Unable To Launch From Steam (Windows 10)

I searched the forum for threads about people being unable to launch the game on a Windows 10 machine, but pretty well all of the threads were related to people trying to launch it via physical media, which is impossible (thanks, MS). I got my nephew a Dell Precision 5530 that my office sold as they were replacing the older laptops with new models. Totally wiped with a fresh Win10 Home install. Fully updated, no anti-virus or firewall software installed. He installed Steam and bought himself SC4 there. It's fully installed, but won't launch at all. It won't even pop up the launch graphic. Upon clicking Play in Steam, it'll try to launch for a couple seconds, and then will immediately stop itself and go back to as if he'd never clicked the Play button. We tried launching it directly from Win Explorer to see if it was maybe a Steam launching issue, but that didn't work either (resulted in the exact same thing where it tried to launch for a second or two, only to stop and go back to as if we'd never tried launching it at all). We also tried changing the compatibility option in the SC4.exe launch file to Win XP SP2, but that didn't change anything either. I've only ever played the game from my Win7 machine, so I'm completely unfamiliar if there is a standard process for getting it to run on Win10. Any help would be gratefully appreciated.- 4 Replies

I got a new laptop (a 1260p cpu and iris xe graphics..) .. and moved my SC4 install (both the entire program folder and the registry entries) to the new computer (something I've done 4-5 times since the digital version was released in the late 00's) I keep getting this CTD ... it at first was a instant CTD .. then I turned off the intro and now the CTD occurs upon loading a city tile (I get the two messages .. and then crash.. or it crashes during the first message) Exception time: 01/27/2023, at 13:29:58. Exception code: 0xC0000005 (-1073741819) ACCESS_VIOLATION. Current thread ID: 11460 (0x00002cc4). Version information: Application/module path: C:\Program Files (x86)\SimCity 4 Deluxe\Apps\SimCity 4.exe Application/module version name: SimCity 4 Application/module version: 1.1.641.0 System version: Windows NT 6.2 System memory: 4096 Megabytes total, 4096 Megabytes free. Exception module: C:\WINDOWS\System32\ucrtbase.dll. Exception address: 0x75b56a2e. Section:Offset: 0x01:0x00065a2e. What have I tried fixing it ? I've tried a fresh install of SC4 (I managed to locate the installer, both 4gb patched and not) I've run through every possible option dealing with audio.. and that didnt work (and do have it listed as off in command line). I've tried both with my wrapper and without it.. tried using all cores or just 1 .. and I still have not been able to get this to work. Verified my language settings are correct.. and also verified that sc4 is using this dll from the get go. Any other idea's to fix this before I try re-installing the c++ library (and if that doesnt work then a fresh install).

Cannot Play SC4 in 1920x1080 Fullscreen - Pseudo "Crash" to Desktop

UPDATE: After more troubleshooting, it is the full screen setting that causes this to "crash" to desktop. Running the game windowed with the "-w" command at 1920x1080 works 100% of the time. But as soon as I switch it to fullscreen via "-f" command or otherwise, it will do the black screen glitch as described below. As many know, you can use the command "-CustomResolution:enabled -r1920x1080x32" (source) in the Steam launcher to play SC4 in 1920x1080 resolution. This is causing my game to "pseudo-crash" to the desktop as described below. It doesn't actually crash, it just doesn't load the game either. I have also tried using a launcher and gotten the same results. Currently I must play the game at default resolution if I don't want to spend 5-10 minutes trying to boot up the game. Every time I try to launch SimCity 4 (Deluxe) in 1920x1080, it will black screen for a few seconds, then pseudo-crash to the desktop. THE GAME HAS NOT ACTUALLY CRASHED. It will still be running as seen in task manager and the task menu bar. I'll click into the game again, or use alt+tab to enter the game again. I'll again be presented with a black screen for a few seconds, then another "pseudo-crash" to desktop with the game still running in the taskbar. Once again, the game is still running. I'll do this around 10-15 times and suddenly the game will randomly work and run normally. This happens regardless if I use the SC4 launcher, or launch from Steam. Has anyone experienced an issue like this? It's quite annoying to spend several minutes just launching the game each time you want to play. I've done a complete uninstallation and reinstallation of the game and experience the identical results. I am 99.99% sure none of my mods actually affect this bug. The only variable that triggers it is the "-CustomResolution..." command line, or any other method of playing in non-default resolutions. What's also strange is that the same thing will happen if I set the resolution using the in game menu settings to either one of the "higher" resolutions like 1600x1200. Help needed - SC4 Deluxe launch failure on Steam

When attempting to launch SimCity 4 deluxe in Steam, I am presented with the error message "Failed to start game (app already running)." What do I do? i've never had this problem before. i have, however, had issues with the game crashing in game frequently so i'd have to save a lot so i didn't get rekt on progress. i've had 400+ hours put into the game up to this point and really enjoying it. i have the basic NAM mod applied to the game but nothing more. i'm not aware of any plug-ins or applications that could be interfering with the game, run on a win7 os on a laptop. there is no other users on my steam acct, so the idea of the 'app already running' makes no sense to me. any advice? would really hate to lose everything including the chance to play this game again as you can imagine. -
Hello, First happy new simyear to everyone, hope this year will be rich of great new BATing and lot of newcomer on this website. Well, to explain why I opened this thread is because since mid-november, my SC4 stopped working brutally without being able to find a solution to my problem. After having check many (many) forums and solutions which doesn't work for me, i decided to explain my situation. Maybe it is easier than what I think. The context : Mid November, after a normal using of the game, it brutally stopped working the day after. I remember the game bugged before I turned it off. Like the iced screen or something like this. I forced the stop by pushing CTRL+ALT+DEL and turn it offin the control window. I also remember I made a windows security update btw. I already checked many forum which suggest to delete an update "KB3086255". I did it! but many upgrade seems to have occurred that day of 18/11. I m using a Windows 7 version. The symptoms : Using a cracked version (after my official game got problem), it worked perfectly before that day. When i try to launch the game, it seems for a half second that something happen. And then nothing. The installation is complete and goes to 100%. So no installation problem. A friend gave me his official SC4D to try, and it doesn't work neither. I mean I get the same symptoms. After the installation completion, nothing happen when trying to launch it via the desktop icon. I have downloaded the SC4 launcher app too. Nothing. The result : A GIGANTIC frustration. The Question : Does anyone already faced this. With the system windows 7 i get. I looked at dozens of forums. I cannot solve my problem. It seems link to the windows upgrade but not sure at all...

Ive had this problem for maybe a year now. Whenever I try to load SC4 nothing happens. I have certain preferences turned on and all it does is load a black screen and then nothing. I talked to Airman about it to see if he could help me but he was able to to do nothing. Ive tried to look in a lot of places and none of them have helped. Ive also tried to install a launcher to help but it also did nothing.

What specifically causes the missile to launch? It doesn't seem to launch on a custom lot, even with the prop on the lot.

SimCity (2013) Complete Edition wont launch, Error Code [1007]

I have recently installed the latest update to my copy of SimCity 2013 and the game will not launch anymore. I have tried repairing the game, deleting and re-installing all with no luck. Each time the game is launch the error code [1007] flashes up (as seen in the attached photo). How can this be resolved?- 1 Reply

hi, i have owned and played sim city 4 for years with no problems on my computer, and then on my laptop. i wanted to play the other day and i got a message that pops up saying 'access denied. please login with administrator privileges and try again". i am under the administrator account and i have read tips about granting access to everyone under properties of the game and nothing has worked. i uninstalled and reinstalled the game several times and that did not work as well. all I wanted to do was play my game and instead i monkeyed with my computer for hours trying to get the game running. anyone that can help i would appreciate it. i have heard some people say they can redeem the code in the box for a free download... any clues guesses or anything would help. thank you

SimCity 2013's creative director explains what we could have got without EA pestering

Maxis' 2013 reboot of the SimCity franchise will always be remembered for its disastrous launch more than anything else. But now, more than three years removed from that debacle, SimCity creative director Ocean Quigley told Game Informer that he's still proud of the game itself — even if publisher Electronic Arts' decision to require an internet connection ruined everything. Like the SimCity titles before it, SimCity was a single-player game, but it was designed as an always-online experience. At the launch of the game in early March 2013, hundreds of thousands of people flooded the servers, and severe connectivity issues created a mountain of problems. Players had to wait in hourslong queues to access SimCity, and Maxis tried everything to rectify the issues, even disabling certain "non-critical" elements of the game in an effort to relieve the load on the servers. SimCity originated with Maxis' desire to make a SimCity game in full 3D, and the studio's belief that the technology had finally gotten to a point that would support that, Quigley recalled on this week's edition of The Game Informer Show. EA greenlit the project, with a caveat: It had to be an always-online title, because that's the future that EA believed the gaming industry was heading toward. (Microtransactions were a part of EA's reasoning, said Quigley, but not the main impetus behind the decision.) "EA wanted to make it more of a platform, an ongoing platform, that they'd sort of build and develop on," Quigley explained. "And so that [...] mandated, kind of, the server and online stuff. Which, in retrospect — I mean, obviously — was the fatal flaw in it." Maxis had to figure out how to turn that onerous requirement into a feature that would deliver something useful to SimCity players. Networking allowed for elements like leaderboards, and opened up "interesting design-space possibilities" such as players being able to connect their cities with their friends' cities in a region. But Quigley wished those features had been optional, considering how SimCity's launch turned out. "The tech got ahead of itself," said Quigley, describing a server "meltdown" when a million players attempted to play at once. "We didn't have the back-end infrastructure to actually pull that off, obviously." Quigley told Game Informer that as SimCity's creative director, he and the design team were "pretty happy" with the game itself. The developers' pride in the product made the server issues that much more frustrating. "The back end of it all, sort of, collapsing in flaming server rooms was, well — it feels a little bit like being somebody on a sinking ship, and you've done a really nice job on your part of it, but it doesn't matter," said Quigley. "It doesn't matter if you've made all these beautiful things, because the rest of the ship is exploding." The failed launch became the storyline surrounding SimCity, and even worse, Maxis had to spend so much time fixing the server issues that the design team never got the chance to improve or expand upon the game. One of the major criticisms of SimCity was its limitation on city size, which was much smaller than in previous SimCity titles. Quigley told Game Informer that before launch, Maxis had big ideas for those land plots. "The eventual vision was that the whole region — the whole vast, 32-kilometer by 32-kilometer region — would be one potential city, and you could build anywhere in it," said Quigley. He added that while SimCity's simulation engine "would have let us scale, eventually, to larger and larger cities," the back-end server infrastructure was the bottleneck in the system that prevented that grand plan from coming to fruition. "I'd say that was pretty much the hardest part of my career, yeah," Quigley said of the SimCity launch. In March 2014, just over a year after SimCity's release, EA added an offline mode to the game. Quigley left EA in July 2013 after 18 years at Maxis. He later returned to the company to do consulting work, and departed in October 2015 for an indie studio called No, You Shut Up Games. Quigley is the creative director at the Berkeley, California-based company, which is making a space combat game called Atomic Space Command. He is also an accomplished oil painter, with works that have been showcased in galleries and museums. I have sc4 deluxe for I think 6 years now and I have always loved the game. And the game had always worked, until yesterday. yesterday I started the game as normally and then in stead of launching he gave a pop-up message called acces denied: "Please login with administrator previleges and try again". So I started the game as administrator but after he asked wheter he was allowed to make changes at the computer, as he always does, he did nothing. I use the cd version (nr 2 of course) and my operating system is windows 7. how can I solve this?

Can't launch in Single-Player mode (Offline mode)

I can't launch SimCity when I'm in offline mode on Origin or when I'm not connected to the internet. I open Simcity and I get the normal Error message. I click Single-Player, it closes for a bit, then it comes back up with the same exact thing. No matter how many times I click single-player it won't open in single-player. I tried starting the game with internet, switching to single-player mode, then exiting the game and trying to relaunch without internet and it won't work. I haven't been able to do this on my previous computer either. I even have a video of the issue attached to this. If anybody could help me with my issue it would be great!
