Building/Lot Based on Palazzo's Apartments of SimCity 3000.

Contains Residential Lot and Landmark. Not sure if there are issues with the growable lot as I have not/cannot enable the cheat console on whatever version of SimCity 4 I have now. 

Let me know and I will try to fix any issues with the Lot.
