Something SimCity has always missed out on is weather. It was summer, all year long, year after year. But now in SimCity 4, fans have made seasonal trees, and other props, but snow never falled, untill now!
Abandoned buildings and night lights are made by adding a special layer (with grime or lights) on top of the origonal building, and for this I made another layer that shows during the winter months. This required making custom snow for every building, so I only did about 60% of the Maxis buildings, and a handful of my favorite buildings off the STEX, including all of my buildings.
The falling snow replaces the fireworks, and go off twice a month in the game, but only during the winter months. The intensity of snowfall is built in; if you have the game at its fastest speed, time will pass fast enough so that the second or third snow animation starts before the first is finished (making heavier snowfall), while the opposite is true for the lowest game speed.
The falling snow part is graphics intensive, so if you have a slow computer, don't use it very often. There is a version included that doesn't have falling snow.
