Just a bad joke...
The zip file contains two versions, 4x5 Landmark and Residentail Ploppable of the same size. The ploppable version costs $50000 and houses 30000 R$ Sims. Since this is a residential ploppable, there is always a delapidation problem from never finding a job. This issue can be averted by building this tower on top of an already existing residentail building. (So, the building there will be demolished upon plopping this tower.)
The setting of this building is 2050 Soviet Union. 95 stories high.
