. Steps Taken: Initially, I could not get past the EA Intro Screen without CTD. I turned off intro video in each case - this got me to the initial region. Initially, the game would crash in under 6 seconds in the region mode, regardless of whether I clicked anything or not. I turned off audio in each case - this got me to the ability to click on a city tile. Now, clicking on a city tile (whether one of the tutorials or a new city), it will begin to load. It will get to the second iteration of the 'cutesy text' that it says while loading (like 'SettingAdvisor Moods' or 'Debunching Unionized Commercial Services') and then freeze and then crash to desktop. I have attempted this both with and without the SC4Fix.dll in the Steam SimCity Plugins folder and the User Documents SimCity Plugins folder. There are no other plugins. I have attempted starting up from Steam with the recommended Launch Options; I have attempted starting up from the .exe itself Run as Admin, I have attempted the solution of writing my own .bat file to launch from desktop, and I have used the SC4Launcher solution with the appropriate settings and in each case I get the same crash. Launch options used include setting CPU to 1, audio off, with and without CustomResolution, with and without setting d:software I am using an i5-7400 CPU, 64-bit, using Windows 10 v1903. As far as I know I have the latest steam version. Any help is greatly appreciated. There may be a fix buried in the forums that I could not find, and I apologize if it was somewhere obvious that someone could point me to.- 7 Replies

How to Install SC4DatPacker 2008 / CAM, the SysWOW64 Way!
Leo -- posted a topic in SC4 Modding - Open Discussion
You probably know if you try to install CAM on windows 10 SC4DatPacker 2008 will crash during setup. This is caused by missing libraries for 32-bit apps in the SysWOW64 folder. So if we put the required .dll s in the SysWOW folder SC4DatPacker, SC4 Mapper, and SC4TerraFormer (SC4TerraFormer might need more dlls to work read its readme) should work. Step 1 : Get The dlls Step 1a :Get MFC71.DLL https://www.dll-files.com/mfc71.dll.html Step 1b :Get MSVCR71.dll https://www.dll-files.com/msvcr71.dll.html Step 1c :Get GDIPLUS.DLL https://www.dll-files.com/gdiplus.dll.html (Note : my system already had this file so you might not need to download it) Step 2 :Unzip the dll s and place it in the root of C:\Windows\SysWOW64 Step 3 :Reboot Step 4 Run the CAM installer and enjoy I am not responsible if something goes wrong. This Tutorial only applies of 64-bit versions of windows 10
