About This File

SimCity 4 has a lot of cool disasters but I feel there's a few missing ones. Over the last year, I accessed some of the files and even contacted EA. Luckily one of my relatives is friends with someone that works in EA and after talking to them, they gave me the specific source code I needed. 

Note that I was told I'm allowed to distribute this mod as long as I don't sell it otherwise big scary men in black suits will show up to my house and destroy me.

This mod will add new disasters from the game that I thought were missing. Some of these were already coded in the game and some me and my super intelligent coding buddy created this. Combined with my designer room-mate and animator, I was able to create a mod that may just be in the same calibre as NAM


New Disasters:

- Epidemic:

Inspired by a certain virus which shall not be named here, this was the first disaster I made and it's what gave me the idea for the mod. You can click on a specific region of the map and as the game months go by the sickness rates will increase and spread. The longer you hold click on the area the more severe the virus. (Similar to the "pandemic" event in SimCity Societies.)

Like fires & riots, it can be set as an automatic disaster too

The duration of the pandemic depends on both the initial severity and how well you handle it in-game. If set as "automatic disaster," then epidemics will happen randomly. Lack of health coverage/funding will increase the chances of an outbreak occurring and they will be more severe. Health advisor will pop up every few months to tell you the current death toll, cases, and how many have recovered. 

Note: Disease research center lowers the chances of outbreaks by 10% to 50% max depending on funding. This building is REQUIRED in order to make a vaccine. The higher the budget, the faster a vaccine will be found for the virus (advisor notifies you when they do!).


Tips: Have good hospitals. Hospitals will be at over-capacity. You can also build graveyards freely, as they will fill up as sims die. You get to choose, your sims health or your economy.


- Tsunami:

For coastal cities (Land must be at least 30% water) you can trigger a tsunami. Like earthquakes, click the area on the water (the longer you hold it the bigger the wave). After anywhere from a game day to a game month, a tsunami will come and flood your city. 

Tip: Most buildings flooded will be abandoned or destroyed after. It was tricky figuring out the which buildings can tolerate or which can't.  Water effects still under development!


- Hurricanes:

This one took me a long time to make. Luckily someone already made a good cosmetic template and I was able to figure out how to animate the trees. All maxis flora and PEG's have been animated though I will do more trees in a later release. 

Hurricanes can be automatically activated but they will happen in any map, even non-tropical ones. Then again, you can assume they're just a bad storm :)

The category is random when automatic. To manually trigger a hurricane, click on any area and hold the mouse. The longer you hold it the more severe. The general advisor will tell you ahead of time (usually 3-14 game days) how severe the hurricane will be and the expected landfall. They will last anywhere from 2-10 game days. Like tsunamis, floods will be simulated too and cause abandonment. Some trees will be uprooted depending on severity. Power outages are simulated, though they are random. After the hurricane, power will be restored over the course of several game months/years. 

Note: Hurricanes will also appear in regional view, super realistic:

Still working on making those clouds look more realistic. Hopefully these were okay for now.


- Wild-Fires

Pretty straight forward, similar to the normal fire disaster, except it will SPREAD fast, depending on wind direction. Can be automatically enabled, where the disaster will start in poor fire-fighting areas. Normal fires can also become wild-fires too. These can be severe and will literally burn your whole city down if there's no firefighters nearby!


New ordinances have been added to the game. These include:

- Evacuate: When enacted, sims will evacuate whenever a disaster warning is in place. Make sure to disable it otherwise citizens don't come back! Useful for wild-fires, hurricanes and tsunamis. Can also be used for wild-fires too!

- Quarantine: When enabled, Sims will hide in their homes and only leave when necessary. Restaurants, bars and small business will close and you will see less cars/sims on the roads. The monthly cost is proportional to the size of the city. Positive effects is cases will stop increasing and even go down, however, income will also go down and you may notice job zots appear as sims lose their jobs. If left on long enough, businesses such as restaurants will become abandoned. 
This ordinance prevents sims from leaving the city too which prevents potentially spreading the virus to other cities, creating epidemics on other regional cities (The closest thing to a "pandemic" I can make with the game limitations.)
Note: After 6 game months, mayor rating will start to plummet until the quarantine is de-activated. This effect will last about 10-50 game years afterwards. Do NOT activate this mod when there is no epidemic or your whole city will be abandoned after 6 game months!

- Mask Mandate

When enacted, sims will be required to wear masks to prevent the spread of disease. When enacted, sickness will go down and cases will decrease during epidemic. Monthly cost is proportional to the city size. This mod can be enabled without epidemic (useful when hospitals are over-capacity) though negative effects still apply.

Negative effects include the Mayor rating going down the longer you enact it.  Crime rate will increase from 5-25% and the chances of riots will increase to 50-80% in the first 6 game months before lowering then increasing again after a game year. Abandonment will happen as citizens leave your city unhappy. Jails will fill from the increase in crime rate.

