Also if anyone knows of any pavement that does not have a lightpole in the middle but has the same texture as that one? It can be found in this picture here and seems to have trees in it. I have the sea walls already but I just don't want a pole in every tile after that.

Fox makes the retaining walls and most of the lots himself, using the Lot editor.

As mentioned before, I also believe the retaining walls are custom made by Fox.  You can make similar retaining walls with the by deadwoods (they are pretty much the same just with different stone textures).

 

As for the ped malls without the light pole, you can find that with the JENXPARIS Quais de Seine (revisited) (v1.0) set on the LEX.  It will appear in the seaport menu. Note that you will need to be registered on the LEX before you can download it.
