Um, Micah, LA is in Southern California; Oakland is in Northern California. But you are correct in that traffic in that area is horrible.

I've installed SC4 on XP Professional, XP Media Center edition and Vista Ultimate and have never run across this an issue with permissions. Please don't take everything the manufacturer says as gospel, otherwise you will be going back and forth with EA and Microsoft, each blaming the other product. I agree with Sepsap; check to make sure you are using an account that indeed has administrator privileges. You can rt-click on the desktop icon and select Run As and make sure you have selected an account with admin privileges. If that doesn't work, you could also try creating another user account (make sure it has administrative rights) and see if you can play the game under that account. If *that* doesn't work, check to see if your Program Files\Maxis folder has the appropriate permissions (navigate to that directory and rt-click the folder - select either Sharing & Security or Properties and then go to the Security tab. The permissions should be set to Full Control and I think should drill down to the Sim City 4 subfolder. If none of this works, uninstall the game and reinstall it.
