About This File

The Network Addon Mod (NAM) all transportation network-related fixes, additions and new creations that have been released so far. It adds countless new features to the existing network tools, such as traffic simulator improvements, new overpasses, highway onramps, intersections, pedestrian malls, a ground light rail network, roundabouts and turning lanes.

This is the standard release version of the 49th edition of the Network Addon Mod, NAM 49.

RELEASE NOTES
Before you run off in excitement to install the new NAM version, please make sure to read this document first, to ensure the best Network Addon Mod experience.

Note to users of the EA App/Origin: As of June 2023, digital copies of SimCity 4 Deluxe purchased via EA.com, the EA App, or the Origin Store, or played through EA Play/Xbox Game Pass are now properly patched to Version 1.1.641, which means they are compatible with the Network Addon Mod.

INSTALLATION AND GENERAL NOTES

Before attempting to run the NAM installer, ensure that you have extracted the contents of the .zip download into a folder. Attempting to run the installer while it is still in the .zip will cause the installation to fail.

The minimum requirements for running the Network Addon Mod are as follows:

  • A compatible retail copy of SimCity 4 Deluxe Edition OR SimCity 4 with the Rush Hour Expansion Pack:
     
    • Windows/Linux (via WINE): Any digital retail edition, or any disc copy updated to at least Version 1.1.638.
       
    • macOS: Any recent digital edition of the Aspyr port for macOS (installation on the App Store version is more difficult, and the NAM Team is limited in our capacity to provide installation help to App Store users).
       
    • The now-rare non-Deluxe/non-Rush Hour copies of SimCity 4 are not supported. Attempting to run the NAM on a non-Deluxe/non-Rush Hour copy of SimCity 4 will cause the game to immediately crash to desktop (CTD).

       
  • Java Runtime Environment (JRE), in order to run the installer--a version for 64-bit Windows is included in the download (OpenJDK11U-jre_x64_windows_hotspot_11.0.8_10.msi).
     
    • If you are not on 64-bit Windows and need Java, Adoptium's open-source edition is recommended, though JRE and JDK can also be acquired in proprietary/commercial (but free to download) form from Oracle at Java.com.
       
    • The Java Development Kit, or JDK, will also work, but contains extra files not needed unless you are a Java developer.

       
  • A system with the following specs, for each basic type of NAM installation:
     
    • NAM with a LowRAM/NoRHW Controller option: Any system built within the last 15 years, with 750MB available disk space. (Users running this option cannot install the RealHighway (RHW) features.)
       
    • NAM with a Full 4GB Controller option: Any system with a 64-bit operating system, at least 4GB RAM, and 1.2GB available disk space. If on Windows, the 4GB Patch must be applied to the game's executable.
       
    • NOTE: Installing the Full 4GB Controller option without meeting the specifications and without the 4GB Patch will cause the game to crash-to-desktop (CTD) upon attempting to load a city. If you experience this crash, it either means your system does not support the Full 4GB Controller option, or there was some form of failure in the 4GB Patch process.
       
    • Additional Requirement on Windows/Linux (if running Full 4GB Controller/RealHighway options) (not required on Mac): 4GB Patch by NTCore (included in download, automatically installed on Windows with standard installation procedure, and also available at NTCore).
      • See Step 3 (under "On Windows") or the 4GB Patch section in the read-first document for more details.
         
  • Additional Requirement on Mac (optional for Windows/Linux): JDatPacker by memo.
    • JDatPacker is a tool for consolidating folders of SimCity 4 plugins. This can speed up the game's performance, and on macOS, this helps alleviate issues with the Aspyr port's known "number of files limit", wherein exceeding a certain number of files/folders within the game's Plugins directory can cause the game to crash.

 

To install the Network Addon Mod:

  1. Install the Java Runtime Environment (JRE) (if already installed, skip to Step 2).
    (This is included in the download package.)
     
  2. Remove any existing NAM installations, if present (simply deleting the "a_Network Addon Mod Lite" and/or "Network Addon Mod" folder from the Documents\SimCity 4\Plugins directory is the easiest way).
     
