Yes, the fences are custom props, mine as well. There are included in the file of course. Just forgot to mention it. You can use them as usual props.

To replace city hall, go into lot editor, look up city hall as the lot to edut, and if you have the newest version, you can change the building. You'll have to add this as a prop.
