I thought a re-lot was supposed to improve it

Sorry, but i think the re-lotting is might be actually make it become not so good, i recommend you to re-lot it once again and send a better lot, because it looks the Trust tower by giomedicci is still better. A bit more training may be better, as well as more patience, while this one not look so good, how about make your own research, there should be a bit more length between the parking and the building, and it just succesfully made the building and the lot look somehow, a bit odd, maybe, and i'm sure if that isn't your goal to make something nice become an ugly thing, right? So, just one thing, don't give up, because lotting is not an easy task to do. Well, 3/5 from me based on your work. Good luck with lotting, Fatherted.

He does not need to if he does not include the original model file with his upload. You only need permission to re-upload someone else's model, mods, or lots.

Uh, no offense, but isn't the relot supposed to be better than the actual thing? Why don't you download some cp trees and custom parking lots and all of that jazz, then relot this on lot editor? Then it could easily be better.
