I've been asked to upload this on the Exchange, so here it is =) This mod adjusts the effect, cost, and coverage of all major civic buildings to more realistic proportions. You can include the full file or customize which effects to use in your game:

1) Police_Scale_Up: Each police station (from kiosk to deluxe) is about 5 times as effective as the next stage down, one deluxe police station can now cover a 3x3km area (slightly less than a large city tile). Cost is scaled up appropriately.

2) Fire_Scale_Up: Each fire station (from small to airstrip) is about 3 times as effective (in coverage radius) as the next level down. Cost is scaled to match.

3a) Education_R_x2: Bus coverage radius is doubled, with cost scaled up to match. Faculty / Bus funding ratio increased from 3:1 to 5:1 (faculty costs account for a greater proportion of a school's budget).

3b) Education_R_x2_Effect_x0.33: Previously, a city could easily reach and stay at max EQ (200) with just elementary coverage, a city college, and the pro-reading ordinance. This decreases EQ effects of educational buildings to 30%, requiring the full spectrum of educational facilities to reach max EQ.

4) Health_C_R_x2: Doubles Clinic and Hospital capacity and radius. Cost scaled appropriately.

5) Health_Rewards_Fix: Fixes bugs with the Disease Research Center and Farmer's Market.

The mod also includes Country Utilities for small towns, provided coutesy of Nexis. These are smaller versions of the civic buildings that have less effect, but over a larger area.

This looks promising and I'm tempted to download this, I just want to know what the Country Utilities are that you've provided (courtesy of Nexis)?

This is should help make my cities more realistic. Guys, the reason it is posted here is because there are some technical problems uploading items to the Mods Section. Tropod stated that in a post in on of his threads.

Great Job. It does sound like you made everything much more realistic. I especially like the education update. Thanks a lot. Also there are many mods on the stex. This way we can reach a wider audience. Very cool. 10+

I have been using the previous version and appreciate it greatly. I think it increases realism. This sounds like an improved version. 10, of course.

This is wonderful (in concept and balanced execution) except it seems to suffer the same problem all the health and education costs mods do: all existing facilities budgets go to max when you install it...

...You can keep dragging them down to the proper level, but they creep back up. In the past, I have only been able to resolve by demolishing EVERY health and ed. facility in a city, saving, and then going back to use the new lots. Is this the only way?

I have been using this for some time and it works great! I only encountered that slider problem with custom lots, this mod has been working perfectly over the past month. Thanks!

The coverage radii and capacities are more realistic. So is the cost. This can make things get very expensive, but all-in-all is a great mod.

I like this because the way the game is set up one has to plop so many of these buildings just to cover a small area.

This is good! I think that there are some other fixes that should be included, like improving the number of jobs created by civic buildings and increasing the impact of city hall in the efficiency of the city, but with much higher operating costs.

Will this have problems with the Crime Doesn't Pay mod? It sounds like they might not be compatible. Then again, if this mod increases the effectiveness (not just coverage) of the police stations then there's no need for the other mod. I'll check it out and see how it plays.
