Neighbors: We took a look at the traffic and made many recommendations which were overwhelmingly endorsed by our Cims. Franklin's underground highway got most of the attention and deservedly so since the bulk of the traffic is to or from this oil producing region. The council wanted to highlight some attractions and marvels added for all our enjoyment. The Pegasus Monument is homebase to the Foggy Heights bus terminal and also the Populous Underground Incinerator. To the right of the garbage truck is the large red brick bus station. Hermes Bus Company wanted a "winged warrior" monument and said yes before knowing it was Pegasus... yet they are happy with Pegasus. In the distant left you see the skyline of Ashton and to the right the skyline of Foggy Heights high-rise/commercial and ore industry. Commercial wanted "something unique"... so, why not a castle. a grounded British frigate and a Wagnaria Restaurant? First question about the castle was,"Where is the door?" Seems you have to slide between the section walls! Prudential tower sits straddling Barlow and Foggy Heights. Such a fuss commercial made over it's exact placement! A compromise let both districts bask the radiance. Got a big storm coming and summer is about to end for this year. The city purchased snow plows and a plan for street clearing is being hashed out. Natural gas supplies are ready for the worst winter as A123 Solar, Ener1, Beacon Power, Ecotatity and Evergreen Solar promise viable solutions to winter's wrath. Mayor (Acting) Haylo Stachoo

Well, now I know where my Cities: Skylines files are! Had to dig into the Time Machine and J. Garner is back. Seems much of what I did in J. Garner will have to be rebuilt, basically the city is good to go. After the Ferrari left me walking and my wife picked me up, we took a little drive aroung Franklin to the Donut Mall, 3D Cinema and Church. That's us in the Caprice station wagon at the end of the line as the light turned green.

Real life interrupts the fun. I did some updates last night and today the city of J. Garner vanished! Following advise on where to find the file have failed and I am left with the beginning of Rockford Height's or a newsave.crp that was the beginning of Welkgrim Abby. In the meantime while I assess what to do I will post the remaining snapshots of J. Garner.

Rode over to Frankin -- not in Cousin Carl's Cadillac -- but in his friends Ferrari F430 while listening to, "The Art of Driving in the Rain" from a CD. We investigated the Franklin interchange finding it's size and usage questionable. Enzo (legally changed name from Frank) drove exceptionally well and kept a decent speed when he could have put me in a panic. Anyway, we used some photo's from our Junker's adventure and made notes to bring back to Walter, er, WAT. A mobile phone call and my willing assistant had a family emergency that left me to walk the streets while waiting for my wife to pick me up. An hour later (she had groceries) and here is our Caprice station wagon! The shift workers that recognized me wanted to know, "Why no limousine?" My answer was immediate, "It's paid for and we just replaced the transmission, so I want to get my monies worth!" They nodded and off we went. Back at the office with heads reeling from agonizing over the details a plan was hatched and signed. Almost overnight a reinvigorated cargo access and commercial development sprang to life. We are happy. Now, what will it take to get Commercial happy?-

What to do? Traffic entering Briarwood’s Wood Industrial area was backing up into Timboh’s Turbine Intersection causing a major headache. The old exit strategy of only right turns had reached maximum and the choice demanded an exit only for the industry. That done, the line formed again and a new bottleneck at the end of the ramp to the road began. So, how about this… move the exit ramp to dump everybody into the back of the industrial area? That would not conflict with those entering towards the residential and give local delivers a shorter delivery distance! It took longer to fill up the additional length the exit ramp took, but it did clog again. And, even making the roads one way, so there was no opposing traffic, helped until fires highlighted the problem the fire department had in reaching and dousing the flames in a timely manner. Then epiphany! Why have only one exit to one street? Why not one exit to three streets? Spreading out the ramp choices gave the garbage trucks a better return path to feed the Populous Advanced Underground Garbage facility; gave the local deliveries three avenues to proceed: gave workers three ways to get to work and gave us all time to sip our Muzz Buzz coffee and munch on Franks Fish Sticks. As you can see, it worked. A note about Muzz Buzz and Frank’s. Muzz Buzz coffee is ground on the spot using your choice of bean from anywhere coffee is grown. You can mix to please! Frank’s Fish Sticks are from your choice of fish or crustacean. Baked, broiled or fried with spices and seasonings to bring out the best flavor. J. Citizen Alert! My fellow J. Garnerians, please be mindful because of the rapid rise of the "high-rise" you should not move your Freestride to the roof! Fatalities from falling equipment include not only the user, but from people on balconies and pedestrians.