Some minor bugs:

- BACK UP YOUR CITIES BEFORE THIS INSTALLING THIS MOD!! The game disables saving during disaster by default so I was able to enable saving. There is a bug where saving DURING an epidemic will upon reload cause your cities health to go down to the lowest value possible permanently. This will spread to other cities too! (hence the "epidemic")

- Some trees will remain static during hurricanes as they have not been animated yet.

- May cause minor frustration

- Commercial demand will go up during epidemics but will abandon if you zone new ones

- Game will crash during an epidemic unless you wear your real life mask during the "mask mandate."

- Triggering an epidemic may actually make you sick. Make sure you have a good immune system before installing this mod! If you do feel symptoms of a virus, just uninstall the mod and you'll be fine.

- Hurricanes crash the game about 50% of the time

- Tsunami water may not be wet enough

- Taking a screenshot during a hurricane will crash your game (and PC sometimes.)

- Taking a picture of the screen during a hurricane with your phone will crash both the phone and your PC.

- Using the "evacuate" ordinance during the "quarantine" ordinance will crash your game and fry your computer's motherboard permanently.

- If your power goes out in your home during the hurricane/tsunami disaster, just uninstall the mod and power should be restored.

- Wild-Fire fires may not burn hot enough. If they do however, your computer may explode.

- Epidemics are based on radiation in-game. Sometimes after epidemic, demolishing research center will cause a permanent pandemic until your entire city becomes abandoned. This is a permanent effect that will happen even after obliteration. If this happens, both your city and backups will be permanently affected and the only way to fix it is by uninstalling the mod, reformat your PC's hard drive, then and reinstall SimCity 4. Open the game, then open the first tutorial map. If even Timbuktu has COVID, then yeah idk what to tell you. I'm still trying to figure out how to fix that bug too. Sorry if it happens to you :(

How to install:

1. Copy the Epidemic, Hurricane, Tsunami and Wild-Fire folder into your plugins folder

2. Make sure the folder loads after NAM or it won't work. If you have NAM installed, rename the hurricane and Tsunami folder: ZZZZ_Tsunami and ZZZZ_Hurricane. It HAS to be EXACTLY FOUR Z's! Not 3 or 5, but 4! 

3. Epidemic can load before NAM, but make sure it loads after CAM and SAM. If you have CAM, make sure you use an "X" in front of fire and epidemic and with a "D" in front. Like rename the folder DX_Epidemic and DX_WildFire.

Note: If you have other mods like SPAM or SHZAM, make sure you use "FX" as a suffix for the folder name or "GX."

4. If you have CoriBoom's Members immortalized mod installed, then disregard everything above and create a new folder in your plugins. Name it ZZZZZ_Disasters and make sure you copy your four folders in there. It has to be either 4 Z's or 5 Z's. If you have any custom buildings, make sure they load after it but NOT before Corina's mod or else. Make sure you use 2 or 3 Z's if you find yourself in a tight spot. 

5. Copy BOTH the source_code.bat and source_code.dll file into your maxis folder. If you have the game on steam copy the files to: C:\Program Files (x86)\Steam\steamapps\common\SimCity 4 Deluxe. Otherwise copy them to the C:/Program Files (x86)\Maxis\SimCity 4 Deluxe folder. Copy the "ordinances.dat" file into your plugins as well.

6. Copy the disasters.dll file there and also copy it to your plugins folder.

7. Copy the speed.dll to your plugins folder. Put a "YS" in front and rename it to "YS_Speed.dll" just because it looks cool.

8. After that, carefully start the game and monitor everything. Backup all your cities beforehand. After that, you should see the new disasters appear.

9. If you have COVID-19 or know anyone that has the virus, then copy the "vaccine.dll" into your plugins. Then copy the rest of the files in the "epidemic" folder directly into your plugins folder. Make sure each of the files are EXACTLY in alphabetical order, that way if the folder catches the virus, at least it'll be immune.

10. If you follow step 9 and start feeling ill, simply copy the "vaccine.dll" file into any folder you feel needs immunity. It's for the best.

11. Start the game up and enjoy your disasters!


To edit EA's source code so you can make some cool disasters too, simply right-click on "Source_Code.dat" and open the file with notepad. There you can edit the contents as you please!

My PC whiz'ed on itself when I DL this mod. I think it's was scarred this mod is way to real. Really cool idea and creative. *:thumb:

We need this now.  Disasters are untapped potential, and this will go a long way toward modernizing the game.  Building styles have changed over the course of 18 years and this has been reflected in the BATs, so it is cool to see other components of the game get updated as well.

This is pretty cool - just amazing how much we can do with this old game. Unfortunately I'm feeling a little poorly after trying it out so I'm going to have to lie down for a while...

I hope this works because I've always wanted more disasters, especially hurricanes, flooding, wild fires, etc.  Now all we need is a snow blizzard.  :) THANK YOU SO MUCH for giving us this gift!

Its a bummer that SimCity 2020 never made it to the shelves of my favorite brick and mortar computer software store, but Im glad to see that all of the disasters of 2020 are now “in the game”. *:rofl:
