    @Haljackey
You've missunderstood something. It's Simmer2, and he is talking about his own dependency packages (so far 11). To make it easier for us LOTters and for the users after all, he wants to merge his props into a megapack for first round.

I however started a process what was above discussed, to extract the contents from the *.exe installers and providing a proper folder structure we will update the plugins in LEX at sometimes.
And in a way I started to make the same thing in the background with Paeng's files atm with the aproval of the Simtroplis admins here on Simtropolis and STEX. Therefore I've got editing rights on the STEX files as it was announced here

Of course it won't happen from one day to an other, we are still talking about thousands of files, but it's a start. In the most cases where it's possible the following folder structure will be used in the uploaded ZIP:
    1. Documentation folder
    2. Team Name folder (if there is a team with the project)\Creator's Name folder\Content Name folder\actual contents, such as lots, dat etc., but if the original upload contained further subfolders that will be kept here too.

Here on STEX I won't change the original upload, but there will be placed an updated version which will be following the above described structure. At least this is the plan... :);)

I would like to reorganize all SimCity 4 exchanges but now, it's not prime time. I need to do something with my laptop, both software and hardware. Also, we don't know what we're focusing on: open source SC4, C:S or refining the SC4 ecosystem. But, I have ideas to the reorganization:

    1. Plugins should be easier to install and easy to configure.
    2. NAM should be reorganized, reducing size and more simple.
    3. Plugins should not clutter the menu. This needs some techniques.

    Thanks.

Just out of curiosity, what are the reasons given for wanting you to upload your Plugins folder someplace?

A question that needs to be asked is what would you be providing that isn't currently available here, or at SC4D, or other existing sites?

How about, who would be responsible for support of any content you provide?

Another question would be what would be the benefits of fifteen or twenty people doing the same thing?  If one person does this, others will want to do so as well!

A somewhat valid argument might be made for doing this with content that is no longer available anyplace on the Internet, such as content from many Japanese sites that have disappeared.  I know the admins both here and over at SC4D have been wrestling with this issue for some time.

Otherwise, in the language of international copyright law, this is known as redistribution, which is considered illegal without the express permission of the person that created the work.  Many of the downloads here include statements to that very fact, i.e. 'You may not redistribute this work without my express permission.'  This is certainly true of 99 % of Pegasus products.  Others have made similar statements.

I'm afraid that I don't understand how doing something like this would open up SC4 to new users anymore than these same new users coming here or going over to SC4D.

Copyright invokes a breach of same if the copyright holder actually loses from it!  The question here is if this is a breach of copyright, what has the copyright holder actually lost?

Copyright is copyright. It doesn't matter if someone is making money off of it or not. Those types of statements that you see in youtube video descriptions and other places on the internet are not true. Copyright is copyright.

What you're thinking of is damages. If someone was redistributing my content without my permission, I have the right to sue them. Then in court I would have to prove what I lost because of the infringement. That's how much money the infringer would have to pay me. Since my content is already available to download for free, it would be very hard for me to demonstrate any damages. But I still own the copyright to the things I've created.

I've played SimCity in the 90's (SC2000), then forgot it for decades, and now I'm back in the game. I've spent the last 6 months dowloading add-ons every day, during hours - I mean litteraly, actually I think I've reviewed all Simtropolis and SC4Devotion pages at least twice each, not to mention any other "exotic" sites I've been able to discover, mostly japanese ones.

I'm done now. I think I have at least around 1000 plugs (dependencies apart), may be more. Anyway, around 8/9 Go all included. What a job to collect, test, sort, organize all these files!!! So one could think that someone like me would be the perfect "client" for dowloading entire folders. Wrong  !

1 - Because sometimes I've kept LM version only, sometimes Commercial or Residential ones, sometimes both. Sometimes I liked just a small part of a set and I've throwed most files away. Also I've sorted all files by my own themes (obviously they will be different for another player), datpacked some, some others not. I don't think that full folders would have saved me time or pain, because a plugin folder is something very personal.