We are getting better! Our citizens enjoyed one of our most efficient and time saving changes to our highway. While Timboh’s 3 tier Roundabout interchange was good with normal traffic the surges from the daily rush were causing impossible traffic jams. Our interchange of choice — Timboh’s Turbine — opened at the peak of morning rush hour and handled traffic with ease. Please listen to these words of advise from our Highway Patrol Chief: Junior Brown, “I got a star on my car and one on my chest, A gun on my hip and the right to arrest I'm the guy who's the boss on this highway So watch out what you're doin' when you're drivin' my way If you break the law, you'll hear from me, I know I'm a-workin' for the state I'm The Highway Patrol. Well, you'll know me when you see me, 'cause my door's painted white My siren a-screamin' and my flashin' red lights I work all day and I work all night Yes a-keepin' law and order, tryin' to do what's right If I write you out a ticket, then you'd better drive slow I'm just a-doin' my job, I'm The Highway Patrol. I'm the Highway Patrol, the Highway Patrol, my hours are long, and my pay is low. But I'll do my best to keep you driving slow, I'm just a-doin' my job, I'm The Highway Patrol. If your driving to fast, like you shouldn't do, you can bet your boots, I'm coming after you. If you wanna race, then get on a race track, cause if you try and run away, I'm gonna bring ya back, I'm here to keep all the speeders driving slow, I'm just a-doin' my job, I'm The Highway Patrol” Thank you Chief Brown. During the transition to our new Timboh’s Turbine Interchange we suffered losses to our bus maintenance department that maintains our older GM buses. Our condolences are with those families. This brings the future of maintaining the older GM fleet into question since the modern technical schools are focused on the latest marvels of scientific enhancements and not legacy equipment. Sadly our older fleet of GM buses will be slowly diminished and replaced. Transitional training will be provided for those individuals who are displaced by the demise of the older fleet and this training is also extended to those who desire a career in the maintenance field. We are aware that some very highly educated people find “tinkering” so rewarding they have switched career paths into overalls, mechanics tools and a Sunex Creeper. Mayor (Acting) Haylo Stachoo

No sooner did we acquire the Guggenheim Museum than complaints of it being swallowed under high-rises came to light. With some trepidation citizens volunteered to relocate and leave the area to the Department of Parks for beautification. We think it went well!