  3. Run the NAM Installer:
    • On Windows:
      • If it your first time installing the NAM (or you are installing on a new system/with a new SC4 install), use NetworkAddonMod_Setup_Version49.bat. If you are upgrading from a previous version, or have manually installed the 4GB Patch already (see the 4GB Patch section in read-first), use NetworkAddonMod_Setup_Version49.jar. (The .bat file has a routine to automate the 4GB Patch installation process, necessary to avoid CTDs if running the Full 4GB Controller option, which is necessary to use the RealHighway (RHW) features.)
         
    • On macOS:
      • Run NetworkAddonMod_Setup_Version49.jar.
      • If on the App Store version, the installer cannot directly install into the Plugins location the App Store version utilizes, which is inside the .app file (~/Library/Containers/com.aspyr.simcity4.appstore/Data/Documents/SimCity 4). Install to an alternate location first, then copy the resultant "Plugins" folder into that location. Note that the NAM Team is currently very limited in our ability to provide installation assistance to App Store users.
         
    • On Linux:
      • Run NetworkAddonMod_Setup_Version49.jar, or, if that fails, run NetworkAddonMod_Setup_Version49.sh.

         
  4. Follow the installer's instructions, clicking on each tab on the top bar in order:
     
    • Agree to the mod's terms on the initial "welcome" tab to proceed with the installation.
    • Select the options you would like to install under the "files" tab.
       
    • Select the install location under the "location" tab. Unless you have set up an alternate location for your Plugins folder, or happen to be on the Mac App Store version of the game, this should work fine.
       
    • Finally, move to the "install" tab. Click the "Start installation" button to begin the installation process. When the installation is complete, the progress screen will display a message, "All selected components installed!".
       
    • Close the installer, using the "X" button or, on macOS, the red circular button, in the upper right corner of the window. You're all done installing the mod.

       
  5. Additional step for Mac users (optional on Windows/Linux):
    (Run JDatPacker to consolidate the mod's files.)

     
    • If on the App Store version, run JDatPacker over the resultant Plugins directory, then move the "Network Addon Mod_###.dat" files (wherein "###" is a three-digit number) into the container.
       
    • On the Steam version (or if optionally using JDatPacker on Windows), run JDatPacker on the Documents\SimCity 4\Plugins directory (this will also consolidate your other plugins as well). Make sure you remove the original directories that were consolidated, and, if upgrading or reinstalling your NAM package at any point, ensure you delete any the "Network Addon Mod_###.dat" files from your Plugins before running the new installation. It is recommended that you use a new subfolder (i.e. "Plugins\Compressed Files") instead of installing to the root of the Plugins directory, as this can help prevent mod conflicts.

       
  6. Load the game and enjoy the NAM!
     
    • If the game crashes on your first attempt to load a city, this means you have the Full 4GB Controller installed, but either have experienced a failure in the 4GB Patch process, or have an incompatible system (not enough RAM and/or a 32-bit operating system). Either attempt to install the 4GB Patch manually, or choose a less intensive installation option (the Low RAM/No RHW option, or download NAM Lite instead).
       
    • Note that if you've never run the NAM before, and you've picked a fuller installation option, the initial load of the game, and of the first city tile you open may be longer--often quite noticeably. This will shorten with subsequent loads of other cities, or, if you exit and re-enter the game, subsequent re-entries will be quicker.
       
    • If you do not see any icons in game, this most likely means your installation ended up in the wrong location. Either reinstall, making sure the files go into your Documents\SimCity 4\Plugins folder (true of Windows and the Steam Mac version), or, if you're on the Mac App Store version, make sure you copy the files into the .app container.

NAM Lite

As mentioned above, an alternative compact version of the NAM is now available, which can be installed instead of the full NAM installation package.

The NAM Lite features just the most essential of NAM features, including the NAM's renowned Traffic Simulator Plugins, refining SimCity 4's pathfinding engine to work as it was originally intended, along with Automata Controller options, updated textures (including a Euro/International texture option), Roundabouts, Diagonal Streets, additional interchanges for the game's base Highway system (the "Maxis Highways"), and (optional) Hole Diggers/Ground Raisers, allowing for precise terrain alteration.

Release Notes for NAM 49 (rev1) (4 March 2025):

  • Bridge Additions and Improvements:
    • Red Truss Arch, Yellow Steel Girder, Green Truss, and Blue Suspension Bridges by IDS2 have been added for Road, Street, One-Way Road, AVE-2, ARD-3, NRD-4, OWR-3, RHW-2, RHW-3, RHW-4, and SAM Sets 2 and 6-11 (68 bridges total).
    • Viaduct Bridges by Kitsune added at L3-L4 for MIS, RHW-4, and RHW-6S, and L0-L2 for Dual RHW-4 and RHW-6S (12 bridges total).
    • Plain Bridges by eggman121 have been added for Hybrid Railway (HRW) at L0-L2 (3 bridges total).
    • Ponte di Piacenza RRW Bridge by Ulisse Wolf added.
    • Yes, that's 84 bridges.
    • Every bridge has had its ceiling height updated (L0/Ground Level=-0.000001, L1=-7.5, L2=-15, L3=-22.5, L4=-30) to allow for a lower ferry clearance and for the elevated bridges to behave as . . . elevated bridges. As result the ferry clearance is now 270.1m / +20.1m. At this time its unknown how to get the in the game message to reflect this value, therefore it will incorrectly state the bridge is not suitable for ferries even though it is.
    • For models where property bridge obstruction = false, they have had the property removed after it was discovered the game is incorrectly treating it as bridge obstruction.
    • Night textures fixed for RRW/Rail bridges, including the Iron Girder, Steel Arch, and Green Garabit Viaduct.
    • A pathing issue with the RHW-10S Cable-Stayed Bridge has been fixed.
    • Bridge Controller file has been renamed from "NetworkAddonMod_Bridges_Plugin_Controller.dat" to "NetworkAddonMod_Bridge_Controller.dat".
  • Mass Transit Authority (MTA) Station Update:
    • Improvements across the board to Station Transit-Enabling (TE) properties.
    • Added SW77 El-Rail-over-Road station.
    • Added several new stations, including the SW77 El-Rail-over-Road station, the Mattb325 Victorian Diagonal L1 Viaduct E-RRW and separate HRW versions, the DBSSYMN Winterton HRW L2 Terminal, the DBSSYMN Winterton L2 Viaduct Rail Terminal, the DBSSYMN Dresden HauptBahnHof, the Oidaas and Tyb06 HRW L1 Station, and the Art128 and Tyb06 Noah Diagonal Tram Stop.
    • Changes to the TE modding on the L2 Diagonal Rail stations, so they are now fully functional with E-RRW, you can just drag through the network on the lot. (They are also still functional with the puzzle pieces).
    • DN/MN prop options added.
    • LHD path remapping has been updated for GLR LOTting paths.
  • Street Network and SAM Improvements:
    • Street and SAM network paths have undergone a comprehensive set of improvements.
    • A texture issue has been fixed with the SAM-7 x Avenue OxO intersections.
    • SAM texture file architecture has been redesigned to ease future additions and maintenance.
    • Shadow remapping and LHD pathing has been improved on Elevated Rail and Monorail crossings over SAM.
    • SAM x RRW crosslinks have been improved.
  • RealHighway Improvements:
    • 3-Level Crossings adjacent to 45° FLEXFly setups are fixed.
    • 45° FLEXFly-over-45° FLEXFly now supported in limited circumstances.
    • The diagonal overhanging models for the RHW-3, RHW-4, and MIS have been redesigned to minimize terrain clipping issues (wherein the terrain would poke through the highway).
    • Major improvements have been made to the Type 21 exemplars on elevated RHW networks, especially those involving placement of support pillars.
    • Diagonal interactions between the RHW-2 and single-tile Maxis networks have been improved, particularly transitions and OxD T-intersections with Street, Road, and One-Way Road.
    • Stability improvements have been made to the L1 and L2 RHW-3 Type A1 ramps.
    • Numerous tooltip texts have been updated to properly indicate current network support.
  • Roundabout Improvements:
    • Thanks to Lucario Boricua, the NAM's roundabouts have received a comprehensive set of pathing fixes, designed to improve capacity and Pedestrian functionality.
  • Other Various Improvements:
    • The NWM's NRD-4 network now has a Diagonal Starter.
    • Various previously-unsupported T-intersections involving Avenues and One-Way Roads have been added.
    • Missing texture for Double Orthogonal Street x Diagonal Avenue intersection has been added.
    • NWM DxD intersections now have improved models with smoother corners and terrain handling. There is also now a non-default option to alter the Road and One-Way Road DxD intersections to use similar overhanging models (the "Wide Corner Road and One-Way Road DxD Intersections" option, found under "2 Additional Network Features > Road, One-Way Road, and Avenue").
    • Raiser/Digger icons have been revised.
    • A new icon has been added at the bottom of the Highways Menu (right near the NAM Controller Marker) to show which capacity level of the NAM Traffic Simulator one has installed.
    • Issues with the Draggable Fractional Angle Road streetlight placement has been addressed.
    • Replaced `EU_Common_Sign_Props.dat` with a version from rivit, which rescales the props to be a bit smaller.
    • Semi-Auto Turn Lane textures have been updated to fix wealth-related issues reported by Dead_End.
    • Duplicate Rural FTL textures in the US folder have been removed.
    • Fractional Angle Road at-grade crossings with orthogonal RealRailway now have paths.
    • The Maxis Highway Override (MHO) Diagonal Bridge Enabler (DBE) support files have been added.
    • rev1 update: Fixes version mismatch issue in the revised One-Way Road Roundabout paths that could cause CTDs with diagonal Road or One-Way Road connections into the roundabout.

