How can you tell the cardinal directions within a city? I need to place a lot facing North (JENXAurora Beta v3). I'm stumped.

In the top left corner of the SC4 screen is the compass.  The big arrow points north.

If it is difficult to see due to textures below of the cardinal  directions remember that any original game plop away from the influence of traffic routes always point the arrow to the north unless you redirect it.
 
Just overlap any  1x1 lot on the desired location with at least one tile of any road that the direction of its arrow show the north direction

Is it possible to set custom screen refresh rates? SC4 seems to be reducing my screen refresh rate, when I switch to different monitors, but I want to keep a constant refresh rate at 60 ghz. Is it possible to do this via the shortcut options or in SC4 launcher?

Not that I know of. There is a way using Buggi's Extra Cheats.dll, but I can remember off hand what it is. That said, you'd need to keep re-entering this at the very least each time you enter a city.

The refresh rate of an Isometric City builder is really a non-event. Sure when you are scrolling around it might make a difference, but the reality is any slow-down here is a direct result of the strain SC4 is putting on your hardware. So if you are getting slow down, a software setting is not likely to be a solution. I'm running a pretty decent rig, but with big enough cities, population and level of detail (# props/buildings), slow down is simply inevitable, regardless of the system you throw at the problem.

Using the Extra cheats, the command is FPS X, with X being the number of frames per second. 0 makes the game to run with still images and a non numeric value causes a CTD, so save before using the cheat. 

And as MGB says, FPS settings cannot change the fact that the game allocates resources to the simulation instead of the graphics from a certain point and so. Lowering your graphic configurations and using an smaller resolution will, nevertheless, help to have a functional simulation time when your cities have gone too big.
