Check to see if the Network Addon Mod folder is inside the Plugins folder.

Make sure you have JAVA installed

Check if you have extracted all the contents of the zipper file and don't forget to install the 4GB Patch

Your Site is linked by 97% of mod lists sites I read... so I came here, and downloaded some of them, then I read some interesting topics (for instance, a topic about mod loading orders), so I felt like it was a very nice idea to sign up!

I had a CD copy of SC4 back in 2004... but I only played for some hours back then... let's see what happens this time

Hello, all! I was inspired to get back into SimCity 4 Deluxe - a game that has been sitting in my Steam library for a very long time (I also have it on CD format...somewhere lol) - and decided that this time I should properly learn how to play it instead of just throwing myself into the dark and getting frustrated with myself for not doing well. I was recommended mods to fix issues from which I ended up here. I was going to create an account only to realize that according to my browser I apparently already had one. I logged in and found out I actually first joined in 2006! Wow.

So here I am getting into a game I've had sitting around for over two decades. lol.

Hello friends, I have been an avid SimCity fan since the beginning, unfortunate to me as the hardware that I had back then was not sufficient enough to run the game. I have been a Rise of Nations fan and have mainly played that game since 2003. As to get back into SimCity 4 this winter I look forward to working with fellow enthusiasts on this site. I am currently working on building the Dallas / Fort Worth metroplex that currently hosts a population of 8, 130, 000 as of 2023.
Which also features the High five interchange, the first five layer stack interchange of its kind in the US. Keep an eye out for my progress and questions to professionals like yourself on this site. Such a blessing to see this game with current support!

My background is similar. I had played (and loved) prior iterations of the game and I got SC4 in the first year it came out. My comp just barely met the minimum requirements and once I'd filled a large city tile about halfway, it became so sluggish that it sucked all the fun right out of it. I uninstalled, re-boxed the game and CD and put it on a shelf for some day later. I then played Diablo 2 for a dozen years, but I did pick up the RH Patch Expansion when it came out. I put it on the same shelf as the original.

Fast forward to 2015 when I cut the shrink wrap off of the second one and installed both on a (still old for the time, but) much better comp. As questions came up, I Googled and most of the time I found my answers here on ST. Early the next year I joined since I felt my initial game experience could help someone else who was asking neophyte questions.

Obligatory introduction (or rather "reintroduction"):

I've been playing SimCity 4 DE since 2008-ish when I found a new copy in a Wal-Mart clearance bin for something like $2. I still have those discs and install code. I had it installed on an ancient HP laptop running Windows XP dedicated to that game only, until that pc finally suffered a fatal hardware failure two days ago. I capitulated and got the game through Steam on a relatively less-ancient Lenovo Yoga running Windows 11. It's been so long since I last looked at mods that I no longer have access to the email my original Simtropolis and SC4 Devotion logins were associated with. And now I'm starting all over with a fresh install, fresh logins, and an empty plugins folder! Horray to new beginnings!

I admit that I don't have a very good level of English (I may have errors in both spelling and understanding), since I am Italian (partly) and I learned Spanish from my parents, natives of Latin America
My name is Leo but (I feel so better) calling me by leggers (Idk of the reasons either butt, I like it)
I used to play video games related to cities skylines, (I guess one is called theotown), but because of its limitations both with mods and extra things in the game aand because of a limitation on my cell phone
I went to the computer users and got cities, I like the game (and even though I just got into it no more than 2 months ago) it interested me enough to come here (maybe a week ago)

Hi, my name is Simon and I'm here to play sc3000 and sc4 for the umpteenth time.
I started playing these games since I can think and I have recently aquired the games on steam to relive my memories.

My favorite SimCity game is SimCity creator ds. Though there seems to be a lack of discussion about this game :/
But it is nice to see a community about this genre still exists 

I'd like to develop a SimCity like game in the future...
