Yes, it's above the Arctic circle where it always is.

 

Strictly speaking last winter's cold wave was not the polar vortex itself moving, but rather it weakening, allowing more cold air than normal to escape from within it and drift down to lower latitudes.

I passed a late-70's model Honda Civic on Interstate 40 in Arizona a few months ago. It was pretty beat up, but being driven and still an extremely rare sight. Those things are nearly extinct.