Many cim’s believe my family and I live atop one of the most prestigious hotels in the city while in reality we do live ground level next to Cousin Carl. Our house sits facing the city center and is backed by the bay, a truly peaceful and exciting place to be all at once. Everyone calls him Cousin Carl, yet I have not seen one cim who has identified himself as a cousin. Anyway, when we moved here from the defunct city of Mycala of SC4 fame Cousin Carl availed himself in the most hospitable fashion. Cousin Carl, strangely, had a concrete pad in the back yard which for a long time sat unused. I asked Cousin Carl why the pad? He said he was beginning his childhood project and that pad was step two. I asked, “What was step one?” and he showed me a basement racked with car parts he had been collecting all his life. Cousin Carl is a restorer! The vehicle that he would eventually drive to our rendezvous with the Junker’s 52 was assembled in an Army surplus tent covering the venerable Cadillac convertible of 1959 series 62. Once he had the tent erected every moment of time was directed toward the full restoration from the frame up. And the color of choice? Seminole red exterior and white leather interior for an amazingly striking sight. Heads turn when this 390 cubic inch beauty rumbles down the street! Ah yes, everybody wants to know how much gasoline of the leaded variety it consumes and is it any worse than a VW? I don’t know and Cousin Carl doesn’t know, maybe Ralphie can study that? This brings us to the subject of Transportation. Private vehicle ownership is easing off with the expansion and modernization of the bus lines. The bus and metro are our principle means of public conveyance. Our new International Airport is experiencing great traffic while our Regional Airport wants to curtail the big jets and concentrate solely on local and short haul aircraft. SchroomBlaze Trucking reports our roadways are overall in good condition and only a few serious areas of delivery delay need attention. We have not as yet reached a decision on when we will replace Timboh’s 3 level roundabout intersection with the Timboh’s Turbine intersection, but many of us feel it only a matter of time. Rail traffic is mostly industrial with only one passenger station to account for. The J. Garner Cim’s would rather have the bus and metro and shun the idea of disrupting neighborhoods with above ground rail. Industrial fires keep our Reliable Fire Department on their toes and we commend the actions of our men and women who douse the flames. Investigations into the fire causes are pointing directly to the turbulent Altgeld Gardens and the inept advice from the anointed community organizer. Sunshine’s Super Mall created a sensation when they beat out the Donut Mall for a Foggy Height’s location. The Donut Mall then picked Franklin to build on condition that no high rises were to be in the same block. The Sunshine Super Mall was the talk of the town and immediately attracted a huge following. The Donut Mall opened under the tremendous media blitz from Sunshine Mall and is slowly drawing a crowd featuring ‘Cronuts.’ Many Cim’s have stopped by to say how good the show is on the 3D Cinema - located across the street from the Donut Mall - and when I get a moment I’ll take the family and then get a cronut! Greetings J. Garnerians! I trust we all exited the year with our homes, businesses, jobs and playthings intact? Our police and fire departments were particularly aware of safety issues during this time. Ya’ll saw the fire trucks (and it is a Ferrara not a Ferrari) making courtesy calls to areas of former intense activity. The Volvo, Mercedes and Sepji Lader add to the growing list of vehicles tending to our city. From the predicament of “Not Enough Buyers for Product,” Industry agreed to allow Commercial to occupy land normally developed for mining or extraction. This arrangement seemed to work, after the extraordinary rebuilding of the Industrial areas, but tax receipts suffered immeasurably. With the investigation complete the first and second cause for the predicament was sabotaged railroad tracks and impossible traffic jams preventing timely deliveries. While traffic is indeed heavy the industrial/commercial service by underground highway has made timely deliveries a certainty. The demand for expanded services (and we really need the Donut Mall, such fun!) will help us relocate Commercial into adjacent areas and leave Industry to maximize its capability. An ongoing project I’m sure! We have noticed visitors to our fair city have this incomprehensible habit of wearing a hat indoors. The only person allowed to wear a hat indoors in J. As voices continue to wish for a smaller community, the same voices rejoice with each new addition the city is able to offer. When the proposal for the Guggenheim Museum and Koothrappali’s Satellite Dish came to a vote, all hands were in the air and not one dissension. Along with Koothrappali’s dish an anonymous donor sent a request for the DB Cooper Forestry College to be added to the Cim State College campus and just under the wire was the Wolowitz Applied Science Center. We heartily welcome these additions and are ecstatic that our students and continuing education enthusiast’’s can find their knowledge base here in J. Garner. Strangely, on the heels of the DB Cooper Forestry College proposal a consortium from Evergreen approached with an impact study for a stretch of land just up the hill from the Cim State College. We all eagerly accepted the study and gave a nod for development. How surprised we were to find Evergreen is a subsidiary of Foggy Heights solely intent on the extraction of ore. We have no recourse and Evergreen did submit and adhere to all requirements. The good news about this is we have exceeded 100,000 occupants for our city. With our block captains demanding to be rezoned to a higher capacity, the days of small town are over. You may have noticed the very diverse architectural styles popping up around J. Garner. The bid process is not limited in J. Garner and proposals from around the world are shaping the skyline of our city. Pretty soon it will be difficult to say whose shoreline we actually belong to! We don’t know how he did it, but Dr. Koothrappali erected his satellite dish in front of Sheldon’s Spot, a half circle park, perfectly aligned to minimize glare while having an overview of the harbor with the breeze at his back. Meanwhile Cim State College has welcomed DB Cooper Forestry College with a grant of ₡200,000 from an anonymous donor. The Wolowitz Applied Science Center(WASC) rounds out the new additions to the Cim State College and Dr. Koothrappali says the position of the WASC is in the area he has already mapped. We do welcome these new additions to the campus and our area making our Science Department on par with Caltech according to Dr. Eric Gablehauser.

While signing a few variances, clearing the way for the Guggenheim Museum and the Donut Mall — Coming Soon — a man swished open my Shirley Temple shower curtain and said, “Hello, my name is Fred M. Queen and I represent the Hermes Bus Company.” I replied, “Ah yes, our districts are served by the winged wonder of Hermes… how may I help you?” Fred instantly chimed in, “Now I’m Here for a Breakthru…” as his words describing the predicament flowed forth, I felt utterly mesmerized by the structure and direction his perception of the problem presented. “…Driven By You and No-One But You, I’m sure Forever we can make a pact Made In Heaven.” I said, “Surely, Don’t Lose Your Head over this and Don’t Try So Hard to push your very eloquent point. I’m Going Slightly Mad thinking our heads in the city did not anticipate the turmoil road destruction and redirection would have on the bus routes. As much as I’m in Love with My Car don’t label me Mr. Bad Guy or The Great Pretender for not considering our friends at Hermes. An effective bus route is crucial to our city. It is Death on Two Legs to never have the bus arrive while Radio Ga Ga gushes love songs.” With a handshake, Friends Will Be Friends and A Kind of Magic solidified with the agreement! “It’s Late and The Show Must Go On, I thank you Fred and take a bow as you exit curtain left.” During the entire visit, with my window open, a parked vehicle was blasting Bohemian Rhapsody… how ironic!

