About This File

Let me introduce you the most up-to-date and tested mod collection covering the whole ST exchange for SC13k! I made it for those who wanna dust off the game again.

For the casual player it is very hard to collect and organize mods of the site... not knowing which one is compatible with which one, which version to use, etc. There are mods in different categories and it's hard to get an overview. I myself have spent several full days while checking out each mod and organizing them for my game... so I decided to perfect it and share it with the community.

I used the SUGC mod pack as as starting point then downloaded the newest version of each mod from the site to check if there's any update. Then I copied the newly downloaded files one-by-one into the game folder to check for compatibility, or if the several versions available for download are needed or not (obsolete). Then I went through the site once more (or maybe twice) to check for additional mods that I find interesting and useful for the player. Then the collection started to formulate and finally reached its remarkable 110(!) separate mod count.

Compatibility is tested for each of the given mods with the latest version of the game (v10.3).


What is found in the files?
When you extract the main zip file you'll get 5 different zips:

  • 2020ModCollectionSC13k-mods.zip
    • This is the main container with all the mods. You just have to copy the package files into your SimCity installation's SimCityData folder. The SimCityData folder in the zip is to show guidance and help you not to be confused.
  • 2020ModCollectionSC13k-scripts.zip
    • This is the auxiliary container with all files that have to be copied to your SimCity installation's SimCityUserData\Packages folder. The SimCityUserData\Packages folder in the zip is to show guidance and help you not to be confused again.
  • Project_Orion_3k_Extended_Boundary-mod.zip
    • This mod is in a separate zip because you might not want to use it to extend the city boundaries. If you want to include, you just have to copy the .package file into your SimCityData folder.
  • COT Crossover All Roads-mod.zip
    • This mod is in a separate zip because it's only compatible with Cities of Tomorrow expansion pack. If you have the expansion pack, you have to copy this .package file into your SimCityData folder and forget about the other one (Crossover All roads-mod.zip).
  • Crossover All roads-mod.zip
    • This mod is in a separate zip because it's only compatible with the vanilla game (without Cities of Tomorrow). If you don't have the expansion pack, you have to copy this .package file into your SimCityData folder and forget about the other one (COT Crossover All Roads-mod.zip).


Installing:
1. Delete for previous mods from your SimCityData and SimCityUserData\Packages folders. Only the original game files should be there.
2. Copy the files to your SimCity installation's SimCityData or SimCityUserData\Packages folder respectively. Check the above description for each zip for details.

Adding/deleting mods:
The mods are numbered and categorized so that you can decide on your own which one you want to keep, and which one you want to extend. You can also insert any mods you feel like. The mods are loaded in alphabetical order, that's why the numbering was added. This way compatibility can be ensured.

Important:
You need to start a new region, claim a city, save, exit and restart the game because some mods only work properly from then on.

I've spent several days bringing this to you guys, unfortunately I was not able to create an installer for it, so you have to manually copy the files, but it also gives more possibility to customize for your own needs.

I have an issue with placement. everything works fine (except placing regional roads, the roads are placed around 10 meters above where my mouse cursor is), but i cannot place any buildings, except residential, industrial, and commercial) outside the city. No matter which direction. I can only place schools inside borders. I can see the placement-dots for placing buildings close to the normal city border, but it dissapears oncy my cursor goes outside this border. any fix?

Try to add the mods one by one, or by groups. The numbers before the filenames helps with  the grouping. Start clean and increase the mods gradually until you find the conflicting one. Pay attention to the two separate destination folder: SimCityData or SimCityUserData.

It is a limitation of the project Orion mod. It can only build RCI buildings outside of the original city borders. The rest have to be inside it. The cursor de-placement is also an issue there when building roads.

EDIT: With Orion you can indeed place any building outside of the city borders, but onle in North and East direction (not where the boundary is shown). Maybe because the direction you wanted to build was South or West?

You can only build RCI with project Orion and have to use the dedicated menu from it. It is best to do it like: create a new city. Draw a road rectangle around the original borders. Save, and exit game. Restart game and resume map. Plan thing carefully inside and outside your old and new city border.

 

Edit: Not true, you can build anything but only North and East of the original boundaries.

I have issues with:
A. like @epicsamg - i also get the population/worker/happiness display bug.
B. Main issue i have is with the roads - they are functional for using and plopping on them, but when i connect two different roads - they are connected but cars won't run on the connect road (will U-turn at the intersection).
Tried plopping a building on the connected road to force sims to get on it - and then i'm not getting cars at all in the city (not even "just passing through" ones), building won't populate.

Hope you can help me, as the roads issue making the game unplayable... if can be fixed, i'll feed back more issues as i play along. :)

I checked the roads issue with mixing both regional and local roads in the Orion mod included and the traffic is fine. I attached a screenshot with this setup - even though I know it isn't help.

Have you start over with a fresh new city/region? If not then that may be a problem, but otherwise I have no idea unfortunately.

I post here because Im playing the full version SC2013 with all updates, fresh Origin download and only this mod (which includes so much that makes the game more enjoyable than the raw version. I understand that this mod is a collaboration of several mods; thanks to twinzens for uploading, otherwise I may have just played a few days and quit due to bugs and other game frustrations.

