  1. So I upgraded to Windows 10 a few weeks ago and so far I love it. It's much bettet than Windows 8.1. I just tried to run SimCity 4, however, and it failed massively. First it said I had to run as an administrator so I did that and the next time I ran it nothing happened. It failed within a second. I tried compatibility settings but got nowhere. Has anyone experienced this and found a solution? Downgrading back to Windows 8.1 isn't an option, I want to keep Windows 10. Thank you in advance! Also, I didn't see there was already a thread for this, so my bad.
  2. SimCity 3000 OFFICIAL THREAD

    Has anyone here ever made a custom scenario? I played SC3000 when I was a lot younger on my Windows 98 and I remember the custom scenario working, I just didn't know what I was doing. On newer computers, however, it just opens up excel without really doing anything. Has anyone here actually made a custom scenario though? On a new computer or old one. How was it if you did?

    Chapter 1: A New Beginnings The country of Pulpini was a proud and great nation. One of the most powerful and prestigious countries to ever harass the planet. There was one man whom was responsible for this, Cornelius Giovanni Wilbert. No one expected this tiny upstart nation to become so powerful. It was a guppy in a sea of sharks. Cornelius wanted only what was best for his nation. He was a leading general at the time and held power only comparable to the president himself. Cornelius was fed up with being a second-rate country. He created a coup and caused the downfall of the ruling party, and thus democracy. Yeah there were elections obviously, but no one ever voted for anyone else than him, no one wanted to. There were people that did though, we don't talk about them. Pulpini funded its military in insanely high amounts. Tanks and planes and weird goopy things that were supposedly weapons. Soon Pulpini rose up against its neighbors, nationalism was at its height. The surrounding nations were all in the same situation as Pulpini but did nothing about it. Pulpini "convinced" them to join their glorious empire. Soon Cornelius too was a giant. Having gobbled up every small nation around him he held an empire to challenge the greatest. That's when everything went wrong. People say that when things begin to go right, that's when the complaining begins. When things are bad you don't notice little things like poor sanitation, bad infrastructure, and oppressive regimes. The citizens were fed up and mounted massive rebellions against their ruler. No matter how many bullets, tanks, or crude gestures he would use it was a losing battle. Pulpini would survive, but Cornelius might not. His palace was stormed eleven years after he took power, he was deposed and now a stupid form of "democracy" took place. Pulpinian citizens thought for days and held trials to decided Cornelius' fate. They thought it cruel to kill him as he did make their nation great, so they did the humane thing and abandoned him on a random island in a cruel land known as Teraan. His family were dumped with him too, this is where our story begins. The land of Teraan is entirely void of life. Nothing to speak of but dirt and water. The lands were harsh and unforgiving. There was a small island in particular that would be used as the landfill to dump Cornelius. The island was used because an island is what? Yes, surrounded by water. And this means that unless he is part dolphin he cannot leave without somehow constructing a boat to leave.

    The Defense of Sovereignty: Chapter 11 Author's Suggestion: Listen to This It was a cold day, at times reaching sub-zero temperatures, with multiple cases of frostbite. The people of Estna were glad for the day to be over as they could now sleep with their warm fireplaces heating their houses. As the city went to sleep, the After-Dark Defense began their work, mustering the man-power and weapons each night from their best-trained soldiers. Materials and information from Queensferry proved indispensable. The jeeps and floodlights provided much needed technology to the searching for convicts and surveying of the coastline. Each night was fraught with terror and nerve-wracking silence. Any day Pulpini marines could be landing on the coasts of Estna, prepared to take down the nation's capital, and with it the whole country. The Estna soldiers always shouldered full-powered assault rifles freshly imported from Queensferry. Scouts sported white camoflauge, allowing them to hide in the snow and wait and watch. Their night vision goggles proving priceless. The time was tough, everyone was on full alert. No one batted an eye as they searched every nook and cranny. This night was like every night, except it was colder. A slight mumble was heard in the distance. All attention was turned skyward as a fighter-jet rocketed over the island. The city was put under lockdown. Air raid sirens blared and everyone took cover. Those awakened made way for community bomb shelters built with government funds. Screaming came over the radios with multiple commanders yelling, "the beaches the beaches!" Gun fire and artillery filled the air and echoed through the streets as teams of soldiers raced to the battle scene. It occurred in the desolate reaches of the island. The Teraanian troops expected a small force, and the Pulpini soldiers expected nothing. There stood over one thousand on each end. This was no longer a spec ops mission, it was a full-fledged invasion. Helicopters moved in after a report of no enemy air activity came in. As soon as they were within range, Queensferry turrets and SAM sites shot out of strategic locations and laid waste to the choppers. Five in one minute were downed, more were forced to retreat. The SAM batteries then targeted strike fighters moving about the air. They moved too quickly though and too evasively. The few fighters Teraan had were going to need to be used to take down the aces. Meanwhile, as the pilots readied for a dog fight, the enemy fighters dropped heavy ordinances on Teraanian troops, causing heavy casualties. The jets launched rockets and dropped small bombs. One was finally downed by the SAM sites, but three more still remained. The Teraanian pilots now took to the skies. The fight was epic beyond belief. Jets flying over houses, sonic booms blowing out windows on houses. Although the Teraan air force outnumbered the attackers 2:1, they were outmatched. The Pulpini pilots flew with a precision never before seen. They performed perfect scissor maneuver, destroying two of the protecting jets. While the air battle was going on in favor of Pulpini troops, the ground battle was much different. Artillery bombardment had dislodged them from their position and also destroyed their landing ships. There was no way back for the assailants. The Teraan soldiers let loose a hellfire of bullets and anger into their enemies. Snipers located on the hills picked off officers, leaving few in command. As the ground fight wore on, the air fight drew to a close. In a failure of communication and possible electronic failure, one of the two jets went smashing into the ground, leaving an enormous crater. The four Teraan jets left now turned their attention to the last remaining ace pilot. Although he maneuvered like a pro, he couldn't out maneuver all of them. Finally, the last jet was downed, and now the Teraan ground troops had air support. The .50 caliber machine guns ripped into the enemy troops, along with the launching of simple straight-line missiles. The jets were called off as the number dwindled down to below one hundred. As the Teraan soldiers closed in, the number dipped to below a dozen, and finally they surrendered. They were each lined up with blindfolds, and with the drop of the commander's arm, they were erased. With the short battle ended, the first victory for Teraan had been found. It was found out that Pulpini had declared war against Queensferry in anger of their helping and arming Teraan. During the battle over two thousand lives were lost, about half being those of Teraan. The day became a day of mourning, but also celebration. A day to celebrate sovereignty. The battle would be beautifully remastered in the book "The Day the Snow Turned Red". Teraan had only upwards to go from here.

    I had a brilliant idea. I have not seen a story yet that has even attempted to do this. I will attempt to make an IAAR. For those of you unaware of this acronym, it means Interactive After Action Report. I intend on making this as well as humanly possible and I have the perfect plan on how to pull it off. I will go into specifics later. On a side note, any nations mentioned are not real, but directly based on real ones. For example, the Espanzoes are the Spanish and the Bretaanians are the British. You can figure out the rest from here on out, so without further ado, I present to you, the intro. July 7th, 1523 It seems this is the third storm in a month that has hit us. Day after day we have been on this damned ship. Barely anything to eat and drink. We've already lost several poor souls from either sickness or injury. All because of one man. One man who dared to be different. Francesco Valderez decided to attempt the impossible, and it appears we may be the collateral from his failed experiment. We have been sailing to what seems to be nothing for about a month now. The time goes by slowly and it doesn't get any easier as it goes on. It only gets worse. Day and night I pray to God that he liberate us from this suffering. Sometimes I wonder if he is listening. August 5th, 1523 It's over. Thank our Lord and Savior it is all over. We have spotted a new land. We all ran off onto the dirt and kissed it, many of us with tears streaming down our face. This land was surely put here by God to end our suffering. Francesco wisely claimed the land as Tierra de Dios, God's Land. We have found it. Strange looking people walked towards us timidly. They seemed very ignorant and unintelligent. When handed a sword, they grabbed it by the blade and cut themselves. They seem to be much below us, so it is our job to protect them. Such as an Empire must protect the small Kingdoms within it. This land will do wonderfully for our King and Queen. We shall make our nation rich. Fast Forward many many years. In this time was an era of subjugation, conquest, death, and inflation. The Espanzoes were cruel overlords. Once in this new world with a sizable force, they subjugated and enslaved swathes of the people. Millions killed. Native empires toppled in the thirst for gold and silver. Three small colonies were built in one specific part of Tierra de Dios. They were each named after a person of importance the day of discovery, Ciudad Francesco, after the explorer, Ciudad Carlos, for King Carlos III, and Ciudad Sofia, for Queen Sofia I. The first hundred years of their existence, they were used as exploitation colonies. The people of the new world were unfortunately forced into servitude and had to mine out precious metals. Gold, silver, and other ores were mined from mountains, because all native artifacts had already been smelted and sent to Espanzo for the aristocracy to roll around in it. Soon, though, these proverbial wells of gold dried up, it didn't matter anyways though. The severe influx of precious metals over the past century had caused bread to be fifty times the price it was years earlier. The people would have nothing of this. Only a week after Francesco Day was celebrated, a revolution began. The commoners rose up against their masters for the first time in many many years. The fighting was brutal, and many thousands were killed in weeks. Finally, though, peace was restored. A new monarch had been brought into power, but under constraints of a new parliament. Soon, the revitalized Espanzo and a fledgling Bretaan began a colonizing battle. Wars were fought between the two empires over strategic regions of the world. None of these regions included Tierra de Dios, the supposed land of God. The area was useless to everyone, and the colonies began to whither. They slowly melted away until they were nothing but small towns on the opposite side of the world. They had no reason to rise up against Espanzo, because they had nothing to gain, that changed when the industrial revolution came about in the 1800s. Nations traded wood for steel and carts for cars. The colonies were quick to cash in on this new trend as one commodity was vital for the survival of industrial nations, oil. Tierra de Dios didn't have much of it, but it had enough to sustain itself. Over the past years, Espanzo had almost completely forgotten about its first colony, but with a new era of technology, came a new era of revolution. The workers throwing off their shackles of oppression. In the colonies of all the great Empires was a large movement, a movement to break away. The small colonies in Tierra de Dios joined in the movement, and each one separately declared independence from Espanzo. Ciudad Carlos (Now known as El Estado Independiente de Carlosia, or The Independent State of Carlosia, or simply Carlosia) chose to stay an autocratic nation. Their governor proclaimed rule for life and that his posterity would take over after him. Ciudad Sofia became "El Santo Reino de Sofianna" or "The Holy Kingdom of Sofianna". Ciudad Francesco did none of these things. They say autocratic rule as an affront to basic decency, they were henceforth known as, La República de Francescozo, or, The Republic of Francescozo. The leaders promised equality to their people and that democracy would forever reign. This is where history ends, and where we begin to write it. Rules: The author, me, is the mayor The mayor is voted in by the City Council, the readers, every 10 years. To expand, the city must buy land near it, the cost starts at $150,000 per smallest square, but could go up Laws can be proposed by mayor or by council members and approved by the mayor. Laws are voted on by the CIty Council After a mayor is elected, every area that has a city on it, including rival ones, will be played for 10 years as well.

