    I have decided that it's a case of buyer-beware, or else a full April Fools prank! In the game 12 years later this file is a full kiss of death to the city once you remove the last of it. If you don't remove it there is no red-out and the dang thing works! I may go to my grave trying to figure out the how and why this happens and way to fix it. I'd say in the year 2020 (a decade later) and beyond - stay away from this file!!