That's because it's Java-based.  The executable is actually the .jar file, and there is no .exe file.  Details on this are covered in the download's description above, under the heading "Preparing to Install the NAM: Instructions for All Users", and more can be found on my recent blog post at SimTarkus, "Where's the .exe?  Why NAM 37 Ditched It For the .jar".  You'll also need to make sure you have the Java Runtime Environment (JRE) installed.

Are there no longer RHW ground level 4 and 6 lane neighbor connectors in this version? I don't see them anymore.

They're still here.  But if you're on a Mac, Aspyr somehow broke TAB/Shift-TAB cycling with the 64-bit update, causing them to skip every other piece (the RHW-4 NC is 2nd under that button, and the RHW-6S NC is 4th, so both would get skipped).  Using Ctrl-TAB/Ctrl-Shift-TAB will allow you to access them again.

Hello guys. I'm trying to install NAM on my Linux Simcity4 (which is running off Origin with Lutris and is a redeemed version from a CD key). The JAR crashes on load, and I've tried Oracle JDK 8, 11, 14 and OpenJDK 8. Is there a support channel / email / discord? Willing to lose time and contribute to the project if necessary :)

EDIT: ok, found the github page, I'm following docs there and adding issues as discovered

It's excellent, but I am running into a problem. The previous NAM created dedicated left-turn lanes in almost every Avenue intersection. Now the turn lanes are gone, and the ones previously there are just empty spots now. Is there any way to fix this? Please let me know.

It's actually a lot more than that, since this counter is only from late 2011--the NAM was accidentally deleted off the STEX twice due to an issue with a new reporting system, and it had (IIRC) about 600,000 before that reset everything.

From what I've heard from Linux users, OpenJDK 11 works.  The NAM Team mostly hangs out on the Discord over at SC4 Devotion (link on the front page there).

The old Auto Avenue Turn Lanes (ATL) plugin is no longer installed by default.  Reinstall and make sure you have the box for Legacy Avenue Turn Lanes checked.

Hi, I''ve installed NAM. No problems with installation. However....as soon as I try to load a city the game crashes to Windows in about 15 seconds. No probs without NAM. Running Win 10 64bit on a fast PC. Any ideas??

Duh....got it. I did not install the 4gb fix as instructed. I thought with 16gb perhaps I didn't need it. Wrong!

Hi There,

I recently installed NAM37 and apparently all my Rail catenaries disappear when I drag my rail pieces. Is there a way to keep the catenaries whilst dragging the rail pieces?

If the catenaries were set up to work with Maxis Rail instead of the RealRailway (RRW) spec (which is what the NAM uses throughout now, since Maxis Rail has long stopped being supported by the NAM Team), then that would explain why they've disappeared.  If they are designed to work with RRW, then making sure they load after the "Network Addon Mod" folder would do the trick. 

I'm admittedly not all that up to date on what's available in terms of catenary mods right now, however.  The prospect of a "Legacy Maxis Rail" plugin being offered for a separate release is in the plans (and has been since we plotted out the switch to RRW-only), but it is not ready yet (nor is there a timeline for release).  And that would, of course, be excluded from any new Rail-related features that get added to the NAM in future releases, as well as potentially with non-Rail-related features that have crosslinkage with Rail.

My question is, where do I get NAM37 at?  The tutorials says to get it in simtropolis but I don't see a download anywhere.

How can Mac users install the required .exe patch for the installer? Macs cannot execute the .exe file, and FileJuicer only extracts the text files.

The 4GB Patch is only required if you're running the Windows version of the game, as is noted in the "requirements" section at the very top of the installation instructions in the documentation--it's not required on Mac.  The Mac version is a 64-bit application now, as opposed to the Windows version, which is still 32-bit, and needs the 4GB Patch to overcome the memory access limitations that apply 32-bit applications.

I am trying to install NAM, but the 4gb patch says it cant read the SimCity 4.exe. Running admin doe not help. Any ideas?

Hey, I installed NAM 38 yesterday. After installing, my el train doesn't work. I'm not able to build rail tracks. I have bought SimCity 4 from steam. pls help.

I don't know where else to ask this so I hope it's appropriate to ask here. Namely, when I installed NAM 39, my RHW textures changed (the lines on the inside are yellow and not white as before), and my ground MHW started looking like RHW-6C instead of like RHW-4. Also, road and street roundabouts don't seem to work anymore. Is this expected or did I do something wrong?

I have just installed NAM 39. Deleted the previous NAM 37. The game crashes to the desktop when I am loading a region. I will load for a couple of seconds after which SC crashes. I have patched my SC.exe file with the 4GB patch, which was successful. I am running SC4 from Steam Version 1.1.641.0

I have removed NAM 39, uninstalled SC4, re-installed SC4, re-installed NAM 39, all to no avail. When NAM 39 is not installed, SC4 doesn't crash when loading a region.

Anyone any ideas?

If you're getting yellow lines, that would indicate you installed US textures instead of EU.  As far as the roundabouts go, they're actually a default feature, and there's pretty much no way to not install them unless you completely uncheck the "Road" and/or "Street" boxes.  I'd reinstall, double checking your settings on those options, and give it another go.  If the roundabouts still aren't working, or you're still getting US textures, that would indicate a conflict somewhere in your Plugins folder that's preventing your NAM install from functioning properly.

If you reinstalled the game, you're going to have to reinstall the 4GB Patch, as it's applied to the game directly.  Make sure that you're patching the correct executable (SimCity 4.exe in the Apps subfolder of your SC4 installation directory), and that the date of that SimCity 4.exe is that of when you just ran the patch.

The only reason for that exact crash scenario you're describing is that the executable is not 4GB Patched.

If you reinstalled the game, you're going to have to reinstall the 4GB Patch, as it's applied to the game directly.  Make sure that you're patching the correct executable (SimCity 4.exe in the Apps subfolder of your SC4 installation directory), and that the date of that SimCity 4.exe is that of when you just ran the patch.

The only reason for that exact crash scenario you're describing is that the executable is not 4GB Patched.

Thank you for your quick reply.

I re-patched the SC4.exe when re-installed, I got the back-up file and the message that the patch was successfully applied. I am a bit at a loss now, because I have uninstalled NAM37 and I don't seem to get this one to work. 

I have patched the SC4 that's in my

C:\Program Files (x86)\Steam\steamapps\common\SimCity 4 Deluxe\Apps  folder

I can't find any other SC4 executables on my computer.
