If i'm not wrong this picture correspond to bullet train mod. If this support  doesn't exist for EL-Rail or Monorail, There is any option to transform it to Monorail or EL-Rail?

That's version 1 of the bullet train mod. It's obsolete now however.

You're looking at the rest. It's just an empty lot with those MMP's (and street and trees) plopped around on it. That is not anything from the STEX. Probably made in LotEditor.

I think SIM-ple Jack is right, that park is problably a custom lot made in the Lot Editor. The trees used on that lot can be found here and I think that the textures used for the path can be found here. I think these are the right files, but if not, just search for more C.P. work, I'm 99% sure he is the author of these trees and these textures.

btw, where did you get that pic from? I liked the style and I want to see more (if there's more ofc )

Thanks! I got that pic from a city journal on simtropolis but I can't remember what it was called.

The textures and trees all look like C.P., but the playground equipment looks like a combination of props from Maxis, SFBT, and Namspopof. - EDIT: I should probably click on the links in the thread before posting. Looks like these were already covered.

In any case, I think @SIM-ple Jack is probably right that this is a custom lot that someone made for personal use without sharing with the rest of the community.

by coincidence i plopped that exact building, hovered on the query and it reads 'Saturn Recovery Boiler' i believe is part of the SCPolska Paper Mill

and i was also looking for that coal plant that you pointed out is not the one, now thanks for that

Sorry, the lot is on the way, though it's available in the Polska thread among the jungle of files what we collected 3 years ago. The updated AC lots will be coming... well soonish.

The models are in the Polish Prop pack vol. 01 currently, but will be in a different separate prop pack as soon as I find the time to make the updates. 
Could we just not attach polska files to this thread anymore, please... Specially the model files, which are all available in the mega prop pack
