When you run into prop dependencies like this and you can't figure it out where it is coming from give it a try to the 

SimCity 4 Prop and Texture Catalog

There are two TABs in the catalogue or search bar, and the second one allows the user to search for IIDs like this:

it's not 100%, that you will find a missing prop, but it covers hundreds of prop packs from different sites, so you have a pretty big chance to find what you are looking for.

I've been using that building on every other corner for 10 years. lol

For both these there were missing dependency links and also the formatting was messed up, so I've gone ahead and fixed the descriptions while there.

Also I remembered these two from years ago when I downloaded them:

jmsepe: the two other buildings come from the LBT Commercial Pack on the STEX, they are props only, literally 95% of the buildings in that picture come from the LBT Residential and Commercial Pack
