SC4 Disable Network Construction Sounds - DLL Plugin

A DLL Plugin for SimCity 4 that disables the sounds that are played during the network construction animation. The plugin patches the game's memory to make it skip playing the jackhammer sound track that is normally used during the animation. Note that this will also disable 2 in-game messages that are sent at the start and end of the animation sequence. The messages are: kSC4MsgConstructionRoadCrewStart (0x89F10866) and kSC4MsgConstructionRoadCrewEnd (0xA9F10E45). I got very often annoying sound loops when playing different city tiles. This issue seems to get worse related to the growth of the city. This could be something like traffic or machinery noise, an extremely annoying snoring sound etc.. One solution ist to save, leave and restart the tile, sometimes even that doesn´t work. I know that I could I can switch off or reduce the sound in the settings but I don´t like that. Is that a game´s bug? Is my computer in overload? Is there something around like the "helicopter silencer mod"? Just in case: I`m on the the mac version of the game.

Hi, all! So, I've seen talk on the GOG forums or Simtropolis (Maybe, both?) about how SimCity 3000 Unlimited isn't as noisy as people remember it to be. In 2021, I don't expect anyone to have a Creative (formerly Creative Labs) sound card. Nonetheless, Creative released its Sound Blaster AE-5 sound card a few years ago and I purchased one last year. With Windows Vista, hardware-accelerated 3D audio ceased to exist in Windows. When you install the Sound Blaster Command application for the AE-5 sound card, the sound card drivers are installed and Creative ALchemy is installed as well. Creative ALchemy can enable 3D audio for older games in modern Windows. Last night, I thought I'd try enabling 3D audio for SimCity 3000 Unlimited in Creative ALchemy and much to my surprise, SimCity 3000 Unlimited was plenty noisy when I had opened it next. I had opened the Europolis map and I could hear industry, sirens, car horns, and crickets. Also, it's pretty slick to zoom into a flying helicopter and to hear it move from the left side of my headphones to the right. I don't know if disabling 3D audio in SimCity 3000 Unlimited will revert it back to its noisier state if you don't make use of Creative ALchemy. Also, I don't know what kind of resources there are to enable Creative 3D audio for users who don't have a Creative sound card. I've heard of Indirect Sound, so perhaps, that's something to look into. I'm not into having a separate "retro" build. I like getting everything to work as well as I can get it to work in my primary Windows 10 PC. I've been going through a lot lately and I have a ton of hard drives in my PC with a PCIe card so that I can use more SATA storage drives than my motherboard has ports for. Also, I have an Nvidia 1050 Ti in my PC to complement my 2080 Super because I got a little bit irrational when it came to the notion of adding more monitors. I'm working on selling what I don't need and right now, my Sound Blaster AE-5 is getting very hot air blown on it because it's right under my 2080 Super's fans. Once I sell my extraneous hard drives and the 1050 Ti, I'll move my sound card to a lower slot on the motherboard.

I don't know how to describe it but sure everyone has experienced it at random times. I use 2 monitors, and from time to time click and do things on 2nd monitor and when I get back to game, I get random sound effects when the window is active to use. It's normally related to the last item I placed and seems like a bug related to Subway placement and menu lag (I completely stopped using Subways because of this) The issue I'm having seems to come from PEG Water sources and have an annoying Swoosh sound with water. The main issue that really annoys me is it seems to somehow over-ride the system audio. I tried disabling the audio and lowering the volume bar, but this seems like this audio is not part of the game and linked to my Microsoft Windows Audio. What's up with this and any way to adjust ?

We can all agree that SimCity 4 is superior in so many ways comparing to SimCity 3000, the game from which I begun. But one thing I miss from SC3K is its sound effects. It has a great variety of nostalgic and fun sound effects when you query buildings, like the sounds of the Performing Art Center and the Spaceport, and the ambient sounds are so vivid and colorful and with such a variety and personality. I miss them. That's right, I miss them. The ambient sounds of SimCity 4 are more generic, realistic and down-to-earth, something that you could hear them in real world, which is great for getting the feeling of building a modern city, but lacks the charm of SimCity 3000. I like hearing dogs, cars and birds when I'm over a low density neighborhood, but I miss hearing children and lawnmowers. I like hearing the SC4 sounds of machinery when I'm over an industrial area, but I miss hearing the SC3K sounds of computer bleepings and robotic arms. There are so many ambient sounds effects from SC3K that I wish I could hear them in SC4 too, along with the SC4 sounds of course. And let us not forget the variety of sounds you could hear in SC3K when you query the buildings. Almost each building has its own sound effect, which is something I miss in SC4. For instance, why all parks and all power plants share the same sound effects? Why not having a different sound effect to each park and power plant, like hearing children playing when you query the playground? As I said, I miss those sounds. And I wish I could have them back, hearing both SC3K and SC4 sound effects. But is it possible? In the topic Comprehensive SimCity Music Collection, Version 3 made by @biff we'll find a nostalgic jukebox of music tracks from older SimCity games. There is also a link named "Game sounds" that contains a folder with all the sounds effects of SimCity 3000, including those from World Edition/Unlimited/UK Version/you name it. So here is my question. Can we use this library to expand the variety of SC4 sound effects by adding SC3K sound effects?

Hello all, Does anyone know how to make a custom sound bank for an automaton? By that I don't mean simply choosing one of the Maxis in-game sound banks, but actually creating a new one from scratch. To make a custom instant sound one simply needs to import a .wav file with the right settings. But how to turn that into a sound bank that plays during UDI, and varies its pitch or frequency accordingly to the automaton's speed? Any insigths welcome, thanks.

Hello all, I have recently built a new windows XP system for playing SimCity 4 that's a bit better then my old system. Anyways, I installed SimCity 4 & the rush hour expansion, then I installed the update and I also installed the full Network mod as well. Windows XP is fully updated with the latest updates. I get the music, but I don't have any sound effects. I even took and uninstalled the onboard audio and installed a Sound Blaster Live! 5.1 card and it didn't help. I get no sound effects at all. So anytime I click on info icon then click a building there is no sound, and there is no sound when building a road or destroying a building. It works fine on my other system, but not this one. Any ideas? The game runs pretty good, except for a bit of lagging when I am running triple speed. I think this is probably due to the video card which I plan on updating to a Radeon HD 3850 if I can find one at a good price. System Info: AMD Athlon 64 X2 4400+ Socket 939 MSI K8N Neo2 Platinum WD Velociraptor 150GB SATA 2.5GB DDR400 Ram Radeon 9700 128MB AGP Video card Windows XP Home SP3 and all updates

Is it possible to add custom audiofiles to assets?

Well, it appears installing the NAM has borked my game to the point where nothing short of formatting and reinstalling the OS will fix it, at the very least, reinstalling didn't help. Specifically, as soon as I enter city view, the game completely mutes and starts lagging horribly to the point of running at less than 1FPS and even completely spin-locking the GPU. I think the 8GB patch is the culprit. Is there a way to disable it permanently? I'm running the GOG.com version on a Windows 10 laptop that's had several other problems.

I have a weird problem with my sound, i can get ambiet sound and music to play but there is no sound effects. Its makes playing the game feel realy weird.

when i start simcity 4 deluxe on windows 7 64 bit i only hear the game and have no visual.
