It appears that this may have the same functions, but the one I was looking for used a building that looked just like the Maxis library. Thanks !

I'm searching for a lot that functioned as a small town utility center of sorts. I don't remember the name of it, but it was VERY helpful starting new cities. It provided a good amount of power as well as water for a growing city, and in many cases, I didn't really need additional power sources or water pumps. This small building also included one fire truck and a police car. Since it did not pollute much that I know of, the residential demand was usually pretty steady.