There is a story on how these aerial photographs were taken. My next door neighbor, Cousin Carl, (not my cousin) knows a man who restored a Junkers Ju 52/3m g8e (S). He says it was an aerial ambulance during the later stages of WWII. Jedediah the Pilot said he would be happy to fly us around for picture taking as long as he got permission to do low level passes to the whole city. CTNX declined, but that wasn’t a game breaker. We met at the Regional Airport where Cousin Carl drove me in his 1959 Cadillac Convertible. Boy! We were the hit of the town in that frame-up rebuild. Not having a professional photographer on the city payroll, I brought along my Canon G-11. With the doors open I took hand held pictures while being strapped to the airframe. As you see the results are okay.

The culmination of learning enjoys a pleasant bluff overlooking the work-a-day world. Cim State College gives our students, and future captains of industry, a very robust educational experience in the Populous tradition of Home Schooling. The newly added Book Bank will insure continuing education for those who just can’t get enough. Negotiations may bring the renowned Koothrappali Satellite Dish to our College and, who knows, maybe another Planet Bollywood discovery!

From the ashes of SC4RushHour I have found new homes in C:SAfterDark. Many of my Sim's have relocated and accepted Cim-land style living. -
A short update here from your Acting Mayor Haylo Stachoo about some changes and some direction from the populace. First, we have moved our Regional Airport which coincides nicely with the new area called, “Fun ’n Sun Spot.” We have Motorway, Metro and the Regional Airport to service this happy land which is enjoying a tax-free introduction. We hope visitors and tourists will flock and play! The area vacated by the Regional Airport gave the green light for the International Airport, as, it was the only option available. The tax burden reduced our overall receipts and we have made some road adjustments within the industrial areas to maximize the tax benefits while still providing excellent coverage from Police and Fire. Everyone is excited at the PENTAGON intersection serving Foggy Height’s and Barlow Oil to Ashland and Briarwood’s Woods. Also, the underground highway serving the Commercial and Industrial at Ashland and Briarwood’s Woods to Franklin Extractors made Residential snarls a thing of the past. The original “T” intersection that gave Briarwood’s Woods it’s start has gone through four rebuilds and after our returning city planner has his say we may be upgrading to a turbine intersection to handle the increasing needs of our citizens. One very important point I must make is the overwhelming desire of our citizens to not let J. Garner become a high-rise nightmare. While we do have high-rise buildings appearing our roads would need to be substantially expanded and services geared for those changes. This is contrary to the founding spirit which lives ingrained in our populace. We do appreciate CTNX for settling and employing so many of our Home Schooled graduates. Just in time too as the DDos attack was making life miserable. Foggy Height’s eyes a potential industrial expansion into the ore rich hills near our International Airport. This expansion would contradict the desire for a limited growth, but would bring the budget up to finance public projects. My door is still “open” even though I have hung a Shirley Temple shower curtain (a gift from Captain January) so, stop by and drop your two-cents in. We mean it, we need the cash!

I address you today as Deputy Mayor of the city: J. Garner. Our city has experienced a multitude of problems and through it all our citizens have steadfastly endorsed this office. We are grateful for your support and endeavor to provide the best from this office. In that regard I wish to comment on the excellent coffee and donuts brought to you by Muzz Buzz and Sally’s Donut Shop. It is with entrepreneurs like these that our city will grow and prosper. I have heard it said the coffee and donuts are to get a sugar and caffein high on so my comments are palatable, but I assure you what I say can be swallowed in one gulp. The previous Mayor was not one to keep me in the know on daily routines. I have, for the most part, been a “go-fer” to this office. And, no he did not “step down,” he ran away! — Interruption — I was just handed a note from the city fathers designating me as your Acting Mayor. I am honored! We faced two major hurdles in our fair city. One being the, “Not Enough Buyers for Products” and the increasingly difficulty of driving anywhere. Through our restructuring of the Industry we found some railroad tracks had been destroyed (investigation proceeding) and shoddy construction of our roads and highways. Once the railroad tracks were repaired the demand for Commercial skyrocketed. We are being diligent to met that demand in every way. The condition of the roads uncovered a scandal that may have been a motivating factor for our former Mayor to disappear. One beneficial thing our former Mayor did do was pack the city bank account. We have a surplus that in tough times will easily provide every citizen the basic needs for life and happiness. Michael A. Gingrich has graciously given time to our City Planner, William A. Tweeter (call him Wat) who is changing our highway system for easier driving. You all have noticed the Pentagon highway exchange that replaced two Autobahn roundabouts. No more snails pace, eh? Wat is our first graduate from the Home Schooling Method of Elementary, High School and College. And, while walking the streets he is forever listening to Philip Glass’s Mishima on his iPod. We have exciting things planned for the city and your input in welcome into this thriving community.