2 - For a new gamer, the second problem in dowloading entire folders of plugins is that in order to use your plugs, you have to know your folders and your menus like the back of your hand! Getting everything at once goes completly against the learning curve ! Okay, let's say you get hundreds of add-ons in one single download : and then ? How do you recognize their icons? Where are they located in the menus ? What are they doing in the game ? How do you have to use them ? For sure a new average gamer will be lost, and guess what ? He will probably give up, throw evrything out and forget about the game, thinking that it's too complicate to be played... or more funny, go back to the regular game and forget about plugins ! Proceeding step by step seems to be a better approach to my eyes.

3- Last but not least, communication between baters, lotters, gamers and site administrators will be lowered . This community is amazing, for what I've seen during the last months, behaviours from all parts are amazing. For once,  something is going fine in this world, let's keep it as it is. Sometimes "better" goes worse than just "good".

Regarding copyright concern, it's more a question of respect towards the authors (we must always keep in mind that all baters and lotters are doing all the work for free, it deserves full respect) than a copyright laws matter. Who cares about copyright laws in this case ? SC4 is a worldwide game, each country has its own laws, and anyway let's be serious... do you imagine an author hiring a lawyer and pursuing someone distributing for free some plugs on the Internet? For a 15 years old game ? It's a joke!

What should be done and would be VERY helpful is:

1 - Folders for lost content from Japan, China, Poland, Brazil or whatever. Plugs, pictures and readme files on one side,  specific dependencies on the other one, and the user does its own cooking once he has DL everything.

2 - Folders with custom content from great batters or lotters, for people that don't know how to use the LE or cannot do it (Mac players). You know, all these little things using props that can be seen here and there in CJs. May be a devoted thread on ST or SC4D coud also do the job for special requests. Just a thought...

    Cheers to everybody.

Well, yes he would be able to download them, and nope, he would NOT be able to post them here, because the common rules of the community doesn't allow him to do that. Otherwise it would be an offical release not just an attachment. We don't have the permission to share those files, and it's a bit different than it was in the last couple of cases when I brought lost items here to the STEX. So atm these are only available over there for those people who have access to SimCity.cn.

wow.  This will just hurt content preservation the next time another site goes down.

Technically just asking me that in a public forum is also a violation of the rules, because you are asking me to do something that's forbidden, having just been told it's not OK too.

This is a complex issue, much debate has been had on the subject and until the day that consensus can be formed, some content will remain unavailable to some members. This sucks, but it's not anything I have control over. As it stands, if content is genuinely unavailable, under the guise of good faith, the staff here will try to make such content available. Not having an account at simcity.cn doesn't apply though, even if the reality is that means most members can't get the content.

Glad there still a earlier version available. on the japaneese site ! SimCity CN for those who still have access, for me is dead end and a security risk. What if the japanese site went dead would this still conscidered to be intial release; "dead", SimCity. CN would be the only close release, maybe some different texture, same model, little extra still by same author, with some  kind of same name. What kind of difference is there with the Caribou and Dmscopio files, I don´t see much cifference these where aswell released by there respective author on a different site ? Packaged as they are rar of zip arhive or file different these ar by the same author, with some similair design I concider these non different !

So if someone does not have access to another site because they closed registration it is both against the rules to ask someone to share it publicly and privately?  lol wtf?

This is not copyrighted software...it is a free download, why on earth did anyone make that rule?

As long as this is the original release site, there´s no way SimCity CN can make any claim on these files !

This is a very murky area. While content is free to download there is no implied free range GNU license or something that effect. Content is made in good faith as a bartering system, (content is shared). But the creator has rights to the content that they created. Usually an attributed association is needed to acknowledge the creator of a piece of work. So you should respect the work of others. Personal opinion but free does Not mean complete ownership. A licence at best.

However I'm not a  moderator, but we are way out of topic here with this copyright discussion. Not the same, but the issue partially already has been discussed and eventually failed in the Sharing Plugins Folders thread.

