Sure. It's actually a fairly simple process just extremely time consuming and tedious at times. I've made a tutorial for it before in my CJ but I didn't offer much in the way of an explanation for each step. 

I don't want to get too off topic in here so I've gone ahead and made a new thread with more information. Here's the link;

I use GIMP. I increase the overall brightness by 10% to 15%, then I increase the contrast by 30% to 40%. Then I decrease the colour saturation by between 10% to 20% (to ease up on the contrast) and also increase the colour brightness by between 5% to 10% (which brightens a picture since contrast darkens it).

This creates a "vivid" effect to the pictures since the original pictures have a slightly faded quality to them.

Because of these changes, the first two buildings along the Georgia Street Greenway had to be removed, which necessitated the reconstruction of the first block of the greenway.

To add a bit more variety to the Waterfront Greenway, another Detroit work of art was added to the greenway in front of the new Guardian Building.
