When I make neon signage, I make 2 image layers on the lettering. The base letters are bright white by raising mid-tones and I use a blur. I overlay that with the colored letters and raise the transparency about 20% or to taste. To turn the light off, simply lower the mid-tones of both layers.

To animate, time them for about a half second per frame.

I found the blur effect, a neat thing I never knew about I'll try to experiment with in future, sadly I'm thinking it might not work in my case since I'm using two different free direct night lights to illuminate the two layers of the sign I have there, the subtle outer red and inner orange.

Unless I could apply it with a night light effect maybe?

Filling up Brajonel nicely, almost at the 1 million sim mark. Lotting some specific landmarks for the tile now, to give it some unique character befitting such a central location.

There is a way of using self-illuminating materials in gmax.  I use it for my neon nightlights.

In the Material Editor, once you've created a texture, you can click on the self-illumination box and then the color panel to the right of it, and then you can select a specific color.  Alternately, if you don't want it to be a flat color, you can instead click on the button to the right of the color panel, and that will give you the option of loading a specific texture map to add to the texture.  But that requires tweaking things in Photoshop to get what you want - in those cases I find that the base material/texture is one file, and the self-illumination map is a greatly enhanced brighter, low-contrast version of the same.

With this technique, though, you have the self-illumination on for both the day and the night views.  This might not be a problem, however.  But, if you want it to light up only at night, and only have one color of neon to do, then you can use the "nite" prefix on the neon tubes/sign, and create a custom nightmap for it.

I would like to see them in a prop family, adding a bit of variety to Lotters' shop fronts.

Quite dazzling actually, especially at night. Unfortunately, the problem is, buildings like that could only be used once in a city or region, and only in a certain kind of city. Which reduces it's utility quite drastically. You couldn't put 20 of them in a city without it bordering parody. Reminds me of this jewel, which everyone probably has, but is rarely seen in pics-

But if you put it on the STEX, undoubtedly, you'll get a ton of dl's.

I for one would DL it. I used the Blue Heaven once : you practically have to build the city around it ! But it's fun to imagine the story of a city that would have that built !

Known as the Gaussian blur in Chop society. I mostly use it for blending and lighting effects. There was a trend, a few years back, here, where everyone was using it to blur out backgrounds. I thought I was going myopic.

In Italy, for thirty years under the Borgias, they had warfare, terror, murder, and bloodshed.  But they produced Michael Angelo, Leonardo Da Vinci, and The Renaissance.

In Switzerland, they had brotherly love and five hundred years of peace.  And what did that produce?

The cuckoo clock !

Glad you like them! They will come as independent props that can be used in the LE. However whether or not you'll be able to add them to any building front, will depend on the LODs of each building. A bit tricky to explain, so you'll just have to try. *:)

A little progress... Some new growables... I waste a lot of time making the parts to join the growables together. I imagine that there is a lot of urban planning inconsistency but I am unable to do better for the moment. The future will tell me if I can improve this shortcoming...

Now I wanna play cyberpunk 2077! I have yet to play it but I'm getting those "Night City" vibes from the trailers with this screenshot! I like how there's all these brands still around like Sony and Toshiba. I like signs.
