  1. Zones 6x6 will not develop.

    To zone lots of specific size hold CTRL while u zone. Building stages are related to the density type, i think something like low density zones(stage 1-3), medium density(stage 4-6), high density(stage 7-8 ). So if you zone low density, stage 1-3 buildings can grow on it. To develop a specific building, you need to have enough demand for it(if it houses 1k medium wealth residents(R$$), you need to have demand for 1k R$$, something like that) and also make sure the style the building belongs to is selected(I normally just use build all styles at once, remember to check European style too). lol, what the guy above said.