My previous post explained resource issues, but it is determined that the Orion Mod has skewed the resources and other tables off its visual city grid causing me to search for the resource using its extracting building (i.e. mine, pump).

I am unsure where to look in the mod for unemployment and worker issues, but something is not communicating correctly.

I know this is an old game, I would love to see a bigger and better version, maybe a total collaboration of SC4, SC2013, Skylines, etc. I just need some direction to start making corrections, because it seems nobody plays anymore.

I don' t know which mod can cause it, but I would go for these two (they are the only ones interfering with RCI/employment):

New RCI 1.1 (More Workers, Shoppers and Freights)

Raw files are 360_*.

Improved Worker Data In Rollover

Raw file is 770_LOOK_UI_ImprovedWorkerDataInRollover.package.

Good job with finding the bug for the Orion plugin. Yes unfortunately they couldn't manipulate the maps with increasing the size. I would start a new city, draw a road around the boundary, put down the facility for resources I'd like to use (raw materials, water) then would save and restart for the larger map advantage. 

 

EDIT: I looked into it once again, and isn't it because you don't use the real population mod? That's the reason the total numbers are inflated, however the rest are the real simulated value because that's what is used by the rest of the RCI mods?

Thanks so much for this mod package. You are amazing. I was having a crash problem too where I could not get the game to open after installing. I am running v1.0.4 on a Mac. I pinpointed the issue. Any of the "500_BUILDING" mods cause it to crash upon startup. I wonder if there is a fix.

Elevated Railway (ELTrain by Oppie) won't work if "Roads with no Traffic Lights" installed. Cannot attach elevated railway to station and also cannot abolish it.

I can make the first City no problem. When I try and start another in the region i'm stuck on a loading screen.
Any idea why this might be happening?

A work around is to not click on a new area in region view, and while in city view click on an empty space...

I would go deeper as the 500_BUILDING_* files are coming from different mods that has no connection (I just grouped them for the sake of convenience). Maybe only one of them is causing the issue. It's worth checking out. Unfortunately I can't test on mac.

Sadly the game is "unplayable" with the modpack i even deleted the Modpacks that could cause Errors like 500,360,770..

does someone has an "fix"?

Does anyone know how to install these mods when using the EA app instead of Origin?

It seems any time there's a "SimCityUserData" folder, even if it's empty, you get on launch:

"ERROR CODE SMCY-24: Error while downloading SimCity." and it forcefully switches to Multiplayer mode.

As soon as I delete the folder, it works, but this makes it impossible to use the mod pack.

 

Edit: It seems to work if you install the game outside of the Program Files folder, for example under C:\SimCity

Known issue: Streets with no traffic lights won't properly shows the guides and you might end up with not enough space for two high density building back to back. It also messes up RCI and neighbor connection (no commute), so rather use original roads for zoning, and connection to the city.

Here's another question for the 3 people in the world who still play this game.

It seems I'm unable to buy ControlNet from other cities with this mod pack installed. The option is there, but after I click Buy, it turns off again within 1 second (the "Stop" button changes to "Buy" again). There's more than enough ControlNet available in the neighboring cities and I've tested it with multiple cities/regions.

Any idea whether one of the mods in the pack might be interfering?

Hi All, I've had this work fine on a previous install, but was having trouble getting it to work on a fresh install.

After lots of fiddling, I believe I've it worked out. Thought I'd share here in-case others also have issues.

By only using the two top zip folders,

  1. "2020ModCollectionSC13k-mods.zip" &
  2. "2020ModCollectionSC13k-scripts.zip"

Not using the other 3, COT, Crossover, Project_Orion zips. I now have;

Trade Depot = 10 x lots, 10 x garages. Trade Port = 30 x lots, 17 x garages. 48 x add-on buildings for the Elegant Casino. 18 x Pumps for the Water Pumping Station. Etc....

I've not bothered trying to add the other zips separately to see what happens, they don't appear required, as I've got great zoom out view, all the extra roads without traffic lights, one ways, roundabouts, etc, all the additional placeables, RCI Hotels, etc.

Also got the same issue here. Some maps dont allow regular buildings (not RCI) to be placed outside the city border. Some buildings work, some do not. Ive installed Orion correctly. Anyone managed to find a fix?

Hi all,

This looked incredibly promising, but I'm having an issue starting a new city: I place down my first road (one of the vanilla roads) and zone it to start getting sims to move in, but they never do, and the advisor still is prompting me to zone. It's as if the zoning tool is either not working properly, or the interchange on the regional highway is broken not allowing sims to flow in. Any ideas?

hey i am having a little trouble with the pack 
1. the Road and building placement is off center (i cant place the roads and houses where my cursor is but at a varying distance away) 
2. i can´t assign living, market, or industrial zones in the larger map parts, inside the normal map size however i can assign them to my liking 
3. when i assign zones i dont get citizens and no new propertys are being generated. 

hopefully someone can help me find a solution as i realy wanna try the  mods

There are only a handful of SimCity13 posts in 2025, but I'll summarise to save everyone time.

Games like SimCity 2013 and Spore got a 2024 update from EA. The community thinks it's likely a server-related patch, potentially preparation for taking their online servers down.

As for the modpack, many mods completely broke after the update. Unless someone has a full working version and can share the mod list, I fear we will never get to experience the same modded SC13 game from 2020-2023.