    Just to be clear, this will be more functional as a story than story-driven. It won't have long, drawn out plots like my other story.

    I'm so disgruntled by how great that looks. You say you didn't focus on design yet it looks so good. I need to seriously study these CJs and figure out how to make good looking cities.

    For me they last forever. For 70 years the Great Hospital Strike has raged on, as nurses now in wheelchairs still wait for their extra dolla per hour.

    That thing looks horrendous to live in! This thing here looks more like something from Simcity 3000 with the textures. Maybe not even 3000.

    I wonder if you could model a city after real life techniques and get a "perfect city". Some games are good at that, and I think SC4 is one of those games.

I'm very uncreative and boxy because I started with Simcity 3000 when I was like 8, so I didn't have a concept of making cities look pretty so I just built big squares of each zone with roads and subways between them. Same with simcity 4, I tried to artistically create a city not too long ago, it look like utter crap honestly I just build from the left side with the densest zone and move right to build the biggest city possible. I'm trying to make my cities look prettier now though.

    Chapter 10: How to Make Allies "Sir, we have just received a coded message from somewhere near the other side of the globe. We have triangulated its position to Queensferry, the enemy of Pulpini, if you remember there were many wars between the two sides, with no land gained or lost. It was before your time, but the tensions still live on." "What did the message say?" "It seems to be a request. Let me read it out exactly, 'Message to Cornelius Wilbert, rightful ruler of the Teraan tundra. We invite your delegates to a meeting with ours in the beautiful land of Queenserry. Here we will discuss the possibility of a military alliance between our two nations to spite our common enemy, the wretched Pulpini. Visit Queensferry... we love you. ALL HAIL VICTORY! ALL HAIL QUEENSFERRY! ALL HAIL BUGGULA!' It ends there sir." Cornelius sat at his desk, pondering what to do. He stood up and paced around the room, thinking and thinking. Finally he made his decision. Cornelius ordered that a ship laden with delegates and soldiers to protect them be made on its course straight for Queensferry. The whole week they were to be gone, Cornelius got very little sleep. He feared that the delegates would commit a faux pas, as that happened before and the results were not good for anyone. The day that the men came back, Cornelius rushed to the ports to see what the news was. He stepped out of his car and all of the surrounding citizens stood in salute, he saluted them back and they all went on about their lives. The delegates stood in a huddle, discussing something beyond Cornelius' hearing. When their leader walked up and saluted. "Sir, we have just gotten back from Queensferry. We are pleased to report that we have agreed on a military alliance and that our two nations shall become the most powerful of them all. Also, sir, they have informed us of an attack by the Pulpini military is to be initiated within the coming month, and that we are to prepare our coastlines for an assault on the beaches. They received this intel from espionage and we thanked them fully." And thus, the most powerful military alliance was born.
