    hitomichan1- I am having the same problem. It seems to have started recently. I have zoned landfills in several different cities, new and existing, with same result. my existing landfills appear fine, but i can't zone new ones. very strange. Yes, I too have multiple road connections & neighbor connections. This was my first stop in search of answers.... edit.... i found the answer to my problem...
