I'm not 100% sure, but it's either one of @Jackxu's or @958517907's T21 mods (probably the former one's)

If you have access to SimCity China, then you can download most of his props from that page:

Unfortunately, dependecy Tabi 747 prop pack out of reach, for this file; come available you have wait these files, restoring evantualy soon,, or release in good faith be posible soon, at least there´s the 744 and 744F at sc4devotion of a 747 400 prop pack but that might only part of the 747 props, A340 props pack ready available at s4devotion LEX. Someone has access to SimcityCN, releave us with those sadly missed SimCity 4 files !

You can (somehow) find the dependency texture here. There are 4 uploads, and the 4th one at least contains what you need. I don't know exactly what's going on here, but it seems that this is a file that has been restored.

Just some info... There were several different versions found of an 'Ftexture' file whether uploaded itself or included in other uploads (some of which pre-date the original on the STEX). The two larger files included in the STEX download include all the elements of those that were found.

The one on the STEX currently is the most commonly used final version. There will be a definitve final version, when we start releasing additional and or updated dependency packs on LEX under the Project ZIP. When that will happen, I'm gonna update with the same final version of the Ftexture here on STEX. If I recall correctly the only difference will be a set of additional diagonal GLR texture, which was/is available with the original NOB GLR stations as a separate texture file on Hide&Seek. Earlier this year I downloaded all the known NOB creations and started rebuilding definiteve thematical mega prop packs for legacy purposes so I was investigating their whole set of creations. I checked and rebuilt the NOB Ftextures including those leftover textures. But since those leftover textures are coming with the respective LOTS which are using them, the currently available Ftexture is as good as it could be.

Looks like CP to me. He released some trees in his megapack, and also released some of his trees as MMP's, although I'm not sure if these are exactly MMP's, or if they are part of the lot. (Make sure to download the dependencies for the plugin I'm linking.)

I've uploaded a set of ploppable forest lots. I should mention that I'm using Girafe's trees, which have a vastly different style than CP's trees.