@paddy0174 you may ask, and the answere is NO. Just read through that above linked thread and you will understand why it is hopeless...

So that appears to invalidate the CN site from having a claim on it, and put it in the realm of defunct sites that people try to rebuild elsewhere (hence its presence on the CN site).  Much like the polska site that went down and people have been trying to assemble missing files from.

Is it ok to ask about getting an invitation code to SimCity.cn?  One is needed to register and I'm assuming current members can generate these?

    @rsc204

Actually, by close examning I the intial release date of this Seawall SimCity CN got a release date of 2008-10-10 16:23 where Gury BAR is released earlier on 2008-07-31-23:48. This is 3 month´s earlier than CN, obviously this is the official release date of the original Seawall, later the Addon added, but still the original release, no defunct or replaced site ! Share plugins thread adres, indeed the more wider issue of sharing this thread is about helping retrieving files wich others can´t find, side discusion is accces to those files wich aswell a issue !

I will just make it abundantly clear, I am speaking here in a personal capacity, my views do not necessarily reflect those of the staff or site...

Let's be frank, SimCity.cn likely doesn't respect the ownership rights of creators. I wouldn't imagine much, if any, of the files uploaded there were done so by the creators or with permission to do so. I've myself joked how disappointed I was they didn't steal more of my mods, the ones that are there, were certainly not authorised by me.

It's been said again and again, this isn't a copyright issue, although technically that does apply, creators have rights by default. The real factor here is respect for creators. Since the founding of the sites Simtropolis and SC4D, it has held as a rule that when work is uploaded, the creator retains the right to how it is distributed.

Should a creator decide they don't want their works to be available, the staff will ensure their wishes are respected. Where it is unclear, but most probable that a creator didn't intend for their content to no longer be available, we will in good faith make it available once more, if possible. However, an explicit request by a creator to take down their work will be respected every time without question.

I absolutely think this is the best way forward, changing the way this is handled in future, to preserve content for the greater good of the community. I will note, that wouldn't apply in respect of works that were never uploaded to Simtropolis at any time, such as the walls under discussion right now.

There is an argument that when you upload such works to a third party site, you are giving them the rights to manage it's distribution. I'm not in favour of creators loosing rights to their works entirely, ultimately they must still have the right to remove their works, if so desired. However, if you expect a third party to pay for the hosting/download costs of distributing your work, is it really too much to ask that that same site has the rights to decide on how best to distribute it?

Sadly though, a lot of the arguments here all seem to focus upon the ideology that people have a right to download someone's work. Nobody does however. The creator owns it and however much anyone may dislike it, they can ultimately decide whether or not people can have access to it. We ignore this reality at our peril, since any attempt to alter this, would probably lead to a mass exodus of creators, taking their posted content offline too, on general principle.

Read through this thread, you'll see that change is bloody hard to get consensus on. Whilst many of us want this situation to be altered to better reflect the realities of the SimCity community today. Every potential solution seems to find detractors who simply aren't OK with a given change. I think there is a fear that if we impose such a change by force, we end up in a worse position overall. Sadly there is no simple answer to the problem and I don't see that changing frankly. As such, I have long since given up on the ideas I've expressed earlier as being worth pursuing or taking up more of my time. I see it as a lost cause.

When the Polish site went offline, those running it asked for help to keep the content available on the STEX. Similarly, that's what happened after the demise of SimPeg.com.

No one has said the Chinese site has any claim whatsoever, that's not the point and these situations are like comparing apples and orangutans. We simply don't have permission to upload those files here. Uniquely in this case, at least two versions of the files exist online:

    • The older version on Gurry's website (no idea why that should be the case).
    • A seemingly newer one which so far as we know, only exists on SimCity.cn
Yes I know, it's real hard for many members to get access to this.

