  11. Looks like everything is connected there.. so it looks like you just need to build another source of power. A windmill or two would probably be sufficient to solve this problem but you might want to build another power plant if you're going to expand the city any more.

      It's more of a harbor of sorts. I tried to make a wharf (as there's clearly a wharf on the map) but I didn't have anything for it that wasn't modern.
