Bugged indestructible tiny object

Same problem with me in the new game. I built a park, razed it, but I couldn't build a new one on the same plot. I zoomed in and found phantom props -park benches and whatnot- left over from the razed park lot. I've seen this problem before, in SC4. I forgot how to fix it, and I'm not sure if it coupd be applied to the new game. -

Here's what happens. I have high demand for industry. I zone for industry. My industry grows, but only like 10 of my sims work there. Even if it's only a block away! If there are commercial zones slightly closer, they'll work there no problem. Here's what I think is up. I need less commercial/more residential. I need to dumb down my sims. What's my best bet?

My cities have awkward road patterns, making highway placement impractical. And when I do use highways, it is more for aesthetic and realism points than for practical purposes. To make highways effective, you need large zones of residential, and a highway bisecting the zone. If the highway takes them to commercial and industrial zones, then it will be used a lot. If you just lay the highway down all willy-nilly where you think it looks realistic (like I do), it won't necessarily be used.

^ was from an old city, West Tyger. It had a sunken highway bisecting the city that mostly took people to the focus downtown city, Tyger. This next pic is from my new city, Luda: The sunken/underground rail is a heavily used commuter option, taking people straight to downtown areas.
