Make sure to read the instructions, they are very important. There are other stuff among the homejobs thing

 

** Also I suggest you to test the modifications you do in cities you don't really care, because some effects will continue on these cities even if you delete the files.

Dear Wolf, Just a sudden and random thought, When I looked carefully at your beautiful picture, I thought if we could make a reflection of revetment in the water, which I mean by inverting half of the model and controll exactly with the transparent and the level terrain parameters of the sea, is it possible? I have no idea if that would work. You probably have to ask the specialists here.
For me personally, that would be too much effort, although the idea is quite nice.

If it is possible without mods, I could not find it.
I poked away at the idea for years with no success until the NAM provided me with pedmalls. Even then it was not easy. If you want to get rid of roads then you will need to invent a way to get firetrucks to fires and your Sims need a way to get to work. If you can't solve these two problems then the idea falls apart.
I will post some more information later to show how I addressed these issues.

Hmmm I see. In some cases I succeeded but never in such big scale. Please do that, I need as much info as it gets. I 'm optimistic about this project, while your previous experience it will help a lot. Thanks for the interest.

There is a way to do this: Several years ago, I released a lot-based plugin which would allow you to block one type of traffic on road-based networks. You can effectively use them to prevent car traffic from passing through a certain segment on a road. I'm currently updating them, but if you want them, please see here:

Today is the time for this. I have long wanted to do this for my Santana Island ...
I set black for Background, Cutaway and a dirty color for Dogfight Dirty body water.

   I know you wanted to do it without changing the game mechanics but if you are making a futuristic city it seems feasible that they would have solved combustible materials. About the home jobs mod, I personally think it makes the game more realistic. I, and many people I know, are self employed. Anyway for my system to work you need the home jobs mod, I use the 10% option, and the no fire mod.
   So if you decide to proceed you will find there are many things to consider. Even though your residential will have pedmalls in front of them they won't likely work without another type of connection. For this I use 'Transparent FLUPS' connecting each residential building to ,at least, two other residential buildings. A single connection will work in some cases and on a rare occasion no other connection. These FLUPS tiles need to touch the backs or sides of the properties. You can also connect a residential building to a commercial building with FLUPS but you will end up with underground car traffic. (Not visible without a traffic query) Even with the home jobs mod you will still have Sims that need work elsewhere.
   Commercial property will happily live with only pedmalls in front and no other connections. Industrial will also work with pedmalls in front but will need a way to ship product. For this I arrange industrial parks in a way that allows me to run a rail line behind each property. This is also why I have completely separate rail lines for freight and passenger.
   Hopefully that will get you started. I suggest you set up a small test city to practice your technique. Post back if you have questions and I will try to answer them.

You are totally right. The first tests I run today were disaster. It seems impossible to have residential functional zones without roads no matter how many public transport is used. I'm not surprised though because it's something that I already knew. Tomorrow I ll try Flups and hopefully I ll have some good news. The information you give me is crucial to move forward. Haha, Dear Wolf, I'm sorry that I didn't discribe clearly about it, it's just a test which comes from a thread I talked about with Terring, I just make a low poly model, something like a futurist vehicle, I must admit that it is a too ugly one.*:D

it's an automata prop which I modeled and floating on the sky, I replaced the Passenger Ferry's model.:}

Actually, using FLUPs is not exactly a compromise. There have been various plans that put all the traffic from cars, trucks and trains under the surface, leaving the street level for exclusive pedestrian use (and for tram lines too in your city). Something like this old concept:
