A growable high technology industrial. Three lots, 1x1 1x2 and 2x1
size, stages 1 and 3, gives 24 i-ht jobs. This is not based on any
real-world building. It grows more easily than most of i-ht because of
small size and often fills these useless 1x1 size industrial zones
(remove some of the lot files if you think it grows too much).