So the content is not lost or completely unavailable, whilst I do accept the version on SimCity.cn is probably not legitimately there and many can't access it, technically that doesn't fall under the definition of lost content. Me, personally, I do not have the power to decide which side of the fence this falls upon. As I see it, without explicit permission from one of the Admins, this file should not be re-distributed. I'll also add, since the version on SimCity.cn probably did not make it's way there from the creator, presumabily, it was uploaded elsewhere. I wouldn't be surprised if it was somewhere on hide-inoki. Since most Japanese content has been kept alive there.

I've said it before and I'll say it again, we all know that privately out of view, many members will share files, in violation of the rules. But that's another matter entirely from thinking you can ask a moderator, to answer such a question in a public forum. It is every members responsibility to familiarise themselves with the rules, which isn't exactly asking much, say 5-10m of your time.

Ask yourself a question, are you making such a fuss about the general problem of the availability of files? Or are you simply doing so because YOU want them? Because the tone of your posts comes across as the later and frankly, you are not doing yourself any favours when you ask for things this way.

If this is your way of asking me to do this for you, again, I can think of better ways to phrase asking someone for a favour. I'm surprised my own self that my login still works, since it didn't for a long time and I had assumed I had lost access myself.

I'm not really comfortable with sending out invitations to all and sundry and I really don't like being publicly asked to do this. If I say yes here, where everyone can come across it, I guarantee I'll be getting requests from many people, who will expect me to do the same. I can envisage a situation where doing this would get my account flagged, whereupon seeing I'm not in China, my access might then be discontinued. Did you consider any of this before making your request?

I also note, not two hours after asking, you ask again elsewhere. You know people sleep and have lives outside of this site? Nothing more frustrating than seeing people ask the same question many times, gaming the system to see who will answer them first. It just wastes peoples time, when they don't realise someone else has already answered you.

I will just make it abundantly clear, I am speaking here in a personal capacity, my views do not necessarily reflect those of the staff or site...

Ask yourself a question, are you making such a fuss about the general problem of the availability of files? Or are you simply doing so because YOU want them? Because the tone of your posts comes across as the later and frankly, you are not doing yourself any favours when you ask for things this way.

Good post. This blurb got me thinking.

When I started this thread, the intent was to simply make access to SC4 content easier for a new or veteran player. By having the ability to make and share a folder containing many files from the site, it would heavily reduce the time and confusion it takes to play the game with custom plugins. As someone who does not make content myself, I am coming from the 'player' / selfless perspective. Not saying content creators are 'selfish', but it's important to understand their perspectives while discussing such a change to content distribution.

If we don't reduce the barriers of entry to play this game with mods, the community will continue to shrink. I know there are a lot of barriers / issues / opinions about changing rules / accessibility... Just look at all the perspectives on this thread for examples.

Someone who wants to try or revisit a game 15 years old isn't going to put in the time it takes to do what needs to be done to get the 'full' experience of playing the game with a solid amount of plugins/mods. They just won't do that. Too confusing and too much of a time sink. They just want to check the game out for a bit and if they aren't having fun they're not going to play it for long or engage with the community.

We just need to make things 'easier'. It doesn't have to be plugins sharing or mod packs - even a change to the file exchanges grouping similar content or whatever would be a start.

I don't blame anyone for the lack of progress here or for having the views they do regarding the topic. The fact that we are able to have an open thread to discuss this is a win. When I first created this thread I thought it would be locked as it was about a sensitive topic and could challenge existing site rules. I am happy the site staff has allowed this thread to stay open.

    -----

TLDR: If we keep doing nothing, the SC4 community will continue to shrink. This shouldn't be news to anyone. If we want to do something, what?

We (the admins) did, ofc, discuss this behind the scenes with regard to whether or not to allow the discussion. On the one hand (in the past) it's been considered taboo to have such a discussion. On the other hand we ultimately decided suppression would be even worse.

While a member I stated my own views. Then when I became part of the staff I felt it best to mostly stay out of the discussion. The thing is: Difficulty for getting into the game and loss of content are both serious concerns IMO. Having now been an admin for a wee bit over a year (and not getting tossed out for decisions I've made) I feel this is a good time to revisit the official rules and decide what (if any) changes we could make and would they be better or worse for Simtropolis in the long run.

For instance, what would the net effect be if we made a rule that all content on the site is deemed to be indefinitely consigned to Simtropolis for distribution purposes? Would there be a mass exodus of content creators? Would still active creators chose to remove all of their files in protest? Would ST shrivel up and die or would we receive more donations and thus ST thrives? (As you may have noticed on the donations goal tracker we barely meet expenses most months and sometimes fall short. If the shortfalls become more prevalent there is likely going to be a time when Dirk won't be able to make up the difference.)

Note: I'm not making any decisions on behalf of the site in this post. However, I do believe we need a concise list of pros and cons for some specific rule changes that could be considered. With that in mind how about stating specifically what rules in Guidelines might be altered and what might they be changed to? What accepted customs not specifically stated, but always enforced could be revised? Then discuss in favor or against said ideas. The future of Simtropolis depends on what we do whether that is make changes or stay the course. Ultimately we want this site to be around forever. How can we best achieve that?

So I got the walls now via getting a 2nd hand login (nothing via this site at all) , so this post comes from ideology, not because I want them.

It is a 15-ish year old game. People move on, and the dozens of little exchanges maintained by the person who made the files won't last forever.  If someone does not care enough to maintain their own site due to lack of interest, they won't care about the files most likely, and many would not care enough to even respond to the email of "Hi, its Simtropolis, can we rehost your file?".  I know when I get out of an interest or a business, I don't even keep the old email address associated with it.  I believe the best thing for preservation of content so 5 years from now people are not chasing broken links is as wide of sharing of files as possible with no restrictions.

Why not just lock all uploads via a site update so the uploader cannot delete?  They can add a revision if necessary which would, after approval, remove the old file.

Ofc we do have the tools to do that. What's much more important is to discuss what the impact would be.

And more realistically is that we are not going to just pop out of the blue and say: These are the changes! I'm specifically asking for input from those who would be affected by any change from the status quo. *;)

Interesting discussion, thanks for inviting me to this @Tyberius06, and sorry for posting in the wrong topic.

First things first, english is not my native language, if anyone feels offended by my words, please feel free to correct me, it is not meant that way!

Not like the most of you, I'm just back into SC4 for a few months, after nearly ten years of abstinence... So I'm not familiar with a lot of things in this community, and I sure did not have a lot of these endless discussions, that come up over the years. But I do know them from a lot of other places and communities.

I develop software myself, in my case mostly open source. I try to live the idea, where one can do something cool or good, and share it just for the love of it. That's what brought up my question. If I could ever bring something for this game on the way, I would really like to share it under a "GPL-like" license. As long as I'm mentioned.
We live in a time, where things get faster and faster. So if I will be mentioned for my work in ten years, I would be happy, where ever it is uploaded. In my projects I use so many libraries and other extensions, without these, the software wouldn't be half as good. In my opinion, this is the way, software should be.

And in my understanding, development goes only further, if one can build on the work of others. So I like to share.

But all this said, it doesn't solve problems from the past, so my suggestion for this would be:
If an author isn't available for a specific time frame (let's say five years), the work will then get free to upload and share, as long as he is mentioned. I'm not sure, how this is handled in other countries, but for what I know, the copyright for music is only running seventy years. If the rightful owner of this work wants to extend this, he must say so within the seventy years. If not, it gets; I think it is called public domain. In this way, all can profit of ones work, but the ownership is protected, as long as it is needed. You can even hand your rights down to your children and grandchildren... :)

Adapted to SC4 I would prefer a slightly shorter time span, I would say something around five years. And for the start of changing things, let's say there is a two year period, where things are left, as they are right now. In these two years one can claim the right for his work to be not uploaded.
The standard license for every new upload from now on should be this, or the author takes another license, but he has to opt-in for every license change (avoiding to choose no license!).

