All of those buildings are @Ct1999's unreleased buildings (actually the released ones are on the image too). Including the rainbow coloured skyscraper (unreleased). He created them, but has not yet released them. Check out their development thread:

The rainbow colored skyscraper is clearly supposed to be his rendition of the Canton Tower.

I believe that's just the terrain. The inbuilt rock mod of the Gobias Sudden Valley.

I am using the VIP Terrain Mod and trying different modifications to the snowline, rock face thresholds, and the treeline.  However, I have thus far been unable to get the jagged, finger-like snowline edge created by the mountain's crevices and ridges, as terrain mods typically create horizontally banded effects.  Manipulating the treeline helped somewhat, and I was ready to leave it at that.

If only there was ploppable snow...  ...hold on, there is one by Rayden aptly named Rayden's Ploppable Snow:

This is not a matching white color or snow texture and is perhaps way too Impressionistic, but I think the method is the right path.

Okay, maybe Hokusai was using the same ploppable snow too!

I'll keep looking for a less jarring ploppable, perhaps a rocky, whitish path texture as the terrain mod's texture in this transition band is also rocky.  Looking over these images now as I type, it occurs to me that God Mode terrain tools set at the smallest effect radius can be used to hand sculpt the crevices more deeply such that the darker rock face texture of the terrain mod will show, further expanding the desired visual effect as dark rock fingers extend up into the snowy crevices in combination with the white snow fingers extending down along the ridges.

We can see I have changed the viewing angle on Mt. Fuji since the initial image as I am experimenting with a different region map orientation.  Actually, this map also uses a rotation of 15.10° counter-clockwise for Tokyo as described several posts previously, as this orientation also allowed Mt. Fuji to be added at the edge of an accurately scaled region that is 31 large city tiles wide without awkwardly cropping off other desired region map features.

As the new viewing angle on Mt. Fuji is new to me given what I have been using for the past months, I searched for any online aerial image for comparison.  Lo and behold, R. J. Zimmerman on Flickr shot a near perfect comparison photo from a passing airliner:

Surreally, Rayden's Ploppable Snow was uploaded 2007 and Zimmerman's Mt. Fuji photo was taken in 2007.  How did they both know 15 years ago?
