After some experiments, having underground highways is the way to go in this game.  It's lot of extra work, but well worth it. 

Never thought I could have Mansions live healthy right on top over a Highway :)

What I do is use use the Hole Digger/Raise Lot and build a trench first,  and then lay down Ground highway.

After the tunnel is complete,  I allow 1 block square for Ground highway out of tunnel and destroy rest.   Then use the Avenue for the 2nd Block square to connect to Avenue crossroad
