Looking at the pictures -- this resembles some old pictures of German naval barracks I stumbled across. 

It's not a "dead ringer" -- but it might work out OK.  Won't know until I "plop" a few and play with the idea.

The more I look at my old "billeting project" -- it isn't up to snuff.

Capacities and the like? I'm pretty sure all of that is done with the SC4 Plug In manager, you can probably make it a landmark if you want to plop it.

Yes, I'm using the plugin manager, and I think I see where you change the capacity, but I'm not sure how it works. What value would I use for a CS$ and R$ building this size?

I believe 'capacity satisfied' is where that is done, I've not made any commercial or residential lots yet so I might not be the best to answer this one...

The reason for the crash is probably the file format of your textures. The program doesn't like PNG or TIF or BMP. use JPG

Do you mean job capacity? Search for the Capacity Satisfied property and raise it to your liking. The values there come in pairs, the first one is the job type, the second one the amount.
