Are any of your cities duplicated in that folder? I had an issue where one of my older cities had 2 files and it caused region census to fail. I had to remove one (the one with the older last modified date in properties) to get it to work. Also with big regions like this, you may not be able to export as png. I can only do jpg for my mega region, even with 4gb patch applied. Hope this helps!
