Sounds like you need datpacking for the greater the size of the (uncompressed) plugins folder the more unstable the game becomes. Look for the JDatPacker on the BSC LEX.

Datpacking is definitely worth doing, but for my particular system, the zooming out and crashing issue is something to do with the game engine, I think I may have read it might have something to do with a buffer overflowing. That's not to say that would be the case for everyone though, I've read at least one post with someone who reported the game stopped zoom crashing after datpacking. This is all to say,  on my particular system, I can have an empty plugin folder and my game will still crash if I zoom out too fast. The game is unplayable though if I don't have the majority of my plugin folder datpacked.

Making heavy use of MGB diagonal fillers, I like the rural ones in particular and use them constantly. I used to get annoyed that using them would change the zone/wealth texture from dirt to grass, but using one of RVT's SAM streets and the included scripts, that can be avoided entirely. RVT SAM 6 adds fences to ag zones which I think is excellent. Still not proficient enough at RHW to actually use it casually.

You might drop a query to "rsc204" about your CTD problem. 

I believe he told me that my zoom problem was caused by my dual-core processor.  SC4 was not originally designed to operate with a dual-core -- I believe.

I could be wrong about that -- but he is THE MAN -- and may be able to help.

If your computer has a dual core processor, go to your launch options in settings (at least that’s where it is in Steam) and add -CPUCount:1.  This will make sure the game runs on a single processor instead of trying to use both, which can cause CTD, especially when zooming.