In this way we could share a lot of things, that are otherwise lost. And we respect the rights of authors, but we do accept the fact, that a lot of people simply doesn't care anymore about there work from years ago.

Regarding SimCity.cn, the fact that they're redistributing content without permission has been long known, but it's kind of been accepted given the difficult situation under which the Chinese SC4 community has to operate.  The "Great Firewall of China", as it's often called, has, at various times, blocked Chinese users from being able to access Simtropolis and SC4 Devotion.  Them uploading the content onto SimCity.cn is pretty much the only way many in the Chinese community would even be able to have custom content for the game.  It's also a large part of the reason why, despite there being a sizable SC4 community in China, which produces quite a bit of its own content, we see very little of it here on the other side.

Indeed, I would theorize that part of their registration restriction system is partly a matter of ensuring that only the users affected by the Great Firewall are using the site to access this content, but may also have to do with government restrictions and/or bandwidth considerations.

As far as content accessibility goes, the ecosystem we have on the LEX is close to being able to allow us to actually assemble large packs on-the-fly with a single click.  There has been some behind-the-scenes progress on that, so stay tuned.

So i am glad to see this topic has gained so much traction. I really think its time for the mods available to be packaged in a streamline option for players looking to get into simcity4.  So my suggestion is this:

Major modders and reputable simmers should vote on the essentials content.

    - mods that are known to function 100% without CTD and are used to improve game mechanics for the additional content. (slopemod, Ind duplicator etc)

-Mods for terrain have been around for a while and there are many options that should be consolidated under one encompassing installer. most people only play with one particular style of terrain mod. but some like options. those modders will go the normal route of swapping files after install but they will be available.

OBVIOUSLY  the NAM and all associated portions. RAM, RRM, SAM etc... part of the overall installer.

The rest of the installer should provide options for the grow-able portion of the game.

If BSC is selected it should include all the top rated 100% functioning mods for BSC or something along those lines. all the batters really should make one large dependency pack for their creations. it would be wonderful to have one DAT file that is a go to for everything and therefor no big ugly boxes.

i have some other ideas on this but this is just a basic outline i have in my head about it. im sure everything has been touched on already but i appreciate the feedback :P

I got bored and decided to mock up what a possible app would look like if it were coded by somebody who knows what they are doing.... the app would create file structure, maintain the dependencies requirements and notify the end user if there is something missing.  it would remove the install process we currently have requiring an install of each mod separately (the bane of my existence) . It would link to Simtropolis for user information and tracking. also any updates to mods would notify the user and they can install the updated model or package on the fly.

Comments and criticisms welcome.  I hope i uploaded the pictures right.

I used to have an amazing plugin folder where I had used PIM-x on everything to make it CAMpatable  like 4 years ago that got deleted during an OS update. Whenever I see a NAM update I want to try it out but the thought of spending days building up my plugin folder and editing non CAM files is way too much so I basically am never going to play SC4 again.

And I really want to play it again.

So please everyone let people share plugin folders or there will only be a handful of people playing SC4 and experiencing the awesome content that exists for this game especially NAM

Although my publication of custom content is next to nothing (just a few maps), I will be updating the descriptions to authorize these things and also include it in anything I make later on:

    * Redistribution to other sites, without my permission required but with due credit.

    * To re-host the files in case I am both absent for a long time (1 year or more) and the file gets lost from the site in some eventuality (server crash, server migration that didn't catch all the files, and so on).

    * For people to make derivative maps based on the ones I've created, and to publish them, with due credit but no permission required.

    * To bundle my content for either individual distribution or mass distribution, either within the site in which it's hosted (in this case Simtropolis) or in partner sites.

This would be the way I'd future-proof my content to avoid issues with the big dilemma being discussed in this topic. For me the mindset is that this content, being made available for free for others to enjoyed, is meant to be shared, and should not be restricted beyond acknowledging its origin.

New players resorting to ready-made plug-in folders are very unlikely to want to keep everything that's given to them, at some point they'll want to swap in or swap out certain content elements to gradually customize their experience to their liking.
