I know that the V4 is an updated version, but blip2 used the outdated V3 pack when he/she created these lots. The v3 and v4 contains the same props but with different Instance IDs, so with V4 the props won't show up. The v3 prop pack is from SimCity plaza, the linked zip contains the Vehicle Prop Pack v3 and v4 and other two train prop packs, so necessary to highlight that the necessary dependency in this case is the V3.
