The file contains different surfers and windsurfers as ploppable Lots for water and land. Also mayor menu ploppable surf scenes for your beach.
There are different folders for surfers and windsurfers with and without neoprene suits, so you can choose which one you want to copy in your plugins folder or simply use them all.
The ploppable surfers are in the park menu, the surf scenes in the mayor menu.
The surfers are in HD resolution.

In order for the contents of this package to display correctly by taking advantage of the new DLL Mods requires the complete installation of the following dependencies (the below listed dependencies are covering a full install):

Submenus DLL - You need it to get the package submenu working.
Compatible only with the digital version (1.1.641) of SimCity 4 (Microsoft Windows and Linux only).
