Ordinance Overhaul Mod
This is a mod I did because of the general lack of interest of maxis ordinances, most of them being useless. I searched for an overhaul mod, but didn't find what I was looking for. A quick learning in the forums, and I made this, it is modified to my taste, it might not suit everyone ...
This mod tweaks and modifies ALL ordinances. The general goal is to give more power to ordinances, making a true impact on your city, both in good and bad effects, and introduce the old parking fees (instead of the CPR training). I also replaced the ordinance descriptions by a list of their effects for more clarity in game (as seen in the 2nd screen).
Installation :
Unzip & drop in your Plugin folder, located in your documents (User\Documents\SimCity 4\Plugins).
You have to choose either the full package (OOM - V2.0.dat) in the “Full Install” folder OR choose the ordinances you want in the “Custom Install” folder. I encourage you to take the full package because I tried to make it as coherent as possible, if you only pick a few thing, coherence will be broken.
If possible, make sure this mod load AFTER NAM, otherwise, the clean air act will be overwritten by NAM custom version, the best way is through folders correctly named.
Dependencies :
NONE (it’s just a mod after all).
Conflicts :
This will conflict with ANY ordinance mod such as Carpool Incentive Program Ordinance Fix, SuperSim Jackpot Lottery Ordinance or Super Demand Ordinance.
A word on NAM : NAM modify the Clean Air Act to make it reduce the pollution by car traffic by 60%, which is MASSIVE, I decided to take another approach, and distributed the bonus on various other ordinances.
If NAM is last in load order, NAM version of the ordinance will overwrite mine, to have this mod running completely alongside NAM, it must be loaded AFTER the “NetworkAddonMod_Traffic_Plugin_Z_X.dat” where X is the simulator you choose (medium, low high, etc …) in your NAM folder, easy way is to put it the auto created ZZZZ_NAM folder.
