I would love to see more of these funky roadside businesses like cafes, gift shops and roadhouses (bars)

It might come with the water, or be a custom lot, because those seawalls are Xannepan's Quais de Seine, and they don't include a culvert on the set.

On second look, it is the culvert set. There are 2 rocks by the opening I didn't see right away.

It is his, just relotted. The terminal complex is made from several models. You can mix and match them in lot editor or PIM-X if you make props from them. So yepp, that's his. I just checked the models. It was called WZ Airport Hamburg Airport Terminal. More precisely it's the middle one on the following image and it was called

Hi,

Yes, it's true. In fact, I didn't specify the purpose of my request, but I wanted to use these terminals to create a kind of exhibition centre, because I like the fact that these buildings are numbered, a bit like Porte de Versailles in Paris. I prefer Haneda terminal to use with airport  *:) I'll find an alternarive !

Because nobody in the history of making images ever changed things to suit their needs, right?

It's not sitting on a bridge, rather the Seawalls which are from the Quays de Seine, as for the water is either custom game water or some kind of plop. Either way, I am certain the culvert was correctly identified by @gwada971. Most likely it's been modified for the purpose of the using it in this manner, although offsetting a model isn't really hard. Lining things up like that so as to reduce clipping and allow the depth of the culvert to show might be pretty complex. Either way, it certainly doesn't look like something you can just download and plop. Who knows, it may even involve some photoshop? 

@juguesal: you might want to PM (ask) the author of the image how they did it?, sometimes in CJs/MDs users will explain how they did things too.

@Antoine7  Hi if you want a large numbered building there is this alternative (not exactly color neutral, but it can be done by modifying the lot)

Hey everyone.I haven't used photoshop,  I rarely use it. It is plop water and the lot that i 've used is RRP rural culverts indeed.

I certainly didn't mean to imply use of Photoshop, just mentioning that some people do, heck I touch things up from time to time if I am going for something high quality.

If it's Plop water, then it reminds me of the JRJ Transparent Plopable Water, which has a number of different colours. It just normally looks a lot different since it is partially transparent.

You could use Lot Textures to make water look like that, two such examples exist in my Texture Pack, though not in this colour/shade.

 Don't worry man, i use photoshop when i want to hide a glitch or something like that, but not very often. There are incredible ways to mix things up in this game and that's why i still love it.

As this image is from @korver's True Earth series, there is a very high probability that the Stockhol City Hall building on the image is one of his custom models, which he made for this CJ and it was never released publicly. I'm not one hundred percent sure, but sadly it is very possible.

ok thanks but all of the other buildings in stockholm i have or have had its only the city hall that is missing

That's a very specific design, I don't recall ever seeing anything quite like that around. Perhaps this is the closest I can think of, although you couldn't really use it in the same way:
