EDIT: No, I know that this particular oddity is related to the commute circle bug. What's weird though is that these 9 (yes, only 9) bus traveling Sims came though an two cities largely devoid of work to go to another city with little work, when a very large amount of jobs was literally just next door to the origin of these Sims.

Some interesting texture work right there. Very original, to say the least.

 

On a more serious note though, it might be an installation problem. Check whether you're running the game using hardware or software. Then make sure you have the right setting for the car itself.
